Chair Perthuis recused from Item AO. Chair Perthuis pulled these items from the Consent Agenda and moved them to the Legislative Regular Agenda. Chair Perthuis also commented that the 8/17 PZ minutes need to be revised. The caption for Item BG needs to be updated. Public Hearing and possible action on a request for a Zoning Map Amendment to rezone 2.3832 acres in the David Wright Survey, Abstract No. 13, from the Agriculture (AG) zoning district to the Local Commercial (C-1) zoning district, for the property generally located at 4230 & 4236 Williams Drive (2021-17-REZ). The applicant’s letter of intent states the proposed rezoning will bring the subject property into conformance with the way it has been used, for the last 25 years, as a retail store and professional office space. The subject property is located on the south side of William’s Drive approximately 0.4-miles east of DB Woods Road. Several small buildings make a small complex housing small businesses including boutique stores, a florist, and office space. The subject property was annexed into the city as part of an involuntary annexation in 2005 (Ordinance No. 2005-94) and was zoned Agriculture (AG) alongside the adjacent properties. The applicant has used the property in its current manner since they purchased it in 1996. Chair Perthuis opened and closed the Public Hearing as no one signed up to speak. Motion to approve Item BD (2021-17-REZ) by Commissioner Stanley. Second by Commissioner Noble. Approved 7-0. BE. Public Hearing and possible action on a request for a Zoning Map Amendment to rezone Lot 5, Block M, South San Gabriel Urban Renewal Addition, from the General Commercial (C-3) zoning district to the Residential Single Family (RS) zoning district, for the property generally located at 704 Martin Luther King Jr. Street (2021-19-REZ). The applicant is requesting to rezone the subject property from the current General Commercial (C-3) zoning district to the Residential Single Family (RS) zoning district so that the property might be used in the future as a single-family residence. The property is currently used as a law office, and the structure in which the law office is located is a single-family residential structure. Public Hearing and possible action on a request for a Zoning Map Amendment to rezone three (3) tracts of land described as 43.012-acre tract of land situated in the William Roberts Survey, Abstract No. 524, a 24.312-acre tract of land situated in the William Roberts Survey, Abstract No. 524, and a 157.551-acre tract of land situated in the William Roberts Survey, Abstract No. 524, from the Agriculture (AG) zoning district to the General Commercial (GC), Multi-Family 2 (MF-2), and Industrial (IN) zoning districts, for the properties generally located at 4801, 4805, and 5401 IH-35 North (2021-14-REZ). -- Sofia Nelson, Planning Director Staff report by Nelson. The applicant is requesting rezoning of the subject property consisting of a total of 224.875 acres currently zoned as Agriculture (AG) to High Density Multi-Family (MF-2) a total of 18.874 acres, General Commercial (C-3) a total of 42.398 acres, and Industrial (IN) a total of 163.433 acres. The property is currently undeveloped. The property is located near the intersection of IH-35 and SH-195 and remains predominantly vacant except for three single-family residences and several small accessory structures. Chair Heintzmann opened and closed the Public Hearing as no one signed up to speak. Motion to approve Item BF (2021-14-REZ) by Commissioner Warren. Second by Commissioner Stanley.
