Garver called the meeting to order, noted the Councilmembers present and absent, declared a quorum, and
explained the items on the agenda, including the Executive Session sections.
A Overview of proposed 2008-2009 City of Georgetown employee benefits -- Kevin Russell, Human Resources
Director and Paul Brandenburg, City Manager
Brandenburg noted this item will inform
Council
of what
is being proposed on the agenda tomorrow night. He
encouraged
Council
to ask
questions
if
they
so
desired
and
turned
th
emeeting over to
Russell.
With a handout to Council and an overhead display, Russell did an overview of the benefits to be allowed in the
budget for employees in 2009. He called his presentation, Maintaining a Competitive Position While Controlling
Costs. He emphasized that employees should take more beneift and "smart shop" when it comes to their
insurance provisions. He displayed a comparison with other surrounding cities, saying the Georgetown Pian is
richer in its provisions, saying a 15% projected increase was put into the budget. He noted that the City
provides a $150 supplement for employee with family, $50 supplement for employee with spouse, and $50
supplement for employee with dependent; and provides the total premium of $322.82 for employees only. He
explained the proposed design changes. There were questions from Council.
Councilmember Berryman arrived at 4:24 p.m.
Mayor asked about providing both Scott and White and Humana and letting the employees choose. Russell
responded that the City was going to provide that choice, but Scott and White "backed out" of the joint provision
of coverage. He said the employee health committee compared the "out of network" costs for those employees
who don't have Scott and White doctors and it was too high. There were further questions and comments from
Council. Mayor asked about self-insuring, and a three-year average of loss. Russell explained that the City
plans to look into self-insuring in the future. Brandenburg noted that in the past the City has looked into a
consortium with the County and the school district, but found that the City would have taken on less favorable
rates.
Mayor Garver left at 5:00 p.m. in order to attend the CAMPO Transportation Policy Board Meeting in Austin.
Councilmember Berryman conducted the remainder of the meeting.

Russell continued with the u ,nonstration of the proposed health plans, incluu,.,g incentives for employees
participating in the High Deductible Health Plan. He explained the other supplmental benefits, including dental
and vision, and voluntary benefits such as long-term disability, life, short-term disability, and a 457 plan. He
noted that Council will be asked for action to authorize the incentives to the employees and authorize the City to
enter into the contracts with the providers. Berryman asked for a requirement that employees be screened
annually. Oliver noted it is important that the results would be confidential.
