HomeMy WebLinkAboutMIN 03.12.2024 CCMinutes of the City Council City of Georgetown, Texas Tuesday, March 12, 2024 The Georgetown City Council met on Tuesday, March 12, 2024 at 1:00 PM at Council and Court Building, 510 W. 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). The following Members were in attendance: Amanda Parr, Kevin Pitts, Jake French, Ron Garland, Ben Stewart, Josh Schroeder, and Mike Triggs. Shawn Hood was absent. 1. Policy Development and Discussion - Workshop Mayor Schroeder called the meeting to order at 1:01 p.m. 1.A Wayfinding and Gateway Signage Master Plan Update Wayfinding & Gateway Signage Master Plan Update -- Kim McAuliffe, Downtown & Tourism Director This item was taken up after Item 1.B and before Item 1.C. McAuliffe presented and reviewed the background; designs for highway, downtown, residential, trailhead, kiosks, and parking; gateway designs for refurbishing existing signs, 1-15 gateway, major roadways, and downtown gateways; locations and sign types; and phasing and next steps. General discussion among Council and staff regarding printed materials for downtown kiosks, information included to identify businesses on the kiosks, importance of changing and updating signage, general support for proposed examples, materials picked for ease of maintenance, possibility for some electronic messages as long as it fits within the City's design guidelines, possibly using QR codes, including history and heritage of the City where possible, and timing of phases for the project. 1.13 City's Emergency Management Efforts in FY2024 Presentation and discussion regarding the City's Emergency Management efforts in FY2024 -- Christy Rogers, Emergency Management Coordinator Rogers presented and reviewed the definition of emergency management, Office of Emergency Management (OEM) mission statement, OEM team, programs, trainings, preparations for the 2024 total solar eclipse, map of path of totality, what could happen during the eclipse, and what OEM is asking of the community. General discussion among Council and staff regarding: how alerts are issues via Warn Central Texas and how citizens can sign up to receive alerts, plans for potential wildfires, if hotel rooms are book completely booked for April 8th eclipse, efforts for the eclipse are similar to other partner events (ex: Two Step Inn), continue to inform citizens about proper watering and use of fireworks, and coordinate with Southwestern for their Solar Eclipse event. 1.0 Williamson County Regional Animal Shelter Merger Update Discussion and possible direction regarding a proposed merger between the City of Georgetown and the Williamson County Regional Animal Shelter -- Jack Daly, Assistant Public Works Director, and April Haughey, Animal Services Manager Daly presented and reviewed efforts to date, photo of current Williamson County Regional Animal Shelter, proposed changes to Regional Animal Shelter, proposed details of merger, cost of City buy -in to shelter, merger process, points of discussion, and next steps. General discussion among Council and staff regarding how County issued debt was handled, how participating cities handle buying into the shelter, role of the Attorney General's Office in reviewing and approving the merger, all other member governments are on board for Georgetown joining the shelter, there will be action items to acquire signatures from other participating entities, unanimous vote must occur for Georgetown to join, approximate timing of having the animal shelter turned back over to the City from the County, dissolution of the Friends of the Georgetown Animal Shelter, and options for employees currently working at the Animal Shelter. Mayor Schroeder called for a break at 2:09 p.m. and resumed the meeting at 2:17 p.m. 1.D Presentation of FY2023 Audit and Financial Report Presentation and discussion of the City's annual year -end external audit and Annual Comprehensive Financial Report (ACFR) for the fiscal year ended September 30, 2023 -- Christi Rawls, Controller, and Adam McCane, Weaver Rawls presented and reviewed the background and terms, independent audit, contents of the AFR (Annual Financial Report), summary of Statement of Net Position, summary Statement of Activities, 2023 highlights, and GASB 96 and Subscription Based Information Technology Arrangements (SBITA) assets and payables. Adam McCane, with Weaver and Tidwell, LLP presented and reviewed about Weaver, government experience, audit process, audit timeline, overview, significant risks, response to identified risks, required communications, uncorrected and corrected misstatements, deficiencies, and thought leadership. General discussion among Council, consultant, and staff regarding appreciation for work on budget and audit, and calculation of sales tax revenue and accounting for street maintenance sales tax. 1.E First Quarter Financial Report Presentation and discussion of the City's Quarterly Financial Report, which includes the Investment Reports for the City of Georgetown, Georgetown Transportation Enhancement Corporations (GTEC), and the Georgetown Economic Development Corporation (GEDCO) for the quarter ended December 31, 2023 -- Nathan Parras, Assistant Finance Director Parras presented and reviewed: the background; General Fund revenue budget sources, sales tax, property tax, franchise fees, PILOT (payment in lieu of taxes), Planning and Development revenue, Fire and EMS revenue, parks and recreation, expense budget sources, personnel, operations, expected increases, and the removal of solid was services from the General Fund; Electric Fund revenue budget sources, sales revenue, expense budget, purchased power, 1st quarter comparison of FY 2023 and FY 2024; Water Fund revenue budget sources, water charges, wastewater charges, irrigation charges, rate increases, impact fee revenues, expense budget, water revenue, water expense; Tourism Fund revenue budget sources, expense budget sources; Village PID revenue budget sources, expense budget sources; other enterprise funds; GTEC (Georgetown Transportation Enhancement Corporation) revenue budget sources, expense budget sources; and GEDCO (Georgetown Economic Development Corporation) revenue budget sources, sales tax, operating expense budget sources, non -operating expense budget sources. General discussion among Council and staff regarding the seasonality of Planning and Development revenue, and the negative fund balance in Airport Fund due to fuel purchase and how the fund will right itself as fuel is sold. 1.F IT Strategic Communications Plan Presentation and discussion regarding the Strategic Communications Plan for the City's fiber optic and wireless communications network -- Chris Bryce, IT Director Bryce presented and reviewed the scope and need of the project, about the network, plan contents, and key findings to watch for. Eric Wirth of Power Systems Engineering presented and reviewed project overview and phases, needs assessment findings, existing fiber network, wireless SCADA system coverage, wireless SCADA recommendations, overall communication recommendations, 10- Year Fiber Map, and 10-Year network plan costs. General discussion among Council, Consultant and staff regarding efficiencies in laying of fiber, County's investment in fiber, tracking of costs, improving system redundancies, and suggested staffing upcoming years. Mayor Schroeder recessed into Executive Session at 3:30 p.m. 2. Public Wishing to Address Council On a subiect that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the Council Chamber. Clearly print your name and the letter of the item on which you wish to speak and present it to the City Secretary on the dais, prior to the start of the meeting. You will be called forward to speak when the Council considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form and be present at the meeting. On a subiect not posted on the agenda: An individual may address the Council at a regular City Council meeting by contacting the City Secretary no later than noon on the Wednesday prior to the Tuesday meeting, with the individual's name and a brief description of the subject to be addressed. She added that there has been one new addition related to swimming activities at camps. Garrett read the ordinance caption. Unit 2, from the Two -Family (TF) and Single Family Residential (RS) zoning districts to the Low Density Multi -Family (MF-1) zoning district, for the property generally located at 3701 Buffalo Springs Trail (2023-16-REZ) -- Travis Baird, Assistant Planning Director Baird presented and reviewed the Aerial Map, site photo, nearby properties, inventory of existing or entitled multi -family, Zoning Map, how the application complies or does not comply with the approval criteria of UDC Section 3.06.030, neighborhood context, Future Land Use/Overall Transportation Plan Map, notification were sent and to date staff has received three comments in opposition, and how at their February 20, 2024, meeting, the Planning and Zoning Commission recommended disapproval of the request with a 7-0 vote. Baird read the Ordinance Caption. General discussion among Councils and staff regarding a driveway variance. Jen Henderson representing the applicant presented and reviewed the history of the application, this has come to Council before, currently two zoning districts on the property and trying to get it to one district, and potential layout. Mayor Schroeder opened and closed the public hearing at 6:22 p.m. with no speakers. Discussion after the motion regarding preference to single -family zoning, and Council being unsure of what zoning would apply based on access issues. Moved by Kevin Pitts; seconded by Ben Stewart to Deny as presented. Motion Approved: 6- 0 Voting For: Amanda Parr, Mike Triggs, Kevin Pitts, Jake French, Ron Garland, and Ben Stewart Voting Against: None 6.0 First Reading Water Rate Increase First Reading of an Ordinance adding Section 13.04.115 and amending Section 13.04.120 relating to the City of Georgetown's water rates -- Leigh Wallace, Chief Financial Officer Wallace presented for both items 6.0 and 6.0 and reviewed rate design milestones, rate goals, major factors behind rising water rates, why another increase is needed now, rate plan effect on monthly bills, projected combined utility performance under projected rate revenues, residential regional bill comparison at 6,000, 10,000, and 25,000 gallons, and customer engagement and assistance. Wallace read the ordinance caption. General discussion among Council and staff regarding an increase to the base rate for water. Moved by Ben Stewart; seconded by Ron Garland to Approve as presented. Wallace read the Ordinance caption and noted that only commercial users will received a volumetric rate. General discussion among Council and staff regarding the need to review water rates annually based on current circumstances. Moved by Kevin Pitts; seconded by Ron Garland to Approve as presented.
