Council Present: Patty Eason, Gabe Sansing, Henry Carr, Farley Snell, Ben Oliver Council Absent. Doug Smith, Pat Berryman Staff Present: Paul Brandenburg, City Manager; Tom Yantis, Assistant City Manager; Jim Briggs, Assistant City Manager for Utility Operations; Patricia E. Carls, City Attorney; Sandra D. Lee, City Secretary; Micki Rundell, Director of Finance and Administration; Leticia Zavala, Controller; Keith Hutchinson, Public Information Officer; Jessica Hamilton, Assistant City Secretary In C C Presentation and discussion on the City's proposed 2007/08 Capital Improvement Program (CIP) for both utilities and general capital improvements -- Paul E. Brandenburg, City Manager Brandenburg gave a summary of the areas of the CIP that would be covered at this workshop and reviewed the budget calendar. He listed the revenues and noted the components of the CIP, such as Water Services, Wastewater Services, Water Reuse, Transportation Services, Stormwater Services, and General Government. He noted that the following projects are part of the General Government section of the CIP: implementation of elements of the Parks Master Plan, including the wastewater line at the Tennis Center, River Ridge Pool renovations, baseball lighting, and fence renovations; improvements to existing City facilities, such as City parking lots; improvements at the Animal Kennel; defibrillators and 911 call boxes; city office improvements; construction of fire station number five; renovations at the old library; implementation of the Downtown Master Plan, including the downtown parking garage and possible expansion of the Police Department. Oliver asked and Briggs explained that the renovation of the low water crossing bridge in the Park is not a part of the CIP, but is state funded and planned, probably within the year; and confirmed for Mayor Nelon that the FM971 widening is still in the state list, but not yet funded. 4:20 p.m. -- recessed to Executive Session Sec.551.071: Consultation with Attorney - Advice from attorney about pending or contemplated litigation and other matters on which the attorney has a duty to advise the City Council, including agenda items -Transamerican Underground vs. Arch Insurance Co., C.
