Council Present: Council Absent: Patty Eason, Gabe Sansing, Keith Brainard, Bill Pat Berryman Sattler, Dale Ross, Ben Oliver Staff Present: Paul E. Brandenburg, City Manager; Micki Rundell, Director of Finance and Administration; Jessica Hamilton, Assistant City Secretary; Kevin Russell, Human Resources Director; Tom Yantis, Assistant City Manager; Leticia Zavala, Controller; Lorie Lankford, Accountant; Lisa Haines, ??; Randy Morrow, Community Services Director; Kevin Russell, Human Resources Director A Consideration and possible action to approve a resolution to accept the 2008 Tax Appraisal Roll for the City of Georgetown as presented by Deborah Hunt, Tax Assessor -Collector -- Micki Rundell, Director of Finance and Administration Rundell explained the item and asked that Council approve the resolution so the City can start the tax levy process. Motion by Oliver, second by Sansing to approve the resolution. Approved 6-0 (Berryman absent) B Consideration and possible action to approve a resolution ratifying the property tax increase included in the 2008/09 Annual Budget and acknowledging that the 2008 tax rate will raise more revenue from property taxes than the previous year -- Micki Rundell, Director of Finance and Administration Rundell explained the item and said this resolution ratifies the tax rate and acknowledges that this rate will raise more tax revenue than in previous years. She noted this is a requirement of the Local Government Code. She read the caption of the resolution. Motion by Eason, second by Oliver to approve the resolution. Oliver asked and Rundell said this resolution is different from the Ordinance levying the tax rate because it is just an acknowledgement that the City will be collecting more revenue. Mayor said and Rundell agreed this is a procedural mandate and has little impact on what Council has been deliberating on to date. Approved 6-0 (Berryman absent) C First Reading of an ordinance levying a tax rate for the City of Georgetown for the tax year 2008 -- Micki Rundell, Director of Finance and Administration Rundell said this is the actual Ordinance levying the tax rate and she read only the caption of the Ordinance after having satisfied the requirements of the City Charter. Motion by Oliver, second by Eason that property taxes be increased by the adoption of a tax rate of $0.35622 of which $0.20053 will be for Maintenance and Operations and $0.15569 for Interest and Sinking. Approved 6-0 (Berryman absent) D First Reading of an ordinance adopting the 2008/09 City of Georgetown Annual Budget for the fiscal year beginning October 1, 2008 and ending September 30, 2009 -- Micki Rundell, Director of Finance and Administration City Council Meeting Minutes/August 28,2008 Page 1 of 2 Pages Rundell explained the Ordinance and read only the caption after having satisfied the requirements of the City Charter. Motion by Eason, second by Sattler to approve the Ordinance on first reading. Approved 6-0 (Berryman absent) E First Reading of an ordinance establishing the classifications and number of positions (Strength of Force) for all the City of Georgetown Fire Fighters and Police Officers pursuant to Chapter 143 of the Texas Local Government Code pertaining to Civil Service -- Kevin Russell, Human Resources Director and Paul Brandenburg, City Manager Russell explained the item and said the Ordinance adopts the classifications of the City's civil service positions. He read only the caption of the Ordinance after having satisfied the requirements of the City Charter. Motion by Sansing, second by Oliver to approve the Ordinance on first reading. Mayor asked and Russell agreed these numbers are incorporated into the budget but can be amended at a later date. Brainard asked and Russell said 911 operators are not included in this Ordinance. Russell added this Ordinance only includes sworn police officers and certified firefighters. Approved 6-0 (Berryman Absent) F First Reading of an ordinance amending § 2.08.010 "Administrative Divisions and Departments" of the Georgetown Code of Ordinances -- Micki Rundell Director of Finance and Administration Rundell explained the item and said the Ordinance matches the City's Charter requirements. She read only the caption of the Ordinance after having satisfied the requirements of the City Charter. Motion by Oliver, second by Sansing to approve the Ordinance on first reading. Approved 6-0 (Berryman absent) G Consideration and possible action to approve a resolution to approve the proposed 2008/09 Budget for the Georgetown Transportation Enhancement Corporation (GTEC) -- Micki Rundell Director of Finance and Administration Rundell explained the item and said this budget was approved by the Board on July 16, 2008. She read the caption of the resolution. Sansing asked and Rundell said the increase of $60,000 to the Board's budget does not affect the City's budget. Motion by Sansing, second by Sattler to approve the resolution. Approved 6-0 (Berryman absent) H Consideration and possible action to approve a resolution to approve the proposed 2008/09 Budget for the Georgetown Economic Development Corporation (GEDCO) -- Micki Rundell Director of Finance and Administration Rundell explained the item and said this budget was approved by the Board on July 21, 2008. She read the caption of the resolution. Motion by Sansing, second by Oliver to approve the resolution.
