Thursday, June 8, 2023
The Georgetown Historic and Architectural Review Commission met on Thursday, June 8, 2023 at
6:00 PM at Council and Court Building, 510 W 9th Street.
The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). If

Public Wishing to Address the Board
On a subiect that is posted on this agenda: Please fill out a speaker registration form which can be found on the
table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you
wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to
speak when the Board considers that item. Only persons who have delivered the speaker form prior to the
meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to
speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six
minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form
and be present at the meeting.
On a subject not posted on the agenda: A request must be received by the Advisory Board or Commission
Liaison prior to the day the agenda for this mee ng is posted. Each speaker will be given three minutes to
address the Board or Commission members. No action can be taken.

1.A Meeting Minutes
Consideration and possible action to approve the minutes from the May 25th, 2023
regular Historic and Architectural Review Commission meeting. -- Jessica Lemanski,

Moved by Lawrence Romero; seconded by Jennifer Powell to Approve the meeting
minutes.

1.B 2023-15-COA (1501 S. College Street)
Public Hearing and Action on a request for a Certificate of Appropriateness (COA) for a
new fence that is inconsistent with the overlay district's characteristics and applicable
guidelines at the property located at 1501 S. College Street, bearing the legal description
of 0.275 acres out of Blocks 97 & 98 (PT), Dimmit Addition. (2023-15-COA) — Maddison
O'Kelley, Preservation and Redevelopment Manager
Maddison O'Kelley presented the staff report and reviewed changes made to the fence
since the last meeting.
O'Kelley noted that there is not an example of a street side fencing precedent in the
immediate surroundings of the subject property.
Catherine Garza, Applicant, approached the podium to address the Commission and
commented that they intend to bring the fence and gates down to 6 feet.
Commissioner Martin asked for clarity on corner lot regulations in relation to this case.
O'Kelley established that 15th Street is considered a local collector, which limits the
street side yard in Old Town. The orientation and dimensions of this particular lot paired
with the designation of 15th Street necessitates the requirements for the fence height,
setback, and transparency.
Discussion on the approval of nearby fences.
Commissioner Burns asked if the fence could be 6 feet tall if it were within the 15-foot
setback. O'Kelley confirmed, yes and added that the transparency rules would also not
apply if the fence were within the setback.
Moved by Lawrence Romero; seconded by to Approve 2023-15-COA with the condition
that the gate that slides on the roller and the gate door is brought down to 6 feet, and
the 8 and 7 foot sections can remain.

Moved by Alton Martin; seconded by Evan Hein to Approve with the condition that the
fence is reduced to 4 foot height along Church and 15th Street and made 50%
transparent to be compliant with the Design Guidelines.
Commissioner Martin noted that 15th Street is heavily traveled, and he is concerned
with setting a precedent with this fence by allowing it to not comply with the Design
Guidelines.
Commissioner Romero commented that the applicant did try to comply with the
information they had access to, and cases are considered on an individual basis by
HARC.

Public Hearing and Possible Action on a request for a Certificate of Appropriateness
(COA) for: total demolition of an approximate 2,698 square feet Contributing Historic
Structure (Low Priority) relocation of an approximate 1,638 square foot Contributing
Historic Structure (Low Priority) relocation of an approximate 1,576 square foot
Contributing Historic Structure (Medium Priority) at the property located at 1205 Maple
Street, bearing the legal description of 0.49 acres, being (PT) of Block 7, Snyder
Addition. (2023-1-GOA) - Maddison O'Kelley
Maddison O'Kelley presented the staff report.
Commissioner Hein asked if the removal of the house is necessary to develop the lot.
Mike Ming, Applicant, confirmed that the intention is to clear the lot, amend the PUD,
and develop the lot into a restaurant with COA approval in the future.
Commissioner Burns asked if it's necessary to move the garage and house outside of
the historic district. Ming explained that the only party interested in the structures has
intentions to move it to Bertram.
Chair Walton opened the public hearing.
Jeannie Snead, 1008 E. University Ave., approached the podium to address the
Commission and spoke in favor of the demolition and removal of the buildings outlined in
the request. The garage apartment has not been kept up with and is 3 feet from her fence.
Chair Walton closed the public hearing.
Commissioner Powell asked if the stucco building was removed, would the applicant be
able to move the garage in that direction without necessitating the removal of the house
on the lot. Ming established that he is unsure, but the logistics of developing the lot would
not allow for the house to remain.
Moved by Lawrence Romero; seconded by Alton Martin to Approve 2023-1-COA with
the condition that each building on the property is archived so we have historical
records.

Public Hearing and Possible Action on a request for a Certificate of Appropriateness
(COA) for new infill construction of an accessory building for the property located at 1305
Elm Street bearing the legal description of 0.22 acres out of the W/PT of Block 6, Hughes
Addition. (2023-9-COA) -- Maddison O'Kelley, Preservation and Redevelopment
Manager
Maddison O'Kelley presented the staff report.
Chair Walton opened and closed the public hearing with no speakers coming forth.
Moved by Evan Hein; seconded by William J Harris to Approve as presented.

Updates, Commissioner questions, and comments - Maddison O'Kelley, Preservation
and Redevelopment Manager
Maddison O'Kelley updated the Commission on necessary website updates brought to
staffs attention at the last meeting.
Commissioner Walton requested a training session for Commissioners on what is
under HARC's purview. Commissioner Romero also requested training on sign and
fence portions of the UDC and Historic Design Guidelines. Discussion on the
intersection of the UDC and Historic Design Guidelines.
