The Georgetown Planning and Zoning Commission met on Tuesday, September 5, 2023 at 6:00 PM at
Council and Court Building, 510 W. 9th Street.

Travis Baird approached the podium and explained that this project was pulled at the
request of a Commissioner, and staff is available for any questions.
Alternate Allen asked why the plan set is not included in the agenda. Baird explained
that construction plans often have utility information that is considered critical
infrastructure and is not released to the public, and that this plan set is requesting to
approve infrastructure for Phase 1 of the development. Plan sets are available of view in
person through a request to the City of Georgetown Records Department.

Travis Baird approached the podium to address the Commission and explained that this
case was pulled at the request of a Commissioner. Alternate Allen explained that he had
the same concerns as in Item 1.F. Baird explained that open records laws restrict the
release of documents publicly. Plan sets are available for in person viewing at request to
the City of Georgetown Records Department.

Travis Baird approached the podium to address the Commission and established that
the applicant has noted and corrected an easement on the property that was not
addressed with the review of this plat. The waterline easement is recorded in the
approved plat.

Maddison O'Kelley presented the staff report.
Commissioner Stanley asked if the approval of this SUP would allow a tattoo parlor in
any space on the property. O'Kelley confirmed yes, the SUP is tied to the property.
Conditions could be placed on the SUP to restrict it.
Commissioner Heintzmann asked how this request aligns with the Comprehensive Plan.
O'Kelley noted that the Special Area designation in the Comprehensive Plan points to
recommendations in the TRG small area plan for this property. Although a tattoo parlor is
not specifically called out within these recommendations, the TRG small area plan does
call for additional commercial retailers to serve the community.
Chair Perthuis opened and closed the public hearing with no speakers coming forth.
Moved by Stephen F Dickey; seconded by Travis Perthuis to Approve the SUP with the
following conditions: that the use is limited to 66 square feet in the existing building.
That the Hours of operation are between 10 am and 7 pm. That there is no signage
posted on the structure..

2.B 2023-5-PUD - NorthPark35 Commercial PUD
Consideration and possible action on a request for a Zoning Map Amendment to rezone
approximately 42.172 acres out of the David Wright Survey Abstract No. 13 from the
Agriculture (AG), zoning district to a Planned Unit Development District (PUD) zoning
district, for the property generally located at 3001 IH-35 (2023-5-PUD) --Travis Baird, Asst.
Planning Director
Travis Baird presented the staff report.
Commissioner Heintzmann asked if the industrial warehouse backs up to the creek.
Baird established that the portion of the property nearest to Berry Springs Preserve is
zoned as C-3, but there is a significant buffer between the property and the preserve.
Sal Perdomo, Applicant with Titan, approached the podium to address the Commission
and explained that this PUD has been revised to address Council Members concerns and
summarized the changes made. 50 uses were removed from the base C-3 zoning to
provide more predictability, and noted that since the site has limited access, big box
retailers are hesitant to enter into contract, so there will likely be smaller restaurants and
retailers in the commercial areas of the property.
Commissioner Heintzmann asked where the art installations will be located. Perdomo
established that they are likely going to inclide language prior to the Council meeting to
specify which areas will have art installed.
Discussion on TxDOT requirements.
Chair Perthuis opened and closed the public hearing with no speakers coming forth.

2.0 UDC Steering Committee Update
Update on and discussion regarding the UDC Steering Committee -- Ryan Clark, Senior
Planner and Zane Brown, Planner
Zane Brown presented an update on the UDC Steering Committee.
The Committee has started working on residential and multifamily residential zoning
districts, and will move towards commercial districts in the coming meetings.

Travis Baird approached the podium to address the Commission and noted that the
Future Land Use Map update will be held at the September 26 City Council Meeting.
