Policy Development/Review Workshop = Called to order at 04:02 P A Second Public Hearing on the proposed 2008 Property Tax Rate included in the 2008/09 Annual Budget -- Micki Rundell, Director of Finance and Administration Rundell noted this is the second public hearing for the proposed tax rate of $0.35622. She said first readings of the ordinances would take place on Thursday, August 28, 2008. The Public Hearing was opened at 4:04 p.m. There were no comments from the public. The Public Hearing was closed at 4:04 p.m. Mayor Garver commended the Finance Department. B Discussion on the City's Upcoming November 2008 bond election, including determining a possible "contract with the voters" and other related items -- Micki Rundell, Director of Finance and Administration Rundell explained that the "contract" would be specific items that can and cannot be promoted regarding the bonds. She said the "contract" was done in the bond election in 2004 as a part of the educational program for voters. With a slide presentation Rundell explained various scenarios for issuance of the bonds. She advised Council that there is an action item on the agenda tomorrow night for Council to determine if they do want a contract with the voters. There were questions from the Council.
