A Call to Order - Chad Holz, Parks and Recreation Advisory Board Chair
Chad Holz was absent for the meeting. The meeting was called to order by Keith Fruge at 6:00
p.m.

Motion made by Peter Bahrs, seconded by Keith Fruge to approve minutes from the June 9,
2022 meeting.

D Parks and Recreation staff member introduction and presentation - Kimberly Garrett,
Parks and Recreation Director
Kimberly Garrett introduced Charles Logan, Aquatics Supervisor. Charles Logan started with
the City of Georgetown March 2022. Charles Logan grew up in Pharr, Texas and stated he
started on the swim team as a child and worked as a lifeguard for 8 years starting in high
school. He worked in several parks and recreation departments and universities and stated his
heart is in Parks and Recreation. Charles Logan stated he has grand visions for aquatics for
Georgetown and has some suggestions for improvements.
Jolene Melancon asked about the lifeguard shortage and how to get youth excited again to be a
lifeguard. Charles Logan stated he believes in developing a culture and the kids you have love
working for you and it's hard to compete with the pay in Austin, Round Rock, and Pflugerville.
He stated it's not all about money and he would like to implement recognition, awards, and
team building. He stated we will continue to scramble because it is hard in this market. Brazos
Fielder asked about recent stories and the dangers of splashpads with certain bacteria. Charles
Logan stated its about proper sanitation and filtering. He stated they are working on a built in
redundancy plan and having a backup if something goes down. Keith Fruge asked if the city
has any say with the HOA's splashpads. Charles Logan stated they do not, and issues would be
handled by the county or the health department.
E Update and Presentation from the Georgetown Trails Foundation - Kimberly Garrett,
Parks and Recreation Director
Cove McCormick and Brazos Fielder with the Georgetown Trails Foundation stated they are
here to give a progress report. Kimberly Garrett stated they came to the board last November
and were given a parkland maintenance agreement. Cove McCormick stated there are 7 people
on the board and there are 4 — 5 that are actively working on the trail. They have been building
trails since October and there are about 5 miles completed. Their vision is to get about 30 miles
of natural surface trails inside the city limits. They are on Southwestern's land development
committee agenda for approval to build trails on Southwestern. Cove McCormick stated they
are working on Trail Building, Fundraising and Grants. He stated different groups are using the
trail; fly fishers to get around, trail runners and walkers as well as bikes. They are having build
days and have 5 — 30 people help. They did group rides every Thursday in July and August
and averaged 30 people a ride. He explained the difference between machine -built trails and
hand -built trails. A mile of trail with machine tools can do a mile of trail in a couple days where
hand tool trails will take 2 - 3 months with a lot of people. Cove McCormick showed the costs
involved with machine -built trails with experienced operators. He stated the Georgetown Trail
Foundations has donated to date about $200,000. Brazos Fielder stated that is the value they
have given the community based upon how much it would cost to have this built. It was asked
how wide a machine -built trail would build and Cove McCormick stated it would be about 36".
Brazos Fielder explained that a skilled machine operator can fill in the trail and when spring
comes around the vegetation goes up and then comes back in at about 18" wide. Keith Fruge
stated that there are soft borders and Brazos Fielder agreed and stated skilled operators know
how to do that with machines. Cove McCormick stated they felt they could get 6 — 7 miles of
trail done a year. He stated with the recent rainstorms they are understanding the maintenance
better. They want to be able to keep the trails they have built open and want people to be on
them. Brazos Fielder stated they want them to be high quality all the time. Peter Bahrs asked if
they were getting rid of rock on the trail. Cove McCormick stated they want the mileage in
town to be very accessible, to be novice to beginner trails so they are moving a lot of boulders.
They showed their property behind Tractor Supply around to behind HEB to HWY 29. They
are currently working at Chautauqua Park and are building above Pickett Trail. The trail is
located on the interactive city map.
F Update from the Friends of Georgetown Parks and Recreation - Peter Bahrs, Parks and
Recreation Advisory Boardmember Liaison
Peter Bahrs stated they had a few meetings since the last Parks Board meeting. He stated the C3
music festival is coming to town and the Friends Group is the contract holder for it and the
details for that are confidential. The Friends Group will receive a guaranteed amount of
revenue over multiple years. He stated the festival will be in San Gabriel Park and there is a
separate contract with the city. They are talking about who can have vendors at the event. The
event will be April 15 and 16, 2023.

I Discussion to set date and time for the Parks and Recreation Advisory Board Annual
Parks Tour - Kimberly Garrett, Parks and Recreation Director
Kimberly Garrett recommended meeting on Thursday, October 2011, at 4 p.m. for the parks tour.
J Consideration and possible action to recommend approval of the Ragsdale Ranch
MUD parkland proposal -- Kimberly Garrett, Parks and Recreation Director
Kimberly Garrett explained the proposal as indicated in the item summary below:
Ragsdale Ranch is a proposed MUD in the ETJ. The concept was presented to City Council on
August 23rd. City Staff were directed to continue to work with the applicant in all areas of the
project. There are 1,161 SF lots proposed. The required parkland dedication is 14.5 acres. They
are proposing 17.1 acres of parks which would be open to the public with non exclusive
amenities. Since this is an ETJ MUD, the parks would be owned by the HOA but open to the
public. In addition, all maintenance would be done by the HOA. The proposed parks would be
eligible for private park credit. Staff is requesting the parks board approve a 75% parkland
dedication credit for the parkland that is open to the public with non exclusive amenities. The
developer would pay 25% of the required fees for exceeding the parkland and improvement
requirement. This deviation from the parkland dedication code is allowed due to the MUD
agreements. The contribution to the regional park fund is calculated as follows: 25% fee would
be calculated on 1161/4=290.25 units 290.25 units * $1000 = $290,250 - development fee 290.25
units * $650 = $188,662.50 — parkland dedication fee Total is $478,912.50 to go towards the
regional park fund. Staff is supportive of the park proposal and the 25% contribution to the
regional park fund.
Motion made by Brazos Fielder, seconded by Jolene Melancon to recommend approval of the
Ragsdale Ranch MUD parkland proposal.
