HomeMy WebLinkAboutMinutes HARC 09.14.2023Minutes of the Historic and Architectural Review Commission City of Georgetown, Texas Thursday, September 14, 2023 The Georgetown Historic and Architectural Review Commission met on Thursday, September 14, 2023 at 6:00 PM at Council and Court Building, 510 W 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). The following Members were in attendance: Present were: Lawrence Romero, Linda C Burns, Michael J Walton, Evan Hein, Pierce P Macguire, Alton Martin, Jennifer Powell, William J Harris Public Wishing to Address the Board On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to speak when the Board considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form and be present at the meeting. On a subject not posted on the agenda: A request must be received by the Advisory Board or Commission Liaison prior to the day the agenda for this mee ng is posted. Each speaker will be given three minutes to address the Board or Commission members. No action can be taken. 1. Regular Session 1.A Meeting Minutes Consideration and possible action to approve the minutes from the Austin 24, 2023 regular meeting of the Historic and Architectural Review Committee -- Jessica Lemanski, Associate Planner Commissioner Maguire requested to amend the minutes to note that Item 1.13 was approved (3-2) with himself voting in favor. Moved by Evan Hein; seconded by Alton Martin to Approve the update to the meeting minutes to include Pierce Maguire voting in favor of the motion for Item 1.B.. Motion Approved: 6- 0 Voting For: Lawrence Romero, Evan Hein, Pierce P Macguire, Alton Martin, Jennifer Powell, William J Harris Voting Against: None 1.B 2023-39-COA (1310 Olive Street) Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for a new fence that is inconsistent with the overlay district's characteristics and applicable guidelines for the property located at 1310 Olive Street, bearing the legal description of .66 acres out of the (S/PT) of Block 32, Snyder Addition. (2023-39-COA) — Maddison O'Kelley, Preservation and Redevelopment Manager Maddison O'Kelley presented the staff report. Gary Thompson, 1310 Olive St., approached the podium to address the Commission and spoke to the request, the materials chosen, the lot's double frontage status, and the proposed design. Commissioner Powell asked if it was possible to space the posts of the fence farther apart to allow more opacity. Thompson replied that it is not. Commissioner Powell commented that she is concerned about the request for vinyl in the district and the long term quality of the neighborhood if these requests become more frequent. Commissioner Romero echoed her comments. Discussion on vinyl material. Chair Walton noted that the proposal being seen tonight is not one of the options presented at the conceptual review of this project. Discussion on what was presented at the conceptual review of this project. Commissioner Walton noted that he does not have an issue with the height of the fence and appreciates the lattice work. Commissioner Burns noted that she is hesitant to allow vinyl in Old Town, much less a registered historic district, and she believes this is the last place exceptions should be made. She is concerned with the proposed setback and location of the fence, as well as the materials. Commissioner Hein noted that he has issue with the proposed materials, and does not believe it is in keeping with the historic nature of the neighborhood. Discussion on UDC and Design Guidelines. Chair Walton opened and closed the public hearing with no speakers coming forth. Moved by Alton Martin to Approve the first staff recommendation. Motion Lack of Second: 0- 0 Voting For: None Voting Against: None Moved by Evan Hein; seconded by Linda C Burns to Approve the 6 foot height request with the condition of a 6 foot setback from the property line on Maple Street and denial of the vinyl material for the entirety of the fence.. Motion Approved: 4- 3 Voting For: Linda C Burns, Evan Hein, Pierce P Macguire, Jennifer Powell Voting Against: Lawrence Romero, Michael J Walton, Alton Martin 1.0 Training and Discussion on Sign Regulations in the Historic Overlay Districts Training on sign regulations presented by staff with discussion -- Maddison O'Kelley, Preservation and Redevelopment Manager Maddison O'Kelley presented the Sign Regulations training. Chair Walton asked if open/closed signs require a COA. O'Kelley noted that it is required within the guidelines since it contributes to window signage. Commissioner Powell asked if there are any regulations regarding the proximity of temporary sandwich board signs to the associated business. O'Kelley explained that those could be considered off -site signage. Discussion on UDC rewrite possibly addressing signage regulations. Discussion on non -conforming signs. Commissioner Romero requested uniformity for signs in the Design Guidelines. No action was taken by the Commission on this item. 1.D Staff Report Updates, Commissioner questions, and comments -- Maddison O'Kelley, Preservation and Redevelopment Manager Maddison O'Kelley established that the September 28th HARC meeting will be cancelled for the Planning Department Boards and Commissions Training Session.
