Legislative Regular Agenda D Consideration and possible action to disapprove for the reasons set forth in the item an application for a Preliminary Plat, consisting of approximately 39.51 acres in the William Roberts Survey, Abstract 524, generally located at 3103 Shell Rd to be known as Hope Ranch (2021-11-PP) -- Michael Patroski, Planner Commissioner Stanley recused from this item and left the dais at 6:05pm. Staff report by Munk. Staff request the motion be changed to approval as the applicant has satisfied the outstanding comments. Motion to approve Item D (2021-11-PP) by Commissioner Haynie. Second by Commissioner Heintzmann. Approved 4-0. Commissioner Stanley returned to the dais at 6:07pm. O Consideration and possible action to approve with conditions an application for a Minor Plat, consisting of approximately 16.737 acres in the Burrell Eaves Survey, Abstract No. 216, generally located at 2201 SH 195 to be known as Alta Berry Creek Multifamily (2021-27-FP) -- Michael Patroski, Planner Staff report by Baird. Staff do not request a change in action, but as seeking to add an additional note related to utility easements. Motion to approve Item O (2021-27-FP) by Commissioner Heintzmann. Second by Commissioner Noble. Approved 5-0. AF Presentation and discussion regarding the draft Parks and Recreation Masterplan — Kimberly Garrett, Parks and Recreation Director Staff report by Waggoner and Garrett. The City Council approved a contract with GreenPlay, LLC, on March 23, 2021 to update the Parks and Recreation Master Plan and to create a Cost Recovery Plan and Policy. Assisting GreenPlay with the project are the following sub contractors: Covey Planning and Landscape Architecture, Georgetown, TX; BRS Architecture; RRC Associates; and Bang the Table Online Planning & Zoning Commission Minutes Page 5 of 8 January 4, 2022 Engagement. The project team also includes members of staff and Katherine Kainer, Parks and Recreation Board Chair and Chad Holz, Parks and Recreation Board Vice Chair. The project kicked off in April 2021 followed by a series of stakeholder and public engagement sessions and a community survey. The consultants were also onsite in May to do an inventory analysis of our current park system. A findings presentation was held on August 25, 2021. Early in the project, a website was created to keep the public informed and to house information related to the process including a way to sign up for updates and the schedule. The project website is gtxparkplan.com. This presentation will provide an update on the project including the process, key findings, the role of this Plan as an element of the 2030 Comprehensive Plan, and next steps in the adoption process. Attached is a rough draft report for review of contents and typos only, not formatting issues. Final formatting will include photographs and an executive summary. Chapters 1-4 provide an overview of the purpose of the Plan, the planning process including community engagement activities, existing conditions including demographic information, as well as an inventory of the current facilities and programs. Chapters 5 provides a summary of the key issues resulting from public input and level of service analysis. Chapter 6 includes the key recommendations and action plans including costs estimates and priorities. A final presentation to city Council is scheduled for January 25, 2022. The Planning and Zoning Commission will have a Public Hearing on January 18, 2022. AG Public Hearing and possible action on a request for a Zoning Map Amendment to rezone 35.00 acres out of the David Wright Survey, Abstract 13 from the Planned Unit Development (PUD) zoning district with a base district of Local Commercial (C-1) to the Public Facility (PF) zoning district, for the property generally located at 5001 Airport Road (2021-30-REZ), Ryan Clark, Planner Report by Clark. The applicant is requesting to rezone the property generally located at 5001 Airport Road in order to allow for the development of a High School and Day Care use with the standards of the Public Facility zoning district rather than the existing standards set by PUD Ordinance 2008-05 per the Letter of Intent. The subject property is located along Airport Road and approximately half a mile west from IH 35. It is currently undeveloped. The subject property does not have any distinct man-made or natural features. It is mostly clear with sparse vegetation and is relatively flat in grade. The subject property has a Future Land Use designation of Employment Center and Mixed -Density Neighborhood and is currently zoned Planned Unit Development (PUD) zoning district with a base district of Local Commercial. The subject property has never been platted and was annexed into the City in 2006. It was given the default base zoning of Agriculture (AG) which it possessed until 2008 when it was rezoned as part of the Three Forks Planned Unit Development, with a base zoning of Local Commercial (C-1). The property currently has a Site Development Plan application with a proposed use of High School and a Commercial Day Care. AH Public Hearing and possible action on a request for a Zoning Map Amendment to rezone 1.371 acres out of a 15.933 acre parcel in the B.C. Low Survey, Abstract 385, from the Business Park (BP) zoning district to the Local Commercial (C-1) zoning district, for the property generally located at 1300 Westinghouse Road (2021-31-REZ). Ryan Clark, Planner Report by Clark. The applicant is requesting to rezoning the subject property from the Business Park (BP) zoning district to the Local Commercial (C-1) zoning district. Per their Letter of Intent, the applicant seeks to rezone the property to C-1 to allow for a retail use with a building over 2,500 square feet. The subject property is located on the southern frontage of Westinghouse Road, a little over half a mile east of North Mays Street and approximately 0.75 miles west of FM 1460. The property is currently undeveloped. The subject property is flat in grade and does not have any notable vegetation. There are not any manmade improvements. The subject property sits near the edge of a Mixed -Density Neighborhood FLU area that borders a Regional Center. To the north, east, and south are residential uses of varying density and product types, with the areas to the west slowly developing as a regional center with numerous undeveloped properties. The subject property was annexed into the City in 2011 with the default base zoning of Agriculture (AG). In 2018, the property was rezoned to Business Park (BP). The property has not been platted. Chair Perthuis opened and closed the Public Hearing as no one signed up to speak. Motion to recommend approval of Item AH (2021-31-REZ) by Commissioner Noble. Second by Commissioner Haynie. Approved 5-0. Al Public Hearing and possible action on a request for a Zoning Map Amendment to rezone 6.050 acre tract of land situated in the David Wright Survey, Abstract No. 13 and the John Berry Survey, Abstract No 51, 8.400 acre tract of land situated in the David Wright Survey, Abstract No 13, and 5,901 square feet out of the Lewis J. Dychess Survey, abstract No. 180, from the Agricultural (AG) zoning district to the General Commercial (C-3) zoning district, for the property generally located south of the IH-35 and SH 130 intersection. The applicant is requesting to rezone three tracts of land totaling 16.2 acres from Agriculture (AG) to General Commercial (C-3). The property is located adjacent to IH-35 and SH-130 Toll and is currently undeveloped containing no existing structures. The subject property is predominantly flat with minimal tree coverage. There are no physical or natural features on the site that would inhibit development for industrial uses as allowed for by the zoning district. The subject property has a Regional Centers Land Use designation and is currently zoned Agriculture (AG) and is located within the Gateway Overlay District, specifically the Highway Gateway. The subject property is located at the IH-35 and SH 130 intersection. The only adjacent developable land is the Titan Development (Ord 2021-58) to the south. The base zoning of this development is Business Park (BP). The subject property was annexed into the City of Georgetown on December 29, 2006 (Ord. 2006-120). When annexed, the subject property was given the base zoning district Agriculture (AG), which is Planning & Zoning Commission Minutes Page 7 of 8 January 4, 2022 the default initial zoning upon annexation. In June of 2021, 8.4 acres of the subject property proposed a zoning map amendment from Agriculture (AG) to Industrial (IN) (2021-9-REZ). This project was withdrawn by the applicant. This is the first rezoning request of the entire 16.2-acre area. Chair Perthuis opened and closed the Public Hearing as no one signed up to speak.
