HomeMy WebLinkAboutMIN 10.10.2023 CC-WMinutes of the City Council City of Georgetown, Texas Tuesday, October 10, 2023 The Georgetown City Council met on Tuesday, October 10, 2023 at 1:30 PM at City Hall, Community Room, 808 Martin Luther King Jr Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). This is a Special Work Session to discuss the Downtown Master Plan. The following Members were in attendance: Josh Schroeder, Amanda Parr, Shawn Hood, Mike Triggs, Kevin Pitts, Jake French, Ron Garland, and Ben Stewart Agenda Notice 1. Regular Session Mayor Schroeder called the meeting to order at 1:30 p.m. Councilmember Pitts was not present when calling the meeting to order, but joined at 1:44 p.m. 1.a Downtown Work Session Discussion and feedback regarding the Downtown Georgetown Master Plan Update -- Kim McAuliffe, Downtown & Tourism Director McAuliffe introduced the item and reviewed the following with Chris Geddes and Nick Wester of Design Workshop: protecting the historic integrity of the Square; prioritize pedestrian and business -friendly public space; enhancing the image and experience of downtown; thoughtfully transition under -used properties; improve connections to and through downtown; where the City currently is in the overall process; improvements to the Square for enhancing the pedestrian realm; Option 1 for improving the Square including one-way clockwise loop around the Courthouse, parking retained on Courthouse side on 7th and 6th streets, and main street as flexible "festival street" with retractable bollards; Option 2 for improving the Square including preserving two-way traffic around the Courthouse, parking retained on Courthouse side, on -street parking on outside of Square, street trees on 7th and 8th streets, and pedestrian connection emphasized to Courthouse; 9th Street Art Walk and how to expand the public real experience beyond the Square; 9th Street Art Walk conceptual design; catalytic project related to the County Tax Office and Red Poppy Parking Lot; and next steps. General discussion among Council, consultants and staff regarding: one versus two way traffic; elements to curate character; against parallel parking; planters like those used in McKinney; pedestrian zone on Main at Square; seating area nearest building; the importance of pedestrian shade; furnishings; loading/unloading zones; possible future sidewalk cafe ordinance; future parking garages; fixes for ADA issues; all council members prefer Option 1 for the Square; support for 9th Street Art; be sensitive to historic homes in area of garage; wrap garage on 3 sides; construction costs associated with parking garage build; possible; skybridge over Main to boutique hotel; line up building breaks across from arts center to Grace Plaza; and how Code changes regarding height, if recommended by Council, can trigger amended code.
