Tuesday, June 6, 2023
The Georgetown City Council met on Tuesday, June 6, 2023, at 12:00 PM at Council and Court
Building, 510 W. 9th Street.

Council Work Session on Residential Development
The following Members were in attendance: Josh Schroeder, Amanda Parr, Shawn Hood, Mike Triggs,
Kevin Pitts, Jake French, Ron Garland, and Ben Stewart
1. Policy Development and Discussion - Workshop
1.A City Council Work Session on Multi -Family Residential Development
Presentation and discussion on multi -family residential development.
This is a work session of the City Council. No formal action will be taken at this meeting.
Staff present: David Morgan, City Manager; Sofia Nelson, Planning Director; Laurie Brewer,
Assistant City Manager; Wayne Nero, Assistant City Manager; Nick Woolery, Assistant City
Manager; Skye Masson, City Attorney; Travis Baird, Assistant Planning Director; Cesar
Acosta, Neighborhood Housing Program Manager; Ryan Clark, Senior Planner; Zane Brown,
Planner; Jessica Clarke, Assistant to the City Manager; and Robyn Densmore, City Secretary
Mayor Schroeder Called to order at 12:35 p.m.
Staff reviewed the following topics: overview of properties zoned multi -family; 2030
Comprehensive Plan guidance; development standards for Multi -Family zonings for both MF-1
and MF-2; University Townhomes located at 1211 Haven Lane; Retreat at Wolf Ranch located
at 1212 Wolf Ranch Parkway; Carroll at Rivery located at 800 Wolf Ranch Parkway; Summit
Lofts located at 1450 Rivery Blvd; Summit West located at 1515 Rivery Blvd; Berry Springs aka
Troop Tract located at Inner Loop at FM971; and 3rd Street and Rock multi -family. Staff then
reviewed properties zoned multi -family and included unit estimates as follows: 7,234 units
entitled with no further development applications, based on acreage and maximum density
allowed per zoning district; 3,500 potential units under construction where the site plan has
been approved; 3,074 potential units entitled and under site plan review; 10,585 potential units
already developed; and 2,421 potential units entitled with a preliminary plat only. Staff reviewed
workforce/affordable housing requests and provided statistics on the City's current median
income of $79,601, and how many households fall into different income categories as follows:
5,145 households (17%) in the extremely low, 2,703 households (8.9%) in the very low, 6,422
households (21.3%) in the low, 9,798 households (32.4%) in the moderate, and 6,138+
households (20.3%) in the above moderate income categories. Staff the notes the Housing Tax
Credit Program, Workforce Housing Standards Program, and Home Repair Programs that are
available as resources and the needed guidance on target population, location priorities and
incentive priorities.
General discussion among staff and Council covered the following themes: rent rates for
different products; ground floor retail and associated best practices; street width with rear
loading can lead to no space for guests to park; issues in Saddlecreek with surprise multi -family
coming in after residential due to PUD; concerns about multi -family in ETJ with legislative
changes; need better affordable housing standards; multi -family with structured parking feels like
responsible development; how the City's multi -family units compare to nearby communities;
good to keep multi -family in community and regional centers; occupancy rates for multi -family;
how many multi -family units are for purchase; how to get more housing in historic district;
connectivity; diversity of housing types; how to maintain high design standards; Rivery style of
development is preferred if it will be a dense development; smaller pockets of multi -family under
100 units could be good; homeowners are responsible for knowing if multi -family units are
coming near their neighborhood; reach for a diverse product from rentals to single-family; does
the City have too much multi -family development; increase setbacks/reduce height next to
single-family developments; no current policy for build- for -rent communities; define what
numbers equal too much for a particular type of development; possible policy around how much
of each type of development is needed; concentration and issue especially along Westinghouse
Road; regional center is good location for multi- family; worry about impacts of multi -family on
infrastructure and if they are paying their fair share; mixed use with high standards is preferred;
future problems with development in the ETJ; lots of employers are coming and their employees
will need somewhere to live; connectivity can create security problems; consider a percentage of
multi -family units based on population for a potential future policy; concerns with current
systems used to put tax credit developments in place; affordability is often market driven; home
repair program works well; are there developers who can meet certain affordability goals without
tax credits; and establish clear and high standards up front when meeting with developers.
Mayor Schroeder left the meeting at 2:15 p.m.
Mayor Pro Tern Pitts adjourned the meeting at 2:37 p.m.
No formal action was taken at this meeting.
2. Executive Session
In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas
Codes, Annotated, the items listed below will be discussed in closed session and are subject to
action in the regular session.
