A Presentation and discussion on revisions to the Fiscal and Budgetary Policy for the 2007/08 budget cycle --
Micki Rundell, Director of Finance & Administration
Rundell gave a brief history of the Policy and explained the City's budget policy compliance. She explained the
purpose of the Policy and how it applies to the Operating Budget, and Revenue Management. There were
questions regarding the Return on Investment (ROI). Council requested another discussion regarding the ROI
regarding the sanitation program. Rundell suggested and Council agreed to postpone the second reading of the
ordinance on sanitation rates on tomorrow night's agenda, and discuss it at the July 9, 2007, Council Workshop.
She explained Expenditure Policies for funding Social Services and Children's Services and Public Art, Bad
Debt Limitations, the Purchasing Policy and Vendor Payment. She noted that there is a Budget Contingency
Plan for "just in case," and with Council's permission. She explained the Capital Improvement Program and
Capital Maintenance. There were questions from Brainard regarding the Pavement Management Information
System (PMIS) standards for road maintenance. Eason added that there were areas in the past that were not
receiving upgrades and drainage maintenance. Rundell told Council about the Comprehensive Annual
Financial Report (CAFR) that is prepared by the outside auditors on an annual basis. She gave a brief outline
of asset and debt management. There were further questions and comments. Rundell explained the annual
review procedures for internal controls and the study of workload allocation alternatives, cost of living
adjustment, and pay for performance (a one-time bonus in January for employees who exceed or receive
outstanding employment performance.) Brainard asked and Rundell explained the "What it takes to balance
(WTTB) policy" from years past where utility funds backed budget expenditures and when utilities needed
money for maintenance and repairs, the City issued debt. She said the City determined to correct that standard
and adopted "Scenario H" which caused a few "lean" years in the budget process, but eventually leveled off.
B Presentation regarding update of City of Georgetown's current efforts to establish and maintain a competitive
Benefits package -- Kevin Russell, Director of Human Resources
Russell explained that the renewal for health insurance came in at 19.8°/x, so, in an effort to reduce the City's
financial obligation, a survey was submitted to all employees and an employee Benefits Committee reviewed the
survey results and determined that employees want to maintain the current levels of coverage and reduce some
of the dependent coverage costs. He said the City studied other surrounding cities and Williamson County,
discovering that Georgetown is the only city that has an HMO that provides 100% payment to the provider once

the employee pays the co -pay. Russell said the the City is proposing to raise Lne Cost of Living Adjustment
(COLA) to 4.25% to offset the increase in the benefit premiums. Russell said the plan year is proposed to
change from the fiscal year to the calendar year, and listed the reasons the change in plan year would be
beneficial to the plan administration. He said the City will bring forth a 15 -month contract with the insurance
provider for Council's approval. Brainard asked and Russell explained that the City puts out a request for
proposals and then has the ability to negotiate with the vendor. There were further questions and comments.

- Discussion and possible action regarding "A resolution authorizing the City of Leander to enter into a Memorandum of
Understanding among the City of Leander, the City of Liberty Hill, Williamson County MUD No. 19, and the Lively Tract, to
proceed with necessary planning for the development of the South San Gabriel Wastewater Treatment Plant."
