The following Members were in attendance: Josh Schroeder, Amanda Parr, Shawn Hood, Kevin Pitts, Jake French, Ron Garland, and Ben Stewart 1. Policy Development and Discussion - Workshop Mayor Schroeder called the meeting to order at 2:01 p.m. 1.A City Manager's Proposed Fiscal Year 2024 Budget Presentation and discussion regarding the City Manager's Proposed Fiscal Year 2024 Budget -- David Morgan, City Manager Morgan presented the budget and reviewed the following: development of the current FY2024 budget; budget development workshops with Council; budget themes for FY2023 to FY2024; recruitment and retention with focus on compensation and benefits; summary of new staffing by fund; FY2024 citywide budget; FY2023 major expense categories; FY2024 general fund sales tax, budget revenue assumptions with sales tax, property tax, changes in asses value growth, budget revenue assumptions with property tax, property tax, FY2023 property tax rate, general fund highlights of other revenue, general fund highlights, general fund highlights of public safety, and new solid waste fund; capital improvements; Electric and Water Funds, Electric Fund revenue and expense, budget highlights for Electric, Water fund revenues, Water Fund expenses, and Water Fund highlights; FY2024 proposed budget calendar; and public outreach. General discussion among Council and staff regarding review of sales tax from Builders First Source and estimated time of revenue from them; what should be included in the future mental health initiative; roll out of hiring for new positions; timing of 3-1-1 like system in 2024; expenses related to storm cleanup; and reserves. 1.13 Fiscal and Budgetary Policy 2024 Presentation and discussion regarding the proposed changes to the Fiscal and Budgetary Policies for the FY2024 budget development process -- Leigh Wallace, Finance Director Wallace presented and reviewed the item's purpose; audience; administrative changes; substantive changes; examples of past updates; new update for FY2024 including Solid Waste Enterprise Fund, Self -Insurance "sweep" policy, streamline quarterly report, Master Development Fee reserve, Water and Electric reserves, and Downtown TIRZ reserve; and summary and next steps. General discussion among Council and staff regarding how calculations are determined for Master Development Fees and clarification on unfunded long-term liabilities. 1.0 November 2023 Bond Referendum Planning Presentation and update on the proposed November 2023 Bond Referendum -- Laurie Brewer, Assistant City Manager Brewer presented and reviewed the background on previous work sessions for Facilities Study for a Customer Support Center, Recreation Center, Blue Hole, Animal Shelter, and YMCA partnership; draft MOU points for Regional Animal Shelter and YMCA; Proposition A draft language for a City Customer Service Center; Proposition B draft language for the expansion and renovation of Georgetown Rec Center and Blue Hole improvements; Proposition C draft language for Animal Shelter; Proposition D draft language for YMCA building partnership; summary schedule; and questions and direction. General discussion among Council and staff regarding if the specificity of work groups going into the building will limit future usage; possibly not combing Rec Center and Blue Hole projects together in one proposition; if Rec Center proposition could include terminology for expansion; benefits for combining the Rec Center and Blue Hold improvements on one proposition; amortization rates for last bond; how approving the bond for a new building is saving money overall in leasing fees; and general consensus of Council to remove Blue Hole from the propositions. Mayor Schroeder called for a break at 3:19 p.m. and resumed the meeting at 3:33 p.m. 1.D Downtown Master Plan Update Presentation and discussion regarding the Downtown Master Plan Update -- Kim McAuliffe, Downtown and Tourism Direct; Chris Geddes, Design Workshop; and Nick Wester, Design Workshop McAuliffe introduced the item, then Geddes presented the item and reviewed themes; big ideas for investment in the San Gabriel River and recreation, reinforcement of the historic square along the Austin Avenue Corridor, and how to build upon active civic spaces; and summary of the Gather Round Expo held at City Hall on Thursday, August 3, 2023. General discussion among Council, staff and consultants regarding the possible vacation of the County Tax office could impact downtown; if there was some way to visually show Georgetown as distinct from the highway; downtown signage; how to control development downtown; considerations for properties and areas where the City doesn't have total control; and how to properly allow for height in downtown. Geddes provided the project next steps. 1.E Special Event Permit Application Presentation and discussion regarding Special Event Permit Application Review Process -- Sharon Parker, Senior Events and Marketing Coordinator, and Kim McAuliffe, Downtown and Tourism Director McAuliffe presented and gave a staff introduction and reviewed what constitutes a Special Event, and an explanation of a Special Event Permit. Parker reviewed the current process and proposed process. Allyson Turvey, Special Events and Marketing Coordinator reviewed the external process improvements, website updates, internal staff improvement, and improved organization. McAuliffe explained the needed feedback and next steps. General discussion among Council and staff, including Skye Masson, City Attorney, regarding: clarification on fees being collected for permits; Council generally supported the proposed changes; discretion for events; examples of events with more than 5,000 attendees; the need for clear policies; cost recovery; current events taking place downtown; how the City works with the Downtown Georgetown Association (DGA) for Market Days; events that occur downtown but don't block streets; reasons for why an event permit could be denied, mostly for health and safety reasons; need to update associated ordinance; how the City can't regulate content of event unless it were to lead to a health and safety issue; how to define a block party; National Night Out Events; and how staff is working with Parks on how to handle park reservations for events. Mayor Schroeder recessed into Executive Session at 4:47 p.m. 2. Regular Session This portion of the meeting will begin no earlier than 6:00 P.M. Mayor Schroeder called the meeting to order at 6:00 p.m. 3.A Call to Order 08.08.2023 Pledge of Allegiance Comments from the Mayor Announcements Action Out of Executive Session Moved by Kevin Pitts; seconded by Ben Stewart to Approve the authorization of the City Manager to execute any and all necessary documents on behalf of the City of Georgetown, in order to effectuate the purchase of a portion of property located at 201 Cedar Ridge Dr., Georgetown, TX and generally known as Lot 1, Block E of the Wolf Ranch Section 3 Amended Subdivision, for the DB Wood Dam Project, in accordance with the terms discussed in Executive Session. Public Wishing to Address Council On a subiect that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the Council Chamber. Clearly print your name and the letter of the item on which you wish to speak and present it to the City Secretary on the dais, prior to the start of the meeting. You will be called forward to speak when the Council considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form and be present at the meeting. On a subject not posted on the agenda: An individual may address the Council at a regular City Council meeting by contacting the City Secretary no later than noon on the Wednesday prior to the Tuesday meeting, with the individual's name and a brief description of the subject to be addressed. Only those persons who have submitted a timely request will be allowed to speak. Speakers will be given up to three minutes to address the City Council. Statutory Consent Agenda The Statutory Consent Agenda includes non -controversial and routine items which may be acted upon with one single vote. Laura Klein Plunkett gave her time to Ms. Plunkett which allowed her 6 minutes total to address the Council. Ms. Miller addressed her concerns with access to the property, a cemetery located near the project, and safety. 5.J November Bond Communications Contract Consideration and possible action to approve a contract with Buie & Co. to develop strategic communications plan, educational materials, and paid media placements for the November 2023 City of Georgetown bond election for a cost not to exceed $125,000.00 through November 2023 -- Aly Van Dyke, director of Communications and Public Engagement 5.K Encroachment on Easement Agreement with Oncor Electric Delivery Company LLC Consideration and possible action to approve an Encroachment on Easement Agreement with Oncor Electric Delivery Company LLC for the City's electric facilities to encroach into an Oncor Electric easement recorded in Volume 666, Page 250 of the Deed Records of Williamson County, Texas -- Andrew Culpepper, Senior Assistant City Attorney — Real Estate Services 5.1- Second Reading - 2022-4-ANX - Longhorn Junction Cooperate Park - 210 Blue Springs Blvd Second Reading of an Ordinance for the voluntary annexation of a 35.298 acre tract out of the F. Legislative Regular Agenda 6.A Set the Maximum Property Tax Rate for FY2024 Consideration and possible action to set the maximum tax rate and adopt the proposed 2023 (FY2024) property tax rate on a future agenda -- Nathan Parras, Assistant Finance Director Parras presented the item and reviewed the process for setting the maximum property tax rate. Moved by Kevin Pitts; seconded by Jake French to Approve to set the maximum property tax rate of 37.4698 cents per $ 100 valuation, equaling 13.3382 cents for Maintenance and Operation and 24.1316 cents for Debt Service, and adopt the tax rate as an action item at the August 22, 2023 and September 12, 2023 Council meetings to be held at 6 p.m. at City Council Chambers, at 9th and Martin Luther King Jr. Street, Georgetown, TX. This was approved with a roll call vote. Moved by Kevin Pitts; seconded by Shawn Hood to Approve to set the date for the public hearing on the property tax rate, as required by law, to be held on Tuesday, August 22 at 6:00 p.m., at City Council Chambers located at 9th and Martin Luther King Jr. Street, Georgetown, TX. Motion Approved: 6- 0 Voting For: Amanda Parr, Shawn Hood, Kevin Pitts, Jake French, Ron Garland, and Ben Stewart Voting Against: None 6.0 First Public Hearing for the Annexation of County Road 245 First public hearing for the voluntary annexation of an approximately 17.64 acres of County- owned Right -of -Way situated in part in the L.P. Dyches Survey, Abstract No. 171 and the F. Foy Survey, Abstract No. 229, known as CR245; making certain necessary findings; and directing City Staff to initiate annexation accordingly (2023-7-ANX) -- Cesar Acosta, AICP Neighborhood & Housing Program Manager Acosta presented the item and reviewed the Location Map, ETJ Encirclement Map, annexation process, and tentative process. Acosta read the caption. Mayor Schroeder opened and closed the Public Hearing at 6:16 p.m. as there were no speakers. No Council action was required for this item. 6.D First Reading of 2021 International Codes and 2023 National Electric Code First Reading of an Ordinance amending certain chapters of Title 15 "Buildings and Construction" of the Code of Ordinances and providing for the adoption of the 2021 International Codes, 2023 National Electric Code and corresponding local amendments -- Glen Holcomb, Chief Building; and Official Jason Fryer, Fire Marshal Holcomb introduced the item. Fryer presented and reviewed Appendix L regarding other adopting jurisdictions and Fee in Lieu of System Installation. Holcomb read the Ordinance caption. Motion Approved: 6- 0 Voting For: Amanda Parr, Shawn Hood, Kevin Pitts, Jake French, Ron Garland, and Ben Stewart Voting Against: None 6.H First Reading — Adoption of Georgetown Industrial Districts No. 1, 2, 3 and 4 First reading of an Ordinance designating portions of four areas of the City's extraterritorial jurisdiction as an industrial district, described as Georgetown Industrial Districts No. 1, 2, 3 and 4 -- Nick Woolery, Assistant City Manager Woolery presented and reviewed an explanation of Industrial Districts and maps of proposed Industrial Districts 1, 2, 3, and 4. Woolery read the Ordinance Caption. General discussion among council and staff regarding how no notifications were sent to the surrounding property owners of these proposed districts. Michael Spano addressed the Council regarding his support of the proposed Industrial Districts. After the motion was made Pitts noted the need to inform nearby property owners of the proposed change. Moved by Ben Stewart; seconded by Shawn Hood to Approve as presented. Motion Approved: 5- 1 Voting For: Amanda Parr, Shawn Hood, Jake French, Ron Garland, and Ben Stewart Voting Against: Kevin Pitts 6.1 First Reading of an Ordinance - Construction Specifications for Roads and Streets First Reading of an Ordinance adopting construction specifications for roads and streets and construction specifications to provide adequate drainage for each street and road in a subdivision pursuant to Chapter 212.0021 of the Texas Local Government Code -- Wesley Wright, PE, Systems Engineering Director; and Caleb Fuhrer, PE, Assistant Systems Engineering Director Lua Salone, Transportation Planning Manager, presented the item and read the Ordinance Caption. Motion Approved: 6- 0 Voting For: Amanda Parr, Shawn Hood, Kevin Pitts, Jake French, Ron Garland, and Ben Stewart Voting Against: None 6.J First reading of an Ordinance - Food Sanitation First reading of an Ordinance adopting, by reference, the Williamson County and Cities Health District's Retail Food Order requiring retail food establishments, unless specifically exempted, to be permitted and inspected -- Leigh Wallace, Finance Director Wallace presented the item and reviewed the purpose of food regulations; background; key differences between City Ordinance and District Order; definitions; non-profit exemption; required Certified Food Manager presence on site; new state law SB577 which was passed in the 2023 legislative session, creates a registry of municipal food ordinances that differ from state regulations, will be effective September 1, 2023, and has unknown administrative rules and consequences; and staff recommendation. General discussion among Council, staff, and Lori Murphy the Director of Environmental Health for the Williamson County Cities and Health District (WCCHD) regarding: allowing for the City to cover the costs of permits for vendors during the Red Poppy Festival and Blazing Beer Crawl events; support of the City coming into compliance; clarification on application to food trucks; food handling training versus food manager training; no current exemptions to the food manager requirement; how this applies to the Texas state code and the City is now coming up to date with that; and how often this portion of the Code should be reviewed.
