The Georgetown City Council met on Tuesday, August 15, 2023 at 5:00 PM at Council and Court
Building, 510 W. 9th Street.

The following Members were in attendance: Josh Schroeder, Kevin Pitts, Jake French, Ron Garland,
and Ben Stewart

Mayor Schroeder called the meeting to order at 5:02 p.m.
1.a Bond Election for City Projects
Consideration and possible action to approve a Resolution calling a Bond Election for
November 7, 2023 -- David Morgan, City Manager
Morgan presented and reviewed the previous Council discussions and workshops where
the possible elections were reviewed, projects for referendum, and the following proposed
propositions: Proposition A for a City Facility with the proposed language of, "The issuance
of $56,000,000 bonds by the City of Georgetown, Texas, for a City Facility which includes a
customer service center as well as other city services and the imposition of taxes sufficient
to pay the principal of and interest on the bonds"; Proposition B for Recreation Center
renovation and expansion with the proposed language of, "The issuance of $49,000,000
bonds by the City of Georgetown, Texas for park and recreation projects for renovation and
expansion of the Georgetown Recreation Center on Austin Avenue and the imposition of
taxes sufficient to pay the principal of and interest on the bonds"; Proposition C for Animal
Shelter Facilities with the proposed language of, "The issuance of $15,000,000 bonds by
the City of Georgetown, Texas, for Animal Shelter Facilities to provide animal sheltering
and control services to the City, which may include a joint arrangement with other local
government entities to expand the Williamson County Regional Animal Shelter and/or new
or renovated City facilities and the imposition of taxes sufficient to pay the principal of and
interest on the bonds"; and Proposition D for a Joint City and YMCA Recreation Center with
the proposed language of, "The issuance of $10,000,000 bonds by the City of Georgetown,
Texas, for a jointly owned YMCA Recreation Facility operated by the YMCA of Central
Texas, expected to be located at or near 6200 Williams Drive, Georgetown, Texas and the
imposition of taxes sufficient to pay the principal of and interest on the bonds".
General discussion among Council and staff regarding clarification that improvements to
Blue Hole will not be part of the proposed bonds.
Mr. McMillan addressed the Council regarding clarification on the estimated debt service for
Proposition A.
Moved by Kevin Pitts; seconded by Ron Garland to Approve as presented.
Motion Approved: 4- 0
Voting For: Kevin Pitts, Jake French, Ron Garland, and Ben Stewart
Voting Against: None
Adjournment
Mayor Schroeder adjourned the meeting at 5:16 p.m.

Motion Adjourn: 4 - 0
Voting For: Kevin Pitts, Jake French, Ron Garland, Ben Stewart
