Carls, City Attorney; Jessica Hamilton, City Secretary; Keith Hutchinson, Public Information Officer; Kevin Russell, Director of Human Resources and Civil Service; Regular Session ® To begin no earlier than 06:00 P (Council may, at any time, recess the Regular Session to convene an Executive Session at the request of the Mayor, a Councilmember, or the City Manager for any purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551.) • • • s -.III • a; i1 • A Call to Order-- 6:04 p.m. Mayor called the meeting order. He welcomed all guests and led the room in saying the pledge of aliegience. B Consideration of appointment of a canvassing team of councilmembers to canvass the results of the May 9, 2009 General Election — Mayor George Garver Mayor appointed Sansing and Sattler as the canvassing team of councilmembers. The team went back into the other room to review the vote tabulation and canvass. After returning to the dais, Sattler said Eason received 119 votes and her opponent, Ric Spencer, received 26 votes. He said Eason is the declared winner for District 1 Councilmember. He added Berryman is re-elected to District 5 as she was unopposed. C Consideration and possible action to approve a resolution canvassing the votes for the May 9, 2009 General Election, declaring the results to be official —Jessica Hamilton, City Secretary and Patricia E. Carls, City Attorney Motion by Sansing, second by Sattler to approve the resolution canvassing the votes. Approved 7-0 F Swearing in of unopposed incumbent Councilmember for District 5, Pat Berryman -- Jessica Hamilton, City Secretary Mayor asked that Council move the swearing in ceremony of Pat Berryman to before Patty Eason. G Comments from unopposed incumbent District 5 Councilmember Pat Berryman -- Mayor George Garver Berryman said she was elected with the idea of planning for the future of Georgetown and she noted she intends to continue with that in mind. She said she promises to serve her constituents in District 5 to the best of her ability, to plan for Georgetown's future, to protect the uniqueness of this great City, and to establish an economic base through managed growth that will preserve Georgetown's quality of life. She said, over the past year, she has been thrilled to have been the Mayor Pro Tem. She added, when she took the office, she said she would only serve for one year because she felt it should be shared by her fellow Councilmembers. She said she will be stepping down tonight to turn the honor over to one of the other Councilmembers. She thanked the citizens for the opportunity to serve them. D Swearing in of re-elected incumbent Councilmember for District 1, Patty Eason -- Jessica Hamilton, City Secretary Hamilton introduced State Representative Diana Maldonado. Maldonado administered the Oath of Office to Eason. She said she would like to congratulate Eason on her re-election and she honored her with a Certificate of Recognition from the House of Representatives. E Comments from re-elected incumbent Councilmember for District 1, Patty Eason -- Mayor George Garver Eason said she wishes to thank everyone who gave their time and energy in ensuring the success of her campaign to serve a third term as District 1 City Council representative. She said she is deeply grateful for the voters' confidence in her to continue working on the issues addressed in her campaign. She said there is much to do to ensure the quality of life in District 1 and all of Georgetown. She noted, having received over 82% of the votes cast in the Election, she feels a strong sense of expectation from voters in District 1. She noted they are counting on her more than ever to work harder than ever to facilitate progress on the core issues addressed in this campaign. She said, in the next three years, she is committed to bringing diversity and safe housing options, providing affordable and accessible public transportation, preserving historic structures, conserving natural resources, recruiting and retaining quality business, diversifying the tax base, minimizing crime and improving public safety. She said her vision of Georgetown is a place where you know your neighbor, raise a family, and build a business. She said it is a place that keeps its history in its heart while looking to the future. She said she salutes Mr. Spencer for his important participation in this political process and added she will continue to welcome input from residents regarding how, together, the City may further position Georgetown on everyone's list of one of the most liveable cities in Texas. H Presentation of appreciation to outgoing Mayor Pro Tem, Pat Berryman -- Mayor George Garver Garver presented a plaque of appreciation to Berryman for her service as Mayor Pro Tem. Mayor said Berryman was elected by her peers and has carried out her duties and responsibilities in a superb manner. He commended Berryman and thanked her for her courtesy. Berryman said it was a privilege and honor to serve as Mayor Pro Tem. Consideration of election from the dais of a Mayor Pro Tem — Mayor George Garver Motion by Brainard, second by Sansing to nominate Bill Sattler for Mayor Pro Tem. There were no other nominations. Approved 7-0 J Swearing in of Mayor Pro Tem -- Jessica Hamilton, City Secretary Hamilton administered the Oath of Office to Sattler. K Comments from incoming Mayor Pro Tem -- Mayor George Garver Sattler thanked his collegues for the honor. He promised that he will work in complete fairness and honesty to serve the Council and to do the duties of Mayor Pro Tem to the best of his ability. He said he knows it is a tough job and takes a lot of time, but he promised he will do the best he can. L Adjournment Mayor said, a year ago, he had the honor of being sworn in as the Mayor of Georgetown. He said, during this past year, he has been deeply impressed with what he has found. He mentioned the quality of the City, the City Council Meeting Minutes/May 20, 2009 Page 2 of 3 Pages people, and the staff, but more importantly the sense of true dedication on the part of all of the Councilmembers. He said, while they may differ from time to time, there has never been a time where he felt they had other than the best interest of the City as their main focus. He congratulated all of the newly elected members. Motion by Sansing, second by Berryman to adjourn. Meeting adjourned at 6:22 p.m. The meeting was adjourned at 06:22 PM.
