Policy Development/Review Workshop = Mayor Garver called the meeting to order at 04:02 PM
A Bond Training Presentation to the City Council, Parks and Recreation Advisory Board, and Transportation
Advisory Board -- Micki Rundell, Director of Finance and Administration; Patricia E. Carls, City Attorney; and
Carol Polumbo, Outside Counsel
Rundell introduced Bond Counsel, Carol Polumbo, who gave a presentation and entertained questions
regarding election procedures, especially regarding permissable conduct and comments of employees and
officers of the City leading up to the bond election. There were questions from the Council.
B Presentation, discussion and possible direction to staff regarding 2030 Plan Implementation -- Ed Polasek,
Principal Planner and Elizabeth Cook, Planning Director
With a slide presentation, Jordan Maddox, for Ed Polasek, presented the updates to the 2030 Plan since
adoption and described the process for implementation. He noted there will be an Annual Review Process with
application deadline in December and proposed adoption every April, with few 'off -cycle" amendments. He said
major revisions will be made every five years to update maps, statistical data, growth trends, and market
changes. There was Council comment and discussion regarding the coordination of proposed elements with
Council priorities. Motion by Eason, second by Ross to follow the recommendation of the Planning and Zoning
Commission to look at the list of remaining plan elements; then staff would proceed with doing the
Transportation Element, and next year, after the first of the year, if the Transportation Element is completed,
then Council can tell staff to go forward with the their choice of the remaining elements; and begin early enough
for Council to react to the priorities. Approved 7-0. Maddox continued with the presentation and noted that
there will be amendments to the Unified Development Code (UDC) in September.
Mayor Garver left the meeting at 5:00 p.m. in order to attend
a CAMPO Transportation Policy Board Meeting in Austin
Mayor Pro Tem Pat Berryman conducted the remainder of the meeting

C "Take Me Home" Program -- Roland Waits, Police Captain and David Morgan, Police Chief
Chief Morgan noted that Councilmember Berryman had inquired of the Police Department if there was a way for
citizens with special needs to be considered in a program to return them to their homes safely if they wander
away. He said Captain Waits will be responsible for implementing the program. With a slide presentation,
Waits displayed an outline of a program that was originally developed in Pensacola, Florida. He said the
statistics in Georgetown support the need for a program like this. He said citizens who suffer from Downs
Syndrome, Alzheimers, autism, dementia, etc. will be voluntarily registered at the Police Department by their
caregiver. He said once the person goes missing, the Police Department will be notified so they can begin
searching for the individual. He said the Police Department will begin taking applications on September 1.
