Tuesday, August 15, 2023
The Georgetown Planning and Zoning Commission met on Tuesday, August 15, 2023 at 6:00 PM at
Council and Court Building, 510 W. 9th Street.

administrative exception to allow planting in different areas.

Discussion on the range of pruning allowed and the setback for building adjacent to a
heritage tree.
Discussion on permits for trees located on multiple lots. This tree si included on two
items on this agenda so that both lots have the required permit should they need to
prune the tree. The permit will expire in 180 days.

2.B 2022-13-PUD - Honeycutt
Public Hearing and possible action on a request for a Zoning Map Amendment to rezone
132.973 acres in the William Addison Survey, Abstract 21, from the Agriculture (AG)
zoning district to a Planned Unit Development with the base zoning districts of 18 acres
of the Local Commercial (C-1) zoning district, 38.6 acres of the General Commercial (C-
3) zoning district, and 57.9 acres of the Multi -Family (MF-1) zoning district, for the
property generally located at Sam Houston Avenue, Rockride Lane and Bell Gin Road
(2022-13-PUD). - Ryan Clark, AICP, Senior Planner

Discussion on land entitlements nearby.
Amanda Brown, Applicant with HD Brown Consulting, approached the podium to address
the Commission and spoke to the Community Center designation under the Future Land
Use Map, and noted that the allowed units per acre under their PUD is less than what si
recommended for that designation. Brown spoke to the Future Transportation Plan in
relation to Ridgeline Boulevard and San Houston Boulevard. The Applicant has met with
Arrowpoint and removed some uses allowed in C-3 that they were concerned about.
Brown reviewed their updated concept plan, and noted that they are focused on
connectivity within the tract and providing landscape buffers. Brown emphasized the size
of the park and commercial areas within the tract, and reviewed the design standards for
each zone.
Evan Caso, Developer with Urban Moments, approached the podium to address the
Commission and established that this will be a rental product with multifamily
amenities and single family attached or detached buildings. Maintenance is included
for units and common areas.
Chair Perthuis asked why they are building the park. Brown noted that the size of the tract
allows the dedication of a park this size, and multifamily developments require parkland
dedication. Brown noted that developers often choose to pay a fee -in -lieu for that
dedication, but the value of the land for this park outweighs the fee -in -lieu. The size of the
park is beyond what is required, and intended to be a community benefit and selling point
for this development. This will be a public park.
Chair Perthuis asked about the commercial portion of the tract. Brown confirmed that
there is only a plan in place to build the multifamily portion as of now. Caso noted that
they are currently marketing for the commercial, but this corridor has a lack of access
from Sam Houston Boulevard. Caso stated that they are incentivized to keep a higher
quality commercial product to allow the rent they are looking to require.
Commissioner Dickey asked if this will be a zero lot -line product. Brown stated that it is
intended to be horizontally attached townhomes.
Discussion on potential conditions. Brown noted that their intention is to limit the product
to two stories, and they are okay with a condition to that effect being placed on
the motion.
Chair Perthuis noted that he likes the multifamily A portion, but does not like the
multifamily B portion and believes they are giving away too much commercial future
land use. He would like the commercial portion to be completed prior to the multifamily.
Commissioner Allen noted that he is generally in favor of this project, but he is
concerned with the height.
Discussion on the possibility of a phasing plan.
Moved by Stephen F Dickey; seconded by Scott A Allen to Approve with the conditions
that Zone B be limited to a 2- story maximum and a maximum density of 12 units per
acre and remove the uses in C-3 and C-1 per exhibit 6. Motion Approved: 7- 0

Updates, Commissioner questions, and announcements -- Travis Baird, Assistant
Planning Director
Travis Baird approached the podium to address the Commission and congratulated
Haley Webre, Associate Planner, for her one year anniversary with the City. Baird also
announced that Grant White, Planner, will be moving and this is his last P&Z meeting.
Baird noted that the UDC update for legislative changed passed at Council's first
reading, and will go back for its second reading on the 22nd.
