Lee, City Secretary; Mark Thomas, Economic Development Director; Bobby Ray, Planning and Development Director; Ed Polasek, Principal Planner; Elizabeth Cook, Principal Planner; Keith Hutchinson, Public Information Officer • •• '-• ••i 1111 -• 1111 s •; •- 11 A Presentation of Draft Ordinances pertaining to Transit Oriented Development (TOD) and implementation of the Williams Drive Gateway Plan -- Bobby Ray, Director of Planning and Development Yantis gave a brief history of the effort to create the Transit Oriented Development ordinance and implementation of the Williams Drive Gateway Pian and explained that the City contracted with Civic Design Associates. Yantis noted these proposed ordinances would be used for any future areas of mixed use development, and would go for final reading at the first Council Meeting in February, 2008. With a slide presentation, Mr. Hill of Civic Design Associates described this type of zoning as "form -based" codes. He described the key characteristics, saying these would be traditional pedestrian -friendly neighborhood developments. He gave the elements of a Form Based Code, saying the vision for development is mapped on a Regulating Plan. He said this would be incorporated into the Unified Development Code as a new Zoning District to be known as Section 4.11 Mixed Use Development District. He showed examples of development prototypes. He distributed copies of the draft ordinance, and the Mayor suggested that Councilmembers speak to Yantis if they have questions or comments, prior to the Public Hearing and first reading. B Longhorn Junction Entertainment/Retail Development Project -- Mark Thomas, Economic Development Director Thomas noted that Bourn Partners is the developer of this proposed project. He said this proposal will be very near the Citcorp project, also developed by Bourn Partners. Thomas said Bourn Partners has been selected to do a $5 million project for Tucson, Arizona to redevelop their downtown. He introduced Don Bourn. With a slide presentation and large displays, Bourn described the entire property as 350 acres at the intersection of IH35 to FM1460 along Inner Loop. He said today he would talk about an open pedestrian -friendly 72 acres for retail and entertainment. He said many of the tenants require a large amount of incentives, so he is here to speak to Council about possible partnerships. He gave Council a brief history and vita of his company and their activity in Georgetown. He introduced the members of his local office and explained the vision of the proposed development. Bourn introduced Jerome Riemann of IRR Corporate & Public Finance. With a slide presentation, Riemann displayed some of his company's other projects such as Summit Fair in Lee's Summit, Missouri; The Legends at Village West in Kansas City, Kansas; and The Legends at Sparks Marina, Sparks, Nevada. Bourn said they have spent the time to make this presentation more descriptive than it was six months ago so they could present it to the Council to see if this is something the Council wants for this community. Nelon said the Council will want to see the specific details for each individual tenant deal. Bourn said he wants to develop the trust of the Council so they know they can depend on him. Nelon said Bourn and his team will need to go to staff with each project because the Council reacts better to specific deals than with dreams. Bourn said he will want to facilitate this in a way that everything will bring overall value to the community.
