HomeMy WebLinkAboutMinutes HARC 03.09.2023Minutes of the Historic and Architectural Review Commission City of Georgetown, Texas Thursday, March 9, 2023 The Georgetown Historic and Architectural Review Commission met on Thursday, March 9, 2023 at 6:00 PM at Council and Court Building, 510 W 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). The following Members were in attendance: Present were: Lawrence Romero, Linda C Burns, Michael J Walton, Evan Hein, Pierce P Macguire, Alton Martin, Jennifer Powell Public Wishing to Address the Board On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to speak when the Board considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form and be present at the meeting. On a subject not posted on the agenda: A request must be received by the Advisory Board or Commission Liaison prior to the day the agenda for this mee ng is posted. Each speaker will be given three minutes to address the Board or Commission members. No action can be taken. 1. Motion Approved: 7- 0 Voting For: Lawrence Romero, Linda C Burns, Michael J Walton, Evan Hein, Pierce P Macguire, Alton Martin, Jennifer Powell Voting Against: None 1.13 2022-62-COA (1503 E. 15th Street) Postponed to Next Regular Meeting on March 23, 2023 No action was taken by the Commission on this item. 1.0 2022-66-COA Public Hearing and Action on a request for a Certificate of Appropriateness (COA) for a building height modification request to allow a 23'-11' building height increase from the required 40' maximum building height at the property located at 808 Rock Street, bearing the legal description of Lofts on Rock Condo, Commercial Unit, 14.96% Common Int. (2022-66-COA) — Maddison O'Kelley, Preservation and Redevelopment Manager At the request of the Historic Architecture Review Commission, this item was postponed from the February 23, 2023 regular meeting to include updated renderings of an alternative to the request. No updated renderings have been provided at this time. Maddison O'Kelley approached the podium and explained that although this item was postponed by the Commission at the February 23rd regular HARC meeting to see updated rendering options, the Applicant did not provide any updates to staff. The Applicant has provided a written request to postpone the item to the April 13th, 2023 regular HARC meeting. Moved by Evan Hein; seconded by Pierce P Macguire to Approve the postponement of Item 1.0 to the April 13th, 2023 regular HARC meeting. College Street) Conceptual Review for a Certificate of Appropriateness for an addition that creates or adds to a street facing facade, the removal of historic architectural features at the property located at 401 S. College St., bearing the legal description of 0.17 acres, being the NW corner of Block 20, Shell Addition (2022-57-COA) Maddison O'Kelley, Preservation and Redevelopment Manager Maddison O'Kelley presented the concept plan and explained that this project cannot be approved until their rezone request is approved by City Council. Commissioner Romero asked why they chose this particular window material, and if they could change them to an approved window material. Aaron Dillion, Applicant, established that there was no strong reason for the choice of windows, and they are willing to change them to comply with the design guidelines. Commissioner Powell commented that it would be nice if they could incorporate the historic features already on the home into the new structure. The columns could be kept or repurposed. Commissioner Powell asked if there were any setback issues. O'Kelley explained that since this property is requested to rezone to TF - Two -Family, the design is compliant with the setbacks specified for that zoning district. Chair Walton asked for clarification on the partially compliant approval criteria. O'Kelley explained that for approval criteria 4, the design is compliant in size and height, and the only materials not compliant are the windows. Criteria 6 is partially compliant for largely the same reason: The window materials are not compliant, and carports are not seen in the historic district very often.
