HomeMy WebLinkAboutMIN 08.09.2023 CC-SMinutes of the City Council City of Georgetown, Texas Wednesday, August 9, 2023 The Georgetown City Council met on Wednesday, August 9, 2023 at 4:00 PM at Council and Court Building, 510 W. 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). The following Members were in attendance: Amanda Parr, Shawn Hood, Kevin Pitts, Jake French, Josh Schroeder, Ron Garland, and Ben Stewart. Mike Triggs was absent. Agenda Notice 1. Regular Session Mayor Schroeder called the meeting to order at 4:00 p.m. 1.a Groundwater Reservation Agreement Consideration and possible action to authorize the Mayor to execute a Groundwater Reservation Agreement to reserve a minimum of 35,000 and a maximum of 70,000 acre feet of groundwater and to authorize the City Manager to negotiate a Groundwater Supply Agreement for future approval by the City Council -- David Morgan, City Manager Morgan presented the item and reviewed: the Integrated Water Resource Plan (IWRP); cumulative need and IWRP including growth factors; future supplies for water; regional water planning; private entities partnering for water supply; background for the current negotiations; structure of the Water Reservation Agreement; regional water strategy; Reservation Agreement by the numbers; impacts to the Water Fund; collaboration on the Water Services Agreement; regulatory risks that could impact this contract; outside team used to work with staff; and summary plan and draft schedule. General discussion among Council and staff regarding previous versions of the document reviewed by Council; ability of Epcor to deliver water at certain amounts; water being delivered will be potable upon receipt; participation of regional partners; impact to cost of infrastructure; cost sharing of improvements; future demand based on regional growth; all efforts being put forth by the City for water conservation and future usage; the need to address this contract in a timely manner; and how communication on this will be handled. Moved by Kevin Pitts; seconded by Shawn Hood to Approve the authorization of the Mayor to execute a Groundwater Reservation Agreement to reserve a minimum of 35,000 and maximum of 70,000 acre feet of groundwater and to authorize the City Manager to negotiate a Groundwater Supply Agreement for future approval by the City Council. Motion Approved: 6- 0 Voting For: Amanda Parr, Shawn Hood, Kevin Pitts, Jake French, Ron Garland, and Ben Stewart Voting Against: None Adjournment Mayor Schroeder adjourned the meeting at 4:36 p.m. Moved by Ron Garland; seconded by Amanda Parr to Adjourn.
