Council Present: Council Absent: Patty Eason, Gabe Sansing, Keith Brainard, Bill Pat Berryman Sattler, Dale Ross, Ben Oliver Staff Present: Paul Brandenburg, City Manager; Tom Yantis, Assistant City Manager; Jim Briggs, Assistant City Manager for Utility Operations; Patricia E. Lee, City Secretary; Randy Morrow, Director of Community Services; Kimberly Garrett, Parks and Recreation Director; Shirley Rinn, Executive Assistant to the City Manager; Kevin Russell, Human Resources Director; Carina Reason, Human Resources Generalist; Chris Bryce, GIS Coordinator, Mike Stasny, Utility System Information Manager; Jess Henderson, GIS Analyst; Elizabeth Cook, Planning and Development Directors; Ed Polasek, Principal Planner; Dennis Schoenborn, Information Technology Director; Travis McLain, Airport Manager; Tom Benz, Systems Engineering Manager; Marsha Iwers, Purchasing Manager Policy Development/Review Workshop - Called to order at 04:02 P Mayor Garver called the meeting to order at 4:02 p.m. and noted that Councilmembers Berryman and Ross were not present, but a quorum of five members was present, so the meeting could proceed. He noted the City Council Agendas and all the backup documents are accessible on the Internet through the City of Georgetown website. Brandenburg noted there are laptop surveys from Dennis Schoenborn of the Information Technology Department on the dais to be filled out and turned in. A YMCA of Williamson County -- Paul Brandenburg, City Manager Brandenburg told Council there might be a possibility of partnering with the YMCA. He introduced Jeff Andreason from the YMCA, and with a slide presentation, Andreason demonstrated the services of YMCA of Greater Williamson County. He noted that 60% of YMCA establishments are partnerships with municipalities, the county, hospitals, etc. He listed the steps to be taken in a feasibility study to determine if and how the partnership would take place. Brainard asked and Andreason responded that the YMCA has three relationships with Williamson County, such as Twin Lakes Park, Twin Lakes YMCA, and YMCA in Taylor. Sattler asked and Andreason said he would be interested in partnering with the City of Georgetown. Sansing asked and Andreason responded that he has met with the Georgetown Boys and Girls Club. He said the YMCA doesn't consider the Boys and Girls Club as a competitor, and the YMCA has partnered with Boys and Girls Clubs in other locations. B Update on Georgetown Information Systems (GIS) Programs -- Chris Bryce, GIS Coordinator Bryce introduced Mike Stasny of Systems Engineering at Georgetown Utility Systems and Jess Henderson, GIS Analyst, and with a slide presentation showed Council an update to the Georgetown Geographic Information System. He noted that they manage approximately 300 layers of information, 16 layers being critical to support City Council Meeting Minutes/December 8, 2008 Page 1 of 2 Pages everyday city operations, such as street sewer lines and the use of aerial photography. He distributed copies of Phase III -Enterprise GIS, dated August 1, 2008. Stassny explained the benefit provided by the GIS to the city engineering staff that allows more efficient collection of information regarding manholes, utility poles, electric lines, valves, water lines, roads, sewer lines, sidewalks, service boundaries, collection basins, testing areas, etc. He said the system can produce utility maps that can be printed or published digitally for field use on laptops. He said the data is maintained to current status which allows an ease of use for all and maintains a high level of customer service. Sansing asked and Bryce confirmed that public safety uses this information. Brainard asked if the cost of the program is distributed throughout the users. Polasek said each year the 4B budget contains a mapping contribution, and the fire and police departments pay for their software programs. Brainard asked if the City partners with Williamson County, and Bryce said money is saved by joint projects with the County on aerial photography and other functions. Sattler asked about as-builts and Stassny said the majority are from as-builts, but some require in -field investigation. He said updates for zoning changes and annexations take no longer than two weeks to put on the system. C Overview of Property, Liability and Workers' Comp coverage through participation in the Texas Municipal League Intergovernmental Risk Pool — Kevin Russell, Human Resources Director Russell introduced Linda Orrick with TML who provided packets of information and conducted the overview with a slide presentation. She introduced two other TML Risk Pool agents in the audience. Orrick explained the function of the Risk Pool, saying it functions like an insurance company; and said the cities (members) own the risk pool, and the coverage is designed for members' needs and saying surplus funds are returned to the members. She said there is free training to help avoid or reduce losses, saying since 1993, the Pool has returned $336,965. She gave statistics to show Georgetown's claim experience. Dale Ross arrived at 5:18 p.m. Orrick called attention to the Summary of Exposure included in the packet, specific to Georgetown from 2005 to 2008. There were questions and comments from Brainard.
