Regular Session 1.A Call the meeting to order -- Chad Holz, Parks and Recreation Advisory Board Chair The meeting was called to order by Chad Holz at 6:02 pm. 1.13 Roll call -- Chad Holz, Parks and Recreation Advisory Board Chair Chad Holz, Brazos Fielder, Keith Fruge, Peter Bahrs, Katherine Kainer, Jolene Melancon Lindsay Cooper — Absent Kimberly Garrett, Eric Nuner, Traci Stengle, Jill Kellum 1.0 Consideration and possible action to approve minutes from the September 8, 2022 Parks and Recreation Advisory Board meeting -- Jill Kellum, Administrative Supervisor Motion made by Keith Fruge second by Jolene Melancon to approve minutes from the September 8, 2022 Parks and Recreation Advisory Board meeting. Approved 6-0-1 1.D Parks and Recreation Department staff member introduction and presentation -- Kimberly Garrett, Parks and Recreation Director Kimberly Garrett introduced Traci Stengle, Parks and Recreation Manager. Traci Stengle has been with the City of Georgetown in the Parks and Recreation department for 23 years. She stated she is new in this position just recently promoted. Goals are to be more efficient and get caught up and to be more proactive with the park operations and parks maintenance. She stated they implemented a work order system. They are utilizing a new scheduling software and looking at those schedules to be more efficient. Traci Stengle stated with the new Masterplan and Cost Recovery Policy and those are playing a big part of what they are doing and accomplishing. Traci Stengle stated she is getting to know the staff and what challenges they have. She stated they are working on the NRPA parks metrics and budget to forecast the CIP for budget and working on program codes to identify operational expenses and track that through the city's financial system. She stated they are working on their Performance Metrics on the parks side and find data that is meaningful to tell their story better. Kimberly Garrett stated she is over the Garey Park operations and has come from the recreation side. Eric Nuner stated she brings a new perspective from the recreation side and where customer service is important, and it is an opportunity to get the parks staff focused on how important that is. Traci Stengle stated she is trying to blend the parks and recreation culture. It was asked if there are enough employees on the parks side. Traci stated currently the department is short staffed and there have been promotions within and filling those positions. She also stated they are having a hard time finding qualified applicants. It was asked if the department gets much feedback from the public. Traci Stengle a lot of her time is responding to the public. It was asked what the biggest concern. She stated the dog park, and vandalism in the restrooms with the unsheltered. She is working with the police department and the victim's assistant coordinator to make contact and try to notify individuals and ask them to be respectful of the property. Staff is seeing a lot more trash and it is time consuming. Eric Nuner stated a complaint now is there are too many leaves. Traci Stengle said that staff come in at 5:30 am to blow leaves from the downtown and the street sweeper comes in and sweeps it. Traci Stengle stated the Turf Tank is coming in next week. It is a robotic line painter for the fields and is programmed with GPS. 1.E Update from the Friends of Georgetown Parks and Recreation -- Peter Bahrs, Parks and Recreation Advisory Boardmember Liaison Peter Bahrs stated they announced the bands for the Two Step Inn Concert. The Friends are working on a new logo. It was asked what the group will do with the money they will receive. Kimberly Garrett stated they want to institute a real scholarship program that they can publicize. 1.F Update on capital projects -- Eric Nuner, Parks and Recreation Assistant Director Eric Nuner reviewed the projects. On the trail, January 51h is the ribbon cutting on the trail at 3 pm. 1.G Director report -- Kimberly Garrett, Parks and Recreation Director Kimberly Garrett reviewed the director report. 1.H Rec Center Feasibility Study RFQ review Consideration and possible action to select two parks board members to assist in the selection of the consultant to perform the Rec Center Feasibility Study. Kimberly Garrett stated in the masterplan was recommendation for a feasibility study be done for the rec center. City Council did give money in this year's budget for the study. The Request for Qualifications was sent out yesterday. As part of that review process, it was told to council that the Parks and Recreation Advisory Board would be part of the advisory committee and going forward in helping select the consultant and the public engagement process. There will be a team of 5 people to review the applications and select the consultant. There will be 3 staff and are looking for parks and recreation advisory board to have 2 people represented. January 61h is the deadline for selection. She stated there is a time commitment for this and it will be on tight timeline. It will go to Council on January 24th so Council will have time to decide if they want to go for a bond in December. Chad Holz and Jolene Melancon volunteered to be on the committee. Motion made by Peter Bahrs, second by Keith Fruge to appoint Chad Holz and Jolene Melancon to assist in the selection of the consultant to perform the Rec Center Feasibility Study. Approved 6-0-1 Adjournment Motion made by Katherine Kainer, second by Keith Fruge to adjourn the meeting.
