A Joint Workshop with the Airport Advisory Board and the Texas Department of Transportation (TXDOT) Aviation Division regarding a TXDOT grant to the Airport for the removal of certain runway approach obstructions and rehabilitation of certain Airport taxiways -- Travis McLain, Airport Manager and Tom Yantis, Assistant City Manager McLain introduced the following members of the Airport Board: Paul Smith, Chair; Darryl Dressler, and Ken Arnold. McLain advised Council of the current status of obstructions on the airport property, and introduced Michelle Hannah, from the Texas Department of Transportation (TXDOT) Aviation Division, who did an overhead presentation listing the safety design standards and the various options for removal of obstructions at the Georgetown Airport. She noted on Runway 18, removal of all obstructions is not a viable option, so lighting the west side of the north approach of Runway 18 and removing some of the trees is the most viable option. On Runway 36, she displayed hazards such as a ditch off the center of the runway and trees on either side of the runway. She said the trees need to be removed and the runway should be completely leveled, saying there is also a building and some fencing that will need to be moved back from the runway. Berryman suggested landscaping to be placed to provide a buffer once the trees are removed. Eason suggested working with the arborist to use approved natural landscaping plants. Yantis gave a history of the airport inspections and safety requirements, and noted the suggestions presented tonight are a compromise to meet FAA standards. He said these mitigations are not absolutely necessary, but the FAA will downgrade the runways and/or disallow night takeoffs and landings if the mitigation is not done. Sansing told Council, although he is a tree lover, he is also a pilot and is in favor of the mitigation of the trees. Eason asked and it was confirmed this mitigation would not allow increased traffic or any increase in the size of planes allowed to use the Airport. There were further comments from the Council. Berryman noted that the Airport is a good revenue generator for the City and provides a positive cash flow. Brandenburg said there is an action item on tomorrow night's council agenda. Sansing asked for comments from the Airport Board. Airport Board Chair Paul Smith said the Airport Board agrees the Airport is a great asset to the City, and said with minor safety adjustments, the Airport will be usable for a long time. B Joint Workshop with the Housing Advisory Board regarding the Housing Element of the 2030 Plan -- Jennifer Bills, Housing Coordinator and Tom Yantis, Assistant City Manager The following Housing Advisory Board members introduced themselves: Debbie Hoffman, Hartley Sappington, Cindy Anderson, Janis Cowman-Arteaga, Emily Northrop, Larkin Tom, and John Gavurnik. Bills noted there is a draft of the Housing Plan in the Council Agenda packet and gave Council a brief history, noting that in 2006 a Housing Task Force made three recommendations to the Council: (1) establish an advisory board on housing policies, (2) hire a full-time housing coordinator, and (3) develop a housing master plan. Bills introduced consultants from Mullin and Lonergan Associates, Marjorie Williams and Eric Fulmer. Williams told Council told their primary focus was to determine if there was enough affordable housing in Georgetown to meet the needs of households earning $57,600, equal to 80% of median income of Georgetown in 2007. With a slide presentation, Williams reviewed the housing needs in Georgetown. She said In 2000, 27% of all households were paying more than 30% of their income on monthly housing costs, saying there is no more recent data, but chances are the numbers would now be higher. There were comments and questions from the Council. Eason reviewed the history of the efforts to provide affordable housing in Georgetown. Consultant, Eric Fulmer, presented to Council the following Preliminary Recommendations: 1. Increase the area zoned for multi -family housing 2. Identify revitalization aeras for concentrated investment 3. Treat nonpofit and for-profit affordable housing developers as a special class of developer 4. Waive all municipal impat fees and development fees for housing units affordable to 80% of media and below 5. Continue housing diversity density incentives 6. Capitalize a local housing trust fund with a dedicated revenue stream 7. Create a local community land trust 8. Treat CDBG funds as a windfall for affordable housing 9. Stenghten the development skills of local nonprofit housing developers 9. Strengthen existing home buyer counseling support 10. Seek out State CDBG and HOME Funds in support of affordable housing initiatives; subcontract with local nonprofits to implement programs There were questions and comments from the Council. 5:00 p.m. -- Mayor Garver left the building in order to attend a CAMPO Transportation Policy Board Meeting in Austin Mayor Pro Tem Berryman conducted the remainder of the meeting Berryman asked if there were comments from the Housing Advisory Board. John Gavurnik said there are a number of people who work at Wolf Ranch and at other businesses in Georgetown, but cannot afford to live in Georgetown. C Review of revisedlamended Flood Damage Prevention Ordinance and the new Digitized Flood Insurance Rate (DFIRM) Floodplain Mapping required by the Federal Emergency Management Association (FEMA) -- Dave Hall, Director of Inspection Services and Tom Yantis, Assistant City Manager With a slide presentation, Hall showed highlights of the need for the replacement ordinance and explained the consequences if it were not adopted. He told Council there will be an action item to approve the first reading of the ordinance on the Council Agenda for tomorrow night. He said the National Flood Insurance Program (NFIP) is a federal program enabling property owners in participating communities to purchase insurance protection against losses from flooding; saying the NFIP is administered by the Federal Emergency Management Agency (FEMA), a component of the U.S. Department of Homeland Security (DHS). Hall said the purpose of the replacement ordinance allows for community participation in the National Flood Insurance Program. He explained that the language in the replacement ordinance will add some definitions that have been added by NFIP, and said the major change is the addition of the new mapping system. 6:00 p.m. -- Brandenburg left the dais Motion by Ross, second by Eason to appoint Gabe Sansing as temporary Mayor Pro Tem.
