G Announcements and Comments from City Manager
The following announcements were made by Brandenburg:
The following City of Georgetown offices will be closed on Monday, May 28, in observance of the Memorial
Day Holiday. City Hall, Georgetown Municipal Complex, Library, Municipal Court, Parks and Recreation
Administration Building, Recreation Center, Tennis Center, and Visitors Center
There will be normal trash collection for City of Georgetown customers on Monday, May 28. For questions
about trash collection, call Texas Disposal Systems at (512) 930-1715.
A Memorial Day Ceremony honoring all veterans and those currently serving in our Military Forces will be
held on Monday, May 28, at 9:30am at the Georgetown -Williamson County Veterans Memorial located at 2
Texas Drive in Sun City, Texas
The City pools will open for the summer on Saturday, May 26. The following pools will be open on Memorial
Day: San Gabriel, Williams Drive, and Village.
The 2007 Festival of the Arts will take place May 31 -June 3. On Saturday night of the Festival weekend,
June 2, bring or purchase a picnic and enjoy a free concert in the park, followed by a big fireworks display.

Brandenburg welcomed his parents, Fred and Rose Marie Brandenburg, who were in attendance.
Following an epic struggle this past Friday night, the Mayor's BLUE team beat the City Manager's WHITE
team in the annual Spring High School Varsity Football Game. (Brandenburg presented the Mayor with a
blue Georgetown cap.)
H Public Wishing to Address Council
- R. C. Lumpkin regarding progress of the local option election petition drive
Lumpkin, on behalf of the Georgetown Business Partnership, gave an update on the "Wine with Dinner"
petitions being circulated for a liquor option election in November. He said this will be good for business
and for the citizens and will attract more restaurants and other businesses to Georgetown. He said they
have a little over 50% of the signatures required on the petitions. He said the challenge is getting the
information and the petitions to the citizens. He said many people think this was already accomplished in a
previous election, but this particular license was not on that ballot. He said there are petitions for signing at
Sun City and various restaurants in town.
Action from Executive Session
Motion by Carr, second by Sansing to appoint Mayor Nelon and Councilmember Ben Oliver to participate in
the mediation on the Transamerica Case. Approved 7-0.
Canvass of Election Results and Induction of New Councilmembers
J Consideration of appointment of a canvassing team of councilmembers to canvass the results of the May 12,
2007 General Election — Mayor Gary Nelon
Mayor Nelon appointed outgoing councilmembers Doug Smith and Henry Carr as the canvassing team. Smith
and Carr left the dais. Upon return, Smith reported that the tabulation of results as presented was correct, and
Smith confirmed the following results: Keith Brainard was elected as Councilmeber for District 3, Bill Sattler was
elected as Councilmember for District 4, and Ben Oliver was re-elected as Councilmember for District 7.
K Consideration and possible action to approve a resolution canvassing the votes for the May 12, 2007 General
Election, declaring the results to be official — Sandra D. Lee, City Secretary and Patricia E. Carls, City Attorney
Motion by Sansing, second by Berryman to approve the resolution canvassing the votes for the May 12, 2007
General Election. Approved 7-0.

Smith said he has enjoyed his six years on the Council, has met a lot of people, and learned a lot about
Georgetown and why people consider it a special place. He said he acquired an appreciation for city staff, and
liked and respected all the other Councilmembers for the last six years. He said he knows Brainard will do a
fine job representing District 3 and the rest of the City. He said he is proud of his work on Council, saying he
was particularly proud of the balanced budget through Scenario H, and glad that the City budget no longer relied
on utility funds. He said each year the budget has improved and become rational and disciplined. He said the
"wants and needs" are always balanced with the funds available. He noted that the Council has modestly raised
propety taxes, when necessary. He said the current budget process is good, saying Council makes the
decisions, but the rational system and credit go to City Manager. He said he was quite impressed with
Brandenburg's budget process last year. He said Georgetown is a rapidly growing city, but there is managed
growth and small town atmosphere. He predicted infrastructure will remain a problem, but feels the Council is
committed and will achieve a balance with historic preservation and vibrant economic activity. He said the goal
should be to protect the acquifer, saying if a problem occurs, it will be serious. He advised the new
Councilmembers to make sure that doesn't happen. He said every day he is more and more impressed with the
new library. He said he really enjoyed the fact that this City Council has a lot of "comity," saying there may be
difference of opinion, but never personal, and no hard feelings. He said he thinks the reason for the civility is
the tone set by Mayor. He said he will he miss everyone and is continually asked what he will do with his spare
time. He said he plans to continue his involvement with the Palace Theatre, the Circle of Care, and Sertoma; but
if he gets bored, he may decide to run for Mayor next year.

O Comments from outgoing District 4 Councilmember, Henry Carr --Mayor Gary Nelon
Carr said over the years of service, he can't recall a single thing he accomplished by himself, saying it may not
have taken a village, but it did take several people to get it done. He said there were good projects, and they
required that staff members and the City Manager work as a team, with the support and tax dollars of
constituents. He said he is proud of progress in many areas, such as: improved staffing, more and better
equipment, better facilities and training of police and fire. He said the City has constructed new facilities and
invested in the utility businesses, growing the enterprises and helping the General Fund. He said much was
done to make financial management more efficient and less risky; and therefore, bond ratings are improved and
there is much less risk on bond investments. He said transportation is very comprehensive, repairing older
roads and completing and starting work on new roads. He said he thinks there is a need for more road funding.
He said the City will be using the power of annexation and growing the city limits to protect the major centers for
future economic activity and to protect the outlying areas of the City for water quality. He said downtown is
thriving and the City has had initial success in creating affordable housing in the Old Mill Village. He said
affordable housing is important, and the City needs to make it easier on the people who want to build affordable
housing. He said some of Georgetown's sister cities are more aggressive in that. He noted that sales tax
revenue is booming because of businesses coming or expanding. He said the city staff is ultra conservative in
financial forecasting, saying they are a good professional staff that improves every year, getting better at their
jobs. He said as a Councilmember, he tried hard to meet the needs across the entire City; saying, when a
group had an issue, he tried to support them and vote in their favor. He said one of his disappointments is that
the property tax base is highly dependent on residential property, saying the residential portion remains at about
70% of the total, and he is baffled about what to do about it. He also said he is disappointed about the Council's
stand on connectivity, saying there will be 8,000 or more new homes constructed north of Sun City; and there
will be more pass-through traffic that will conribute to major accidents. He said there are 45 neighborhoods in
Sun City that are more connected than in any other part of Georgetown. He said the Council failed to listen to a
large group of citizens who came to the Council Chamber to try to tell the Council about the issues. He warned
the Council to be careful about the reactions of Sun City residents, and don't pretend to ignore their abilities,
saying they are very highly organized and he feels they are under -represented on the Council. He said he is
disappointed in the state and federal representatives, who he thinks don't do enough for Georgetown. He said
some place in Texas is getting Georgetown's and the County's share. He said his time on the Council has been
a good experience, and he thanked Paul for good and consistent professional help. He thanked his
predecessor for making it possible for him to participate and thanked his constituents who made it all worth
doing. He said he has confidence in Sattler and wishes him success.

Q Comments from incoming District 3 Councilmember, Keith Brainard -- Mayor Gary Nelon
Brainard thanked outgoing Councilmember Smith, saying he served his district well, and commended outgoing
Councilmember Carr, saying both gentlemen exhibited true public service and the City is in their debt. He
thanked the voters of District 3 and told the current members of the Council that he is looking forward to working
with them, saying they have at least one thing in common, they all love this town.
R Comments from incoming District 4 Councilmember, Bill Sattler -- Mayor Gary Nelon
Sattler thanked his wife, saying her vote counted the most. He said there are many people qualified to serve as
Councilmember for District 4, and he thanked them for not running against him. He thanked the 2,882 citizens of
District 4 who took the time to vote for him in an uncontested race. He said he has served in numerous
volunteer positions for the school district, city, and county, and feels well prepared to serve on the Council. He
noted the great representation in the past from councilmembers Noble and Carr. He assured the citizens of
District 4 that he would be available when needed and accountable. He asked them to remember that he cares.
He said he looks forward to working with the other city councilmembers, the City Manager and his staff and
together will make Georgetown an even better place to live.
S Comments from incumbent District 7 Councilmember, Ben Oliver -- Mayor Gary Nelon
Oliver thanked the voters of District 7 for their continuing confidence in him. He said he will continue to
represent that district and make decisions to maintain Georgetown's core values. He thanked the volunteers
who worked for his campaign, and said he looks forward to serving with this Council. He agreed with Smith
regarding comity, not comedy, saying it is true and gratifying to him to see this Council work together with a
common purpose and common objective.

Motion by Snell, second by Oliver to nominate Sansing and cast a unanimous ballot for him. Approved 7-0

District 2 Councilmember, Gabe Sansing, was sworn in as Mayor Pro Tem by City Secretary Sandra Lee.
Statutory Consent Agenda
The Statutory Consent Agenda includes non -controversial and routine items that Council may act on with
one single vote. A Councilmember may pull any item from the Consent Agenda in order that the council

Legislative Regular Agenda
Council will individually consider and possibly take action on any or all of the following items:
AA Consideration and possible action for the award of the bid for construction of a parking lot at Parks
Administration to H. Deck Construction in the amount of $162,730.00 -- Terry Jones, Support Services
Construction Manager and Micki Rundell, Director of Finance and Administration
Jones explained to Council that parking is difficult at the Parks Administration building, saying there are only 15
spaces available and no accessible route to the lot on Walden Drive. He said they will be adding spaces by
extending the lot to the east and south around the building. Motion by Eason, second by Brainard to approve
the award of bid to H. Deck Construction. Approved 7-0.
BB Consideration and possible action for the selection of a Construction Manager -at -Risk to administer the
construction/renovation of the Recreation Center -- Terry Jones, Support Service Construction Manager and
Micki Rundell, Director of Finance and Administration
Jones distributed a new handout. He noted that Council had established a selection committee on March 13 for
evaluating construction firms for the manager at risk. He said 10 firms submitted qualifications. He listed the
specifications. He said the top five firms went on to step two, involving interviews and financial and reference
checks. He said from those five firms, the selection committee recommends Chasco Construction for an
amount not to exceed $969,202. Sattler asked and Jones said total construction costs are unknown at this time.
Jones said he will come back with a guaranteed max price in two months for Council consideration. Sattler said
he just went through a similar type of process on the school board, but he believes the construction fee and the
general condiditions fee seem high on this bid. He said the raw numbers are much higher than what the school
district paid for new construction. He asked if this is the standard for what is charged today. Jones said this bid
is high, but is considerably lower than the bids from the other four responders. Sansing said because he is in
this same business, he thinks these fees are very reasonable at today's rates. Sattler said if Sansing and staff
feel comfortable with the numbers, he will go along with them. Motion by Eason, second by Oliver to approve
the selection. Sattler asked if the construction will take away space from the athletic events and was told the
vacant lot to the north of the recreation center will be needed as a lay down lot. Sattler asked if this item could
be delayed for two weeks. It was determined that this process was advertised properly and the selection
committee has made its decision. Approved 6-1. (Sattler opposed)
CC Consideration and possible action to approve the purchase of advertising for personnel services in the Austin
American Statesman in the estimated annual amount of $90,000.00 -- Kevin Russell, Director of Human
Resources
Russell told Council that last fiscal year the City added 35 1i2 positions, at a 12 to 15 position turnover rate. He
said he needs to reach the largest possible pool of applicants so they use the Statesman , Sun and newspapers
from surrounding areas. He said the amount used at the Statesman is approaching the need to come to Council
for permision to spend more money. He estimated the amount to be close to $90,000, saying it is not definite
that the full amount would need to be used.
Motion by Snell, second by Berryman to approve the purchase. Brainard asked and was told that the City does
use all the free on-line services available and some pay on-line services, but the printed ads give the majority of
results. Russell noted that for police officers and firefighters there is a list to draw from in case there are any
openings. He said at this time they are advertising for a new list. He said a small advertisement in the San
Antonio Express was estimated to be over $2,000.00. Brandenburg agreed that when advertising for police
officers they were shocked at the estimated costs. He said Sunday additions are very expensive. Russell noted
that there are currently 11 vacant positions city-wide. He said all existing fire and police positions are filled right
now. There were more questions and comments from the Council. It was determined that the $90,000 is an
amount that will go into the Human Resources budget, and then go to the Statesman , if needed. vote on the
motion: Approved 7-0,
DD Consideration and possible action to authorize staff to execute the appropriate agreements and contracts and
make the necessary expenditures to facilitate the realignment of Blue Ridge Drive -- Paul Brandenburg, City
Manager
Brandenburg noted there is no action to be taken on this item and he informed Council that the County has
agreed to convey the required property to the City. He noted that the City is currently trying to secure the
language for the deed to protect trees in the future. Sattler asked and Brandenburg confirmed that there had
been previous Council approval to spend $18,000 on this project.

1. First Reading of an Orainance accepting approximately 542.4 (+/o) acres of land into the Extraterritorial
Jurisdiction of the City of Georgetown, consisting of 320 tracts of land all located in the Gabriel's Overlook
Subdivision, including private streets and park facilities, which tracts are those parcels having the
identification numbers of R382473; R401875 through R402047; R402049; R402114 through R402157;
R402159 through R402225; R467839 through R467872; R472016; R472017; R472203; and 8472204 --
Edward G. Polasek, AICP, Principal Planner and Bobby Ray, AICP, Director Planning and Development
Polasek gave a brief background, saying these are two more voluntary annexations He said the City of
Leander is holding public hearings and displayed a slide showing the area in question. He said the City of
Georgetown has received petitions with over 220 signatures from property owners in the subdivision, saying
more than 2/3 are absentee landowners. He said the petitioners have asked to come into Georgetown's
Extra Territorial Jurisdiction (ETJ). He said Leander has passed an ordinance on emergency reading that
their population has reached above 25,000, and therefore allowing their ETJ to expand. He noted that
Georgetown has been expecting for the past two years, to bring these properties into the Georgetown ETJ,
and will move foward with the first reading of the ordinance tonight, and hold the second reading until the
property is released from Leander. Brandenburg said he and Mayor Nelon will meet with the Leander Mayor
and City Manager to see if they can change Leander's plans to take in Gabriel's Overlook Subdivision.
Polasek read only the caption of the ordinance after having satisfied the requirements of the City Charter.
Speaker, David Moore, told Council he has lived in Gabriel's Overlook since July of 2004, and he serves on
the Board of Directors of the Property Owners Association. He said he was just made aware of this issue
about two months ago. He told Council the overwhelming majority of the feedback is that a majority of the
property owners consider themselve to be Georgetown residents. He said they own businesses in
Georgetown, dine in Georgetown restaurants, and shop in Georgetown. He said many have made
comments about putting up "for sale" signs if the subdivision becomes other than Gerogetown. He said he
and his neighbors are eager to do what is needed to put them in Georgetown's ETJ. He said they have
sent Leander a petition and a letter asking to be drawn out of the Leander ETJ.
Speaker, Mark Truslow, also a board member in Gabriel's Overlook Property Owners Association, told
Council two years ago he relocated his family manufacturing business that had been in California since
1946. He said, after visiting with Mark Thomas, they decided to come here for the business and for the
employees to live and raise their families. He told Council his business is on the north side of Georgetown
and he employs six people, whose families work, play and shop in Georgetown.
Speaker, Mary Duffy Lemke, told Council she lives in Gabriel's Overlook and her husband is on the
Homeowners Board. She said they looked everywhere, found Georgetown and moved 18 months ago.
She said they like a community with a sense of purpose and like the growing charm of downtown. She said
they shop and dine in Georgetown, and she feels and believes she lives in Georgetwon. She thanked the
staff who has kept them aware of issues so they could run their petition drive.
Speaker, Randall Rice, said he lives in Gabriel's Overlook, and had an opportunity to live anywhere but
chose to live in Central Texas. He said they settled in Round Rock, but looked elsewhere, and ended up in
Georgetown. He said he was impressed with the people saying they were happy to sign the petition. He
asked that Georgetown act aggressivly because "the other city" is acting aggressively.
Brainard asked to have the legal issue explained. Mayor Nelon explained the determination of 25,000
population extends the ETJ to two miles. He said Leander has taken pre-emptive action aside from the
annexation action at Ronald Reagan Blvd. He said if the first reading of the ordinance passes, he and
Brandenburg will meet with the Leander Mayor and City Manager to see if negotiation will allow Georgetown
to take in Gabriel's Overlook and other tracts, such as the Lively Tract. Motion by Eason, second by
Berryman to approve the ordinance on first reading. Approved 7-0,
2. First Reading of an Ordinance accepting approximately 48.567 (+/-) acres of land into the Extraterritorial
Jurisdiction of the City of Georgetown, consisting of two tracts of land owned by the Erik Maund Irrevocable
Trust, which tracts are those parcels having the identification number R021697 and R090958 -- Edward G.
Polasek, AICP, Principal Planner and Bobby Ray, AICP, Director Planning and Development
Polasek said he received the request to be included in the Georgetown ETJ last week and there was no
time to publish the caption of the ordinance, so read the entire ordinance. He said this property is between
Garey Park and Cimarron Hills. Motion by Berryman, second by Eason to approve the ordinance on first
reading. Approved 7-0.
3. Public Hearing and First Reading of an Ordinance amending the development plan for an existing
Planned Unit Development district for 37.041 acres in the Frederick Foy Survey, Abstract 229, to be
known as Sun City Georgetown, Neighborhood Forty, located near Sun City Boulevard and the future
City Council Meeting Minutes/May 22, 2007

extension of Ronald Reagan Boulevard -- Jordan Maddox, Planner I and Bobby Ray, Director of Planning
and Development
Maddox explained the ordinance. He said this is an amendment for an existing PUD with a revised plat for
cluster lots instead of zero lot line lots. He read only the caption of the ordinance after having satisfied the
requirements of the City Charter. The Public Hearing was opened at 7:32 p.m. There were no comments.
The Public Hearing was closed at 7:32 p.m. Motion by Sansing, second by Oliver to approve the ordinance
on first reading. Approved 7-0.
4. Public Hearing and First Reading of an Ordinance amending Section 5.02.140 of the Unified
Development Code (UDC) regarding "Bed and Breakfast" establishments in Residential Districts --
Bobby Ray, AICP, Director of Planning and Development
Ray explained that this item pertains to bed and breakfast establishments in residential zoned districts. He
read some of the restrictions. He said staff agreed that bed and breakfast establishment are appropriate
within the interior of residential neighborhoods, but not in outlying areas of neighborhoods. He said the new
process will allow review, and keeps them on local streets removing the restrictions on collector level
streets. He noted that this item was inadvertently left off the previous item of amendments to the UDC. He
said the Planning and Zoning Commission recommends unanimous approval. Ray read only the caption of
the ordinance after having satisfied the requirements of the City Charter. The Public Hearing was opened
at 7:36 p.m. There were no comments. The Public Hearing was closed at 7:36 p.m. Snell reviewed the
arterials and collector streets affected by this ordinance. Eason said she would like to to send this item to a
task force made up of bed and breakfast owners, members of the Convention and Visitors Bureau Board,
and residents to be affected by bed and breakfast establishments. Motion by Snell, second by Eason to
postpone this item to no later than the second meeting in November, and in the interim that a work group be
created of no more than 12 members, among whom would include some bed and breakfast owners and
operators and some residents of Old Town with the idea that the provisions of section B be refined,
eliminated or added to. There were questions and comments from the Council. Eason said she would like
to include restricting events to be strictly "inside" the buildings. Ray asked if this could carry over to the
October amendments. Snell and Eason agreed to change their motion from a deadline in November to
October with the other amendments. There were further comments and questions from the Council.
