Council Present: Patty Eason, Gabe Sansing, Keith Brainard, Pat Berryman, Farley Snell, Ben Oliver Council Absent: Bill Sattler Staff Present: Paul Brandenburg, City Manager; Patricia E. Carls, City Attorney; Sandra D. Lee, City Secretary; Micki Rundell, Director of Finance and Administration; Eric Lashley, Library Director; Judy Fabry, Library Administrative Assistant; Dave Hall, Inspections Director; Julie Canady, Inspector; Theresa Kahabka, Inspector; Gary Lillo, Inspector A Arts and Culture Board presentation regarding the proposed Fiscal Year 2007-08 Budget, and Funding Priorities for the Board -- Eric Lashley, Library Director Lashley introduced Library Advisory Board Chair, Ruth Roberts, who thanked the Council for their support. She enumerated the requests received by the Board for portions of their budget. She noted that the Board decided unanimously to follow the Council's mandate to place public art in Georgetown which will consist of art hanging systems for two or more city facilities, and acquiring and installing bronzes in the City Square for Georgetown's "Up the Chisholm Trail" Heritage. She listed the line items proposed for the Board budget: $6,000 for the art hanging systems, $70,000 for public art, $500 for administrative expenses of the board, and $790 for contingency fund, for a total of $77,290.00. Nelon asked about funding for the Festival of the Arts this year, and Roberts replied that they will not participate this year, but will probably be interested in a future year. There were questions from the Council regarding the kind of bronzes to be considered. Roberts displayed several pictures as examples. B Update on Property Maintenance Code Enforcement -- Dave Hall, Inspection Services Director Hall explained that the City has become more aggressive in their enforcement actions. He provided a handout to the Council showing a log of 2,024 code enforcement actions from May 1, 2006 to April 30, 2007 and a map showing the types of nuisance code violations. He noted the Inspections Department has also taken over the Special Event Permits. He said the Chief Code Enforcement position and the Commercial Plans Examiner position are currently vacant. He listed the type of laws dealt with by Code Enforcement. He described the work areas for each of the inspectors: Julie McCartney, Theresa Kahabka, and Gary Lillo; and showed sample "before and after" photos of properties in the area. He said there will be a neighborhood cleanup soon in the Algerita and Hedgewood area. There were questions and comments from the Council.
