1. Call to Order
The meeting was called to order by Mayor Garver at 4:07 p.m.
Mayor Garver reviewed the procedure for addressing the Council at the Public Hearing. City
Manager, Paul Brandenburg, explained the reasons for the proposed annexation. Principal Planner,
Ed Polasek, gave an overview, including the legal requirements, concerning the proposed annexation.
He described the proposed drainage improvements, saying those improvements would be designed
and substantially completed within four and a half years. He reviewed the ordinance schedule and the
service plan and noted there were copies available for the audience.
Mayor Garver asked the registered speakers to share their opinions and if they had questions to
leave their name, address, and contact information for the staff.
2. Public Hearing on the proposed annexation into the City for all lots within the Golden Oaks
Subdivision; and including approximately 11.5 acres of right of way for Shady Hollow Drive and
Golden Oaks Road, referred to as 2008 Annexation Area NW14 -- Edward G. Polasek, AICP,
Principal Planner and Elizabeth Cook, Director of Planning and Development
The Public Hearing was opened at 4:21 p.m.
Speaker, Wendell Deen, had questions and comments, saying most of the residents in Golden
Oaks are retired, living on fixed incomes, with medical expenses. He said the additional city property
tax would be a burden. He noted there is a low crime rate in Golden Oaks. He asked if the
Emergency Service District that serves them for fire protection would be cancelled, if annexed. He
asked for the timing of the street lights and curbs, and if the streets would be torn up to put in the
sewer. He asked when the property tax would start.
Speaker, Katherine Woods, gave Council a handout enumerating the reasons that the residents
of Golden Oaks oppose the proposed annexation.

Speaker, Randy Carron, told Council he has the same reasons for not wanting to be annexed and
not wanting to pay the increased taxes because he already has electric, water, and trash service. He
said the only difference would be the police coverage. He said if the reason for annexing them is to
help pay for the roads they use in Georgetown, the City needs to understand that those same roads
are also used by residents of Walburg, Weir, and other small towns surrounding Georgetown. He
said he thinks the City has other motives that will adversely affect the neighborhood. he said he called
the city water department and they never came out.
Speaker, Wiggie Shell, said he wants his questions answered. He asked about enforement of
building codes and about permits. He said he is still waiting for someone to call him regarding
drainage issues. It was determined that Jordan Maddox from the City had returned his call and left a
message.
Speaker, Doris Matthijetz, asked if the City had been considering annexation of their subdivision
for three years, why was there only five months notice to the residents. She asked if there would be
construction projects in their neighborhood, when, and for how long. She asked if they would have a
choice of zoning if annexed or would it be default zoning. She said there are four homes in the
neighborhood with horses and asked if they would get agricultural zoning. She asked about
grandfathering and asked when they would get the answers to their questions and would they be
answered individually or addressed to the entire subdivision. Mayor Garver noted the questions would
be ansered individually and they could be shared as they pleased.
Speaker, Paula Hanley, thanked staff for answering her quesitons. She asked how she would
"hook up" to the city sewer system and where the construction would be.
Speaker, Paul Hanley, summarized a letter he delivered to the Council, saying he is concerned
that the City would not be able to provide services to such a large total of annexation properties,
suggesting the city take some more time before annexing Golden Oaks.
Speaker, Marilyn Burg, said she moved to Golden Oaks from Round Rock 25 years ago, and is
not adverse to progress, saying she is active politically. She said she sees no advantage to being
annexed because of the increased costs. She noted that a city truck had created deep ruts to reach a
lift station that is now gone.
Speaker, Gary Jones, said he didn't request to be annexed and asked Council not to annex
Golden Oaks.
Speaker, David Thorpe, told Council he is caring for his elderly parents in their family residence in
Golden Oaks, saying the current tax is a stress for his family. He said annexation will increase the
taxes so much he will have to sell the house. He noted, a selling point for listing a house in Golden
Oaks is that it is out of the City. He said he feels the tax revenue from Golden Oaks would be
negligible compared to the cost to the City to annex them.
Berryman noted she had some questions for staff also.
The Public Hearing was closed at 4:55 p.m
