Regular Session (This Regular Session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. Discussion on how the Historic and Architectural Review Commission virtual conference will be conducted, to include options for public comments and how the public may address the Commission. - Sofia Nelson, Planning Director B. The Historic and Architectural Review Commission, appointed by the Mayor and the City Council, is responsible for hearing and taking final action on applications, by issuing Certificates of Appropriateness based upon the City Council adopted Downtown Design Guidelines and Unified Development Code. Welcome and Meeting Procedures: - Staff Presentation - Applicant Presentation (Limited to ten minutes unless stated otherwise by the Commission.) - Questions from Commission to Staff and Applicant - Comments from Citizens* - Applicant Response - Commission Deliberative Process - Commission Action *Once staff and the applicant have addressed questions from the Commissioners, the Chair of the Commission will open the public hearing. If a member of the public would like to provide comments on the agenda item under discussion, the chair will ask if anyone would like to speak. To speak, please identify yourself by either entering your name, address and item number on the Q/A chat on your screen. When your name is called you will have up to 3 minutes. A speaker may allot their time to another speaker for a maximum of 6 minutes. If a Historic and Architectural Review Commission Page 1 of 4 Meeting: April 22, 2021 member of the public wished to allot their time to another speaker, they may do so when their name is called by the Chair. Please remember that all comments and questions must be addressed to the Commission, and please be patient while we organize the speakers during the public hearing portion. After everyone who has asked to speak has spoken, the Chair will close the public hearing and provide a few minutes of rebuttal time to the applicant if they so choose. C. Nomination and selection of Vice -chair and Secretary for the 2021-22 year. Motion to nominate Curry as Vice -chair by Walton. Second by Morales. Approved (6-0.) Motion to nominate Hyde as Secretary by Morales. Second by Johnston. Approved (6-0.) D. Discussion and possible action to approve meeting time, date and place for 2021-22 year. Motion to meet at 6pm on the 2nd and Th Thursday of each month by Morales. Second by Hyde. Approved (6-0.) E. Consideration and possible action to appoint a new member to the Historic and Architectural Review Demolition Subcommittee. Motion to appoint Parr and Johnston to the demolition subcommittee. Second by Nunn. Approved (6-0.) F. Consideration and possible action to confirm the bylaws for the Historic and Architectural Review Commission. — Sofia Nelson, CNU-A, Planning Director Motion to change the bylaws to allow 3 commissioners on the demolition subcommittee and 1 alternate commissioner by Morales. Second by Nunn. Approved (6-0.) Motion to recommend to City Council that the bylaws be amended to allow 3 commissioners on the demolition subcommittee and 1 alternate commissioner, and to allow alternate commissioners to serve on the commission for any absent full member by Morales. Second by Nunn. Approved (6-0.) Public Wishing to Address the Board On a subject not posted on the agenda: Persons may add an item to a future Board agenda by filing a written request with the Staff Liaison no later than one week prior to the Board meeting. The request must include the speaker's name and the specific topic to be addressed with sufficient information to inform the board and the public. Consideration and possible action to approve the minutes from the April 8, 2021 regular meeting of the Historic and Architectural Review Commission. - Mirna Garcia, Management Analyst Motion by to approve by Commissioner Johnston. Second by Commissioner Walton. Approved (5-0) with Commissioner Nunn abstained. I. Public Hearing and Possible Action on a request for a Certificate of Appropriateness (COA) for new signage that is inconsistent with an approved Master Sign Plan or applicable guidelines at the property located at 701 E. University Avenue, bearing the legal description 0.31 acres, being the southwest part of Block 2, Snyder Addition. — Britin Bostick, Downtown & Historic Planner Commissioner curry logged -on to the meeting during the staff report. Staff report by Waggoner: The Applicant is requesting HARC approval for an internally illuminated monument sign for the new vet clinic. The sign is located in the front yard of the medium priority historic structure, along University Avenue. The sign is constructed with a concrete base, a 5' x 5' illuminated, double -sided sign panel and an aluminum cabinet. Per Section 10.06.010 of the Unified Development Code monument signs are limited to 5' in height and 48 sq. ft. per side and must be set back 5' from the property line. The applicant, Lee McIntosh, addressed the Commission and was available to answer questions. Chair Parr opened the Public Hearing. Lawrence Romero, 601 Southbound, commented that although the applicant made a mistake, they have good intent and have kept the sign in good repair and it should be allowed. Chair Parr closed the Public Hearing. Motion to approve Item I (2021-12-COA) by Commissioner Nunn. Second by Commissioner Johnston. Approved (7-0.) J. Updates, Commissioner questions, and comments. — Sofia Nelson, Planning Director The neighborhood small area plan contracts have been signed and the steering committee members have been selected. The San Jose neighborhood plan steering committee will meet on Monday 5/3, and the TRG neighborhood plan steering committee will meet on Tuesday 5/4. K. Presentation and discussion of the Downtown and Old Town Design Guidelines Update with a preview of the proposed changes and presentation of next steps and timeline for the project. Bostick provided an update on the design guidelines to the Commission. On Wednesday, April 28, 2021 from 3-4 pm, the Planning Department will host a virtual open house for the Downtown & Old Town Design Guidelines Update. The virtual open house will include an overview of the proposed changes to the Guidelines as well as information on how the community can review the draft and provide comment. Historic and Architectural Review Commission Page 3 of 4 Meeting: April 22, 2021 At this meeting, the Planning staff will provide the Historic & Architectural Review Commission a preview of the proposed revisions involving changes to the format, content and requirements of the Guidelines. Those changes include: • Reducing to the number of chapters to streamline and simplify the document. • New photos and images specific to Georgetown's historic districts. • Descriptions and illustrations of key historic architectural styles in Georgetown. • Additional guidance for both commercial and residential infill construction. • Additional guidance for commercial signage. Staff will also provide the Commission an overview of the steps and timeline remaining in the Update process including the Commission's review and recommendation to the City Council. The virtual open house will be held on Zoom and streamed live on the City of Georgetown Facebook page.
