Snell said he is proud of Georgetown and feels the Council has preserved history and poised the City for a great
future. He said the City is well managed and fiscally sound, and the Council has created an atmosphere where
economic development can occur, saying they always kept in mind the diversity and the needs of others; and he
is proud of the social services the City provides. He said the Council has gone on record to continue attainable
housing so those who work in Georgetown can live in Georgetown. He commended the citizens for their
encouragement of preservation. He said the Council has worked to address the needs of the City and they
didn't always agree with each other, but he never knew a moment when respect for each other was not shown.
He said he feels the Council is composed of high quality elected officials who have been guided by Mayor Nelon
who conducts the meetings with respect for the Councilmembers. He commended the staff. He said they are
responsible and competent, and the City Manager has always respected the will of this Council. He

O Consideration of election from the dais of a Mayor Pro Tem — Mayor Elect
Motion by Sansing, second by Oliver to appoint Eason as Mayor Pro Tem. Garver asked if there were more
nominations. Motion by Brainard, second by Sattler to nominate Berryman. Sansing said he thought the first
motion should be acted upon first, and then a second nomination could be entertained if his motion failed.
Brainard and Sattler withdrew their motion. Garver asked for discussion. Sansing said he enjoyed serving as
Mayor Pro Tem, but he thinks a rotation of the Mayor Pro Tem position is a good idea. He said the City of
Corpus Christi rotates every 90 days, and other cities rotate every six months. He said, he knew that
Councilmember Berryman wanted to put an item on a future agenda about rotation of the position, so everyone
would have an opportunity to serve. He said he is the most tenured person on the Council at six years, and
Eason is the next most tenured on the Council with five years, saying if it is anyone's turn, it would be the
second most tenured. Motion denied: 4-3 (Sattler, Ross, Berryman and Brainard opposed.) Garver asked if
there were other nominations. Motion by Brainard, second by Sattler to submit the name of Pat Berryman for
Mayor Pro Tem. Approved 5-1 A. (*Oliver Eason opposed, Sansing abstained) (*as corrected by Eason at
