Lee, City Secretary; Micki Rundell, Director of Finance and Administration; Mark Thomas, Economic Development Director; Kevin "Russell, Human Resources Director; Leticia Zavala, Controller; Anthony Lincoln, Fire Chief A Discussion regarding issues outlined in the (Budget) Mid -Year Status Report to Council -- Micki Rundell, Director of Finance and Administration and Paul Brandenburg, City Manager Brandenburg gave an overview of division activity in response to goals in the current year budget. There were questions from Council. Rundell presented the financial update. She said the City is in a very good position this year because of the overall economic health of the City. She updated the Council on mid -year issues such as: the Airport; tourism; and staff adjustments due to workload volume; and noted the budget amendments required for the General Fund, Facilities Fund, Information Technology Fund, Joint Services Fund, Water Services Fund, Airport Fund, and Utility and General Capital Improvements. She explained the 2007/08 Budget Financial Forecast, saying the General Fund is policy compliant and self-supporting. She estimated the assessed valuation to be $3.4 billion; with an estimated tax rate less than $0.39 per $100; projections of a 5% increase in total "net" sales tax; stable development revenue; increased return on investment due to continued customer growth, new revenue from Citicorp, and increased revenue from the Round Rock service area; and increases in General Fund revenues. She listed future General Fund expenditures of increased utility costs for the new Library and Technology Center. Brandenburg briefed the Council on the 2007/08 Budget Process. B Review of Revised Principles for Economic Development incentives -- Mark Thomas, Economic Development Director Thomas advised that they're looking at a June date for finalizing the incentives. He noted that the policy is required by law. He said the current policy is oriented to manufacturing and distribution facilities, with incentives reviewed on a "case-by-case" basis. He listed reasons to revise the policy. (get his powerpoint) He reviewed the draft policy with Council. There were comments and questions from the Council. Snell suggested that along with the pay ranges for prospective employees, benefit packages be included. Thomas introduced Jerry Walker of Impact Datasource who spoke on Levels of Incentives. He explained the components of cost -benefit analysis, such as economic impacts and additional revenues for local taxing districts. He also explained the additional costs for the City such as providing municipal services to new residents who are workers in the new company and municipal services to the firm or project and the cost of providing utilities to that business. He said net benefits to the City over a 10 -year period are the result of subtracting the additional costs from the additional revenues. He gave possible incentive guidelines.
