Lee, City Secretary; Micki Rundell, Director of Finance and Administration • • . • . • f • • •MUNTAN ! . i • • • . • Brandenburg introduced Larry McCormick who thanked the Steering Committee members, Bob Douglas, Bob Weimer, Ed Davis, Judy Omen, Fred Bolgen, Keith Hutchinson, Shelly Hargrove, Naomi Walker, Liz Mealey and thanked Assistant City Manager, Tom Yantis. He provided a handout to the Council and gave them a status report on the Artspace. B. Presentation regarding update of City of Georgetown's current efforts to establish and maintain a competitive position in its defined market. Review of current Pay System and Performance Management -- Kevin Russell, Human Resources Director and Paul E. Brandenburg, City Manager Brandenburg said in past years, compensation for public safety employees was considered, and this year, prior to the budget planning sessions, staff wants Council to review the compensation philosophy described as merit -based pay. With a slide presentation, Russell gave Council an overview of the history of compensation in Georgetown and the basis of the current philosphy. There were questions from the Council. Russell said most performance pay programs fail because they are administered incorrectly. He said Georgetown has been in a performance pay system for the last five years and supervisors have received much training. There was discussion regarding cost of living increases, longevity pay, and performance increases; and how those types of incremental increases should be shared with employees. Nelon suggested that staff prepare several options regarding combinations of merit pay and COLA for Council consideration. Carr suggested that all the COLA money and bonus money be put together with a little more added, and see where that budget could be spent for meritorious pay. Sansing said it needs to be a three -pronged attack with a little longevity, a little COLA and merit pay for those that really deserve it. Snell asked for a problem to solve rather than a philosophy to "somal low." C. Workshop discusssion regarding a potential City Public Improvement District Policy-- Micki Rundell, Director of Finance and Administration Rundell defined a Public Improvement District (PID) as a legal authority created to provide specific services or infrastructure improvements within the area without obligating the City as a whole; with revenue collected through the Williamson County Tax Office. She listed the types of public improvements or services that could be funded by a PID and listed the three current PID's in Georgetown: Village PID, Cimarron Hills PID, and Wolf Ranch PID. She said there could be two other potential PID's in Georgetown: ABG Development and Rothell City Council Meeting Minutes/April 23, 2007 Page 1 of 2 Pages "The Oaks" Development. Smith asked and Yantis explained the differential cost of development related to a conservation subdivision. Rundell noted that the City doesn't currently have guidelines for PID development. She said there are a variety of reasons to develop policy such as consistency in managing developer requests and the type of amenities that should be included. She asked for Council input and noted that with review of outside counsel a policy could be developed and brought back to Council for adoption in late May or June. Nelon said he sees the need but hopes social engineering can be avoided.
