HomeMy WebLinkAboutMIN 05.16.2023 CC-SMinutes of the City Council City of Georgetown, Texas Tuesday, May 16, 2023 The Georgetown City Council met on Tuesday, May 16, 2023, at 11:30 AM at Council and Court Building, 510 W. 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). This is a special called meeting of the Georgetown City Council to canvass the May 6, 2023, election results, swear in newly reelected Council members, and discuss bills currently working their way through the Texas Legislature. The following Members were in attendance: Josh Schroeder, Amanda Parr, Shawn Hood, Mike Triggs, Kevin Pitts, Jake French, Ron Garland, Ben Stewart Agenda Notice 1. Regular Session 1.a Canvassing Results of the May 6, 2023 General Election Consideration and possible action to approve a Resolution canvassing the votes of the May 6, 2023, General Election, declaring the results to be official -- Robyn Densmore, City Secretary Densmore reviewed the final tabulation of the results of the General Election held May 6, 2023, from the Williamson County Elections office. The final results were: FOR MAYOR Jonathan Dade 898 14.38% Josh Schroeder 5,348 85.62% Total Votes: 6,246 100.00% FOR COUNCIL MEMBER, DISTRICT 2 Shawn Hood 576 100.00% FOR COUNCIL MEMBER, DISTRICT 6 Jake French 280 100.00% Densmore read the Resolution caption. Motion Approved: 7- 0 Voting For: Amanda Parr, Shawn Hood, Mike Triggs, Kevin Pitts, Jake French, Ron Garland, Ben Stewart Voting Against: None 1.i Swearing In of Mayor Pro Tem - 05.2023 Swearing in of Mayor Pro Tem -- Robyn Densmore, City Secretary II J Comments from Mayor Pro Tem - 05.2023 Comments from incoming Mayor Pro Tem -- Mayor Josh Schroeder 1.k Legislative Update and Impact Assessment Legislative Update & Impact Assessment -- Ariel Traub, Intergovernmental Relations Manager Traub presented on House Bill 2127; Senate Bill 1787; Shot Clock Bills SB494, HB 866, HB14, and SB 1786; Public Facility Corporation (PFC) Bills HB2402, HB2071, and SB 805; and Senate Bill 2038. Skye Masson, City Attorney presented on the implications of SB2038 related to how long-term planning for residents of Texas is undetermined, uncertainty regarding platting authority in the ETJ, impacts on water quality, and industrial uses near City limits. David Morgan, City Manager presented and reviewed the 88th Legislative Session Impact to long range planning; current makeup of the City's ETJ; Wastewater Collection Capital Improvement Plan (CIP); wastewater 10-year CIP; and the Future Land Use Plan and Mobility Plan. Mayor Schroeder provided comments and noted the need for citizens to advocated for their cities at the State level; how laws could change allowed density; issues with PFCs; how SB2038 will impact the City negatively; and how the Council continues to communicate with citizens in the ETJ. French provided comments and noted the direct accountability of councilmembers to citizens versus State officials; and how the Council works to represent the wants of the citizens of Georgetown. Parr provided comments and noted how the Council is trying to plan based on feedback from the citizens and this legislation will make that harder to do. Hood provided comments and noted his goal to keep the City safe, address the need for quality roads, and keeping Georgetown a quality place; and the needed support from citizens. Pitts provided comments and noted how the State is impeding the City's efforts to plan; developments will drive the future of the City more than citizens; and how the State continues to strip away the rights of cities. Garland provided comments and noted how the City will have to obey the law, but these changes will disrupt order in the community; if the county will be properly staffed to handle applications that they will now have to review; and the the increased density that will be allowed. Triggs provided comments and noted how the City can mitigate the problems that can happen; and if the City can regulate prices of services. Morgan responded that costs could be addressed via Council policy. Mayor Schroeder noted that there is a group trying to organize on the southeast side of town to build apartments and are seeking their own wastewater service and build as many apartments as possible, and they will have to go to the Public Utility Commission to do so. Triggs continued and noted that the City will try to mitigate as best as possible and will deal with the hand the City is dealt. Stewart provided comments and noted the continued overreach of the State; how District 7 has a large border with the ETJ; and how this action would restrict the City's abilities. Pitts asked about ESD 8, and its associated service areas and staff noted that if property was pulled out of the ETJ it would still be served by the ESD. French noted that the City has been very proactive during this legislation. Morgan noted efforts done by the City this session. Parr asked staff how citizens can reach out to State elected officials and other ways to reach out to elected officials. Traub explained how citizens can call the governor's office for this specific bill or go to capita l.texas.gov to reach elected officials for other bills. Mayor Schroeder stated that the City will fight this legislation and for the best interest of the citizens and the Council understands that they are blessed to be living in Georgetown.
