Council Present: Council Absent.9 Patty Eason, Gabe Sansing, Keith Brainard, Bill Gary Nelon, Ben Oliver, Farley Snell Sattler, Pat Berryman Paul Brandenburg, City Manager; Tom Yantis, Assistant City Manager; Jim Briggs, Assistant City Manager for Utility Operations; Micki Rundell, Director of Finance and Administration; Anthony Lincoln, Fire Chief; Clay Shell, Assistant Fire Chief; Bobby Ray, Director of Planning and Development; Elizabeth Cook, Principal Planner; Valerie Kreger, Planner 11; Karen Frost, Administrative Supervisor; Glenn Dishong, Water Services Director; Keith Hutchinson, Public Information Officer Tuesday, August 21, 2007 at 3:00 p.m. at the City Council Chambers, at 101 E. 7th Street, Georgetown, Texas Presentation and discussion of the proposed development project currently being referred to as Adkins Ranch, located on approximately 600 acres at the northwest corner of Shell Rd. and SH — 195. Planning and Zoning Commissioners present: Don Padfield, Will Moore, Marlene McMichael and Jennifer Shield Yantis opened the meeting, saying the primary objective was to get the Council and Commission familiar with the project. He introduced the developer, David Singleton. Singleton noted that they have retained Austin Architect, Milosav Cekic, as Lead Planner. He listed the names of the professionals involved in the project and introduced his partner, Terry Slaughter. Slaughter indicated that water would be a major part of the development. He told Council and the Commissioners that the project is connected to biblical truths. He announced that the name of the development will be "Goodwater." He said this will be an authentic place, and read the creed or core beliefs, which he said would become the covenant of the development, including: Inspirations: an 80 -acre lake, parks and trails, town center with historic architecture, and gardens; and Experiences: Goodwater Farms producing organically -grown herbs, vegetables and flowers; Goodwater Spa; Goodwater Ranch where families become involved with equestrian events and challenged children will receive equine therapy; an ampitheatre; and a swimming hole carved into rock. Singleton said the concept emanated from his belief that there has to be a better way to develop living areas. He said Old Town Georgetown is their inspiration for the development, saying this project is a 12-15 year endeavor that will evolve over time. He displayed a slide to show the location at five miles due north of Old Town Georgetown at SH 195 and Shell Road. He said the plan is based on a grid system with public spaces, and four distinct neighborhoods surrounding the lake. They will use the "take out" for digging the lake as the material needed to construct it. He said, instead of bulldozing trees, an on -sight nursery has been created to accomodate the trees that need to be removed and held until replanted. The lake is already dug down at one end to a depth of 50 feet. He said open spaces will be strategically placed throughout the development. He said there will be the adoption of a form -based code, "Smart Code," putting a greater emphasis on the form of development rather than on the use. He explained the qualities of the Code. He said they have created an 88 -page pattern book that shows street type details, lot design standards, and architectural styles. City Council Meeting Minutes/August 21, 2007 Page 1 of 2 Pages Yantis explained the next steps in the development process, saying over the next few months a development agreement will be created regarding utilities, annexation, zoning as a form -based code, and financing mechanisms for maintenance of open -space areas. He said it will be developed in four stages beginning with the northwest section and the non-residential town center. He distributed a page from the "Smart Code," defining "Form -Based Code" and noted the environmental stability of the building techniques is a unique approach to site development, along with tree transplantation. The meeting was adjourned at 3:46 p.m. with Council and Commissioners able to view display boards showing aspects of the proposed development. There was no action taken by the City Council or the Planning and Zoning Commission at this meeting. The meeting was adjourned at 03:46 PM.
