Council Presents CouncilAbsent: Patty Eason, Gabe Sansing, Keith Brainard, Bill All Council present Sattler, Pat Berryman, Farley Snell, Ben Oliver y Paul Brandenburg, City Manager; Tom Yantis, Assistant City Manager; Patricia E. Carls, City Attorney; Sandra D. Lee, City Secretary; Micki Rundell, Director of Finance and Administration; Leticia Zavala, Controller; Terry Jones, Support Services Construction Manager; Lorie Lankford, Chief Accountant; Lisa Haines, Accountant II; David Morgan, Police Chief; Kevin Stofle, Assistant Police Chief; Tom Benz, Engineering System Manager; Mark Thomas, Economic Development Director A Workshop discussion regarding issues outlined in the Mid Year Status Report to Council -- Micki Rundell, Director of Finance & Administration and Paul Brandenburg, City Manager Rundell gave an update on the programs that were approved in the 2007/08 budget. With a slide presentation, Rundell reviewed the purpose of the mid -year review, displayed the divisional activity and program hightlights, and reviewed the current funds. She gave a 2008/09 financial forecast, saying the estimated funds for one-time programs is $1.6 million which includes funds remaining for FY07/08. She recommended using the $1.6 million to cash -fund one of the City's capital fund projects, thereby reducing debt issuance. She said the estimated funds for on-going new programs and service level improvements in the General Fund is $1.5 million. She explained the 2008/09 budget process. There were questions and comments from the Council. B Discussion and possible action regarding a follow up report on the City of Georgetown Facilities Plan -- Tom Yantis, Assistant City Manager Yantis said this is a follow-up to the items requested by Council at the previous presentation. He said the two specific requirements concern the long-term use of the old fire station on Main Street and the City Office Building on 7th Street. With a slide presentation, Yantis explained some options. He suggested hiring a commercial leasing agent for both projects, and asked for Council's direction. He gave Council an update on the police and court facilities, and asked for Council's direction. There were questions and comments from the Council. Snell asked if the two spaces are needed for city offices. Yantis said if there is a new police facilty purchased or built somewhere else, then these facilities would not be needed. Snell asked and Yantis explained the advantages or disadvantages for leasing or selling the two buildings. Yantis said there is a sizable expense to get both buildings prepared for leasing. Sattler asked and Yantis said lease spaces are $100 to $300 per square foot on the square. Nelon said he thinks a decision needs to be made regarding a police facility and then the answers on the other two buildings would "fall into place." There was much discussion. Brandenburg said the County Judge would allow the City to use some courtroom space at the Courthouse, but the County would have to know how many days and times they would use it; and there would be no space for the administrative offices. He said other difficulties would be that the County is not connected with the City computer system; and the Judge doesn't feel there is sufficient security at the courtroom for the collection of fines, and said the County would not assume the security responsibility. Yantis suggested the possibility of co -locating police and court in the same new facility, thereby making the old library building and the old Police Station availble for other offices such as CVB, Economic Development, and Fire Administration. He suggesteu there would still be problems regarding splitting the police department into the old Library and the old Police Station, and it would not be a long-term option.
