HomeMy WebLinkAboutMinutes HARC 10.27.2022Minutes of the Historic and Architectural Review Commission City of Georgetown, Texas Thursday, October 27, 2022 The Georgetown Historic and Architectural Review Commission met on Thursday, October 27, 2022 at 6:00 PM at Council and Court Building, 510 W 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). The following Members were in attendance: Present were: Lawrence Romero, Linda C Burns, Michael J Walton, Pierce P Macguire, Alton Martin, Jennifer Powell, William J Harris Chair Walton attended this meeting; however, he was acting as an applicant for Item 1.13. He was not present on the dais and did not vote on any items on this agenda. 1. Regular Session 1.A Meeting Minutes Consideration and possible action to approve the minutes from the October 13, 2022, regular HARC meeting. - Jessica Lemanski, Planning Specialist Jessica Lemanski stated that the attendance portion of the posted minutes includes previous HARC Commissioners that were not present at the meeting, including Arthur Brown, Pam Mitchell, Josh Schroeder, Amanda Parr, Terri Asendorf Hyde, Catherine Morales, Faustine E Curry, Steve Johnson, and Robert McCabe. The minutes have been corrected to reflect the accurate attendance. Moved by Lawrence Romero; seconded by Jennifer Powell to Approve the amended minutes. Motion Approved: 6- 0 Voting For: Lawrence Romero, Linda C Burns, Pierce P Macguire, Alton Martin, Jennifer Powell, William J Harris Voting Against: None 1.13 2022-49-COA - 224 E. 8th Street Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) new signage that is inconsistent with the applicable guidelines for the property located at 224 E. 8th Street, bearing the legal description of 0.3306 acres, being Lots 1 & 2, Block 9, Glasscock Addition (2022-49-COA) — Maddison O'Kelley, Preservation and Redevelopment Manager Maddison O'Kelley presented the staff report. Michael Walton, Applicant, approached the podium to address the Commission and noted that all of the design guideline criteria were met except for one, which was not compliant in order to assist in the visibility of the sign from downtown. Vice -Chair Burns asked what the typical width is for a sidewalk. O'Kelley established that sidewalks in the historic district range in size, but commercial sidewalks have a minimum of 6 feet. O'Kelley noted that this sidewalk is unusually small compared to others downtown. Commissioner Romero asked if the sign will be lit in the future. Walton established that the sign itself will not be illuminated, but they may put some lights on the outside to the building to aid in safety. Commissioner Powell commented that the sign, paired with the size of the structure and its unique location, all add to the character. The sign is not overwhelming, but is still visible. Vice Chair Burns opened and closed the Public Hearing with no speakers coming forth. Moved by Pierce P Macguire; seconded by William J Harris to Approve as presented. Motion Approved: 6- 0 Voting For: Lawrence Romero, Linda C Burns, Pierce P Macguire, Alton Martin, Jennifer Powell, William J Harris Voting Against: None l.0 Staff Report Updates, Commissioner questions, and comments -- Sofia Nelson, Planning Director There were no updates for the Commission at this time. Public Wishing to Address the Board On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to speak when the Board considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form and be present at the meeting. On a subject not posted on the agenda: A request must be received by the Advisory Board or Commission Liaison prior to the day the agenda for this mee ng is posted.
