Chair Perthuis will be recusing from voting on the Consent Agenda due to a conflict regarding Item K (2020-46-FP). McCord commented that the following revisions need to be made to the posted minutes from the last meeting: McCord's question for Item BY needs reflect question of a shared use path not the exit being in the right of way, and the vote for Item BY was missing. Motion to approve the Consent Agenda except for Item W, and with the revisions to the minutes by Commissioner Stanley. Second by Commissioners McCord. Approved (4-0) with Chair Perthuis abstained. Consideration and possible action to approve with the conditions set forth in the item an application for a Site Development Plan Amendment, consisting of approximately 17.569 acres in Lot 6, Block B, of Rivery Park 2 (Amended Block B), generally located at 520 Wolf Ranch Parkway to be known as Villas of Georgetown (2021-13-SDP) — Ryan Clark, Planner Clark explained to the Commission that since the agenda posted, the applicant has paid the necessary fees missing in full, and is recommending full approval. Chair Perthuis opened and closed the Public Hearing as no one signed up to speak. Motion to approve Item W (2021-13-SDP) by Commissioner Warren. Second by Commissioner Haynie. Approved (5-0). AQ. Public Hearing and possible action on a request for a Special Use Permit (SUP) for the fuel sales specific use in the Local Commercial (C-1) zoning district on the property located at 2701 East University Avenue, bearing the legal description of Lot 1, Block 1 of the University Vista Subdivision (2021-1-SUP) -- Ryan Clark, Planner Staff report by Clark. The applicant is requesting a Special Use Permit (SUP) to allow the specific use of fuel sales on the subject property, which is currently zoned Local Commercial (C-1). The fuel sales use proposed will consist of four multi -fuel dispensers, as well as a single retail building with a convenience store and a drive thru restaurant (Exhibit 6, Conceptual Plan) . According to the Applicant's Letter of Intent (Exhibit 5), the proposed fuel sales use will have operating hours of 7:00 a.m. to 11:00 p.m., employ approximately 10 employees, and draw approximately 1,100 customers per day. This property is located at 2701 East University Avenue, adjacent to Georgetown Fire Station No. 7. It is approximately 0.25 miles west of the intersection of East University Avenue and SE Inner Loop, and approximately a mile east of Southwestern University. Chair Perthuis opened and closed the Public Hearing as no one signed up to speak. Motion to approve Item AQ (2021-1-SUP) by Commissioner Warren. Second by Commissioner Haynie. Public Hearing and possible action on a request for a Zoning Map Amendment to zone, upon annexation, a 19.142 tract of land and a 39.595 tract of land to the Residential Single - Family (RS) zoning district, and a 32.899 tract of land to the Residential Low Density (RL) zoning district, all being out of the Isaac Donagan Survey, Abstract No. 178, for the property generally at 3101 and 3701 W. The applicant seeks to incorporate the subject property into the city limits and entitle it for development of single-family residential uses through the Residential Single -Family (RS) zoning district and Residential Low Density (RL) zoning district. The applicant's letter of intent (Exhibit 5) describes their desire to develop the subject property with a mix of housing types consisting of four distinct sizes. The applicant is requesting that a portion of the property to be annexed, approximately 12 acres, be assigned the default zoning designation of Agriculture (AG) as an interim step prior to submitting an application for a Planned Unit Development (PUD) which will also seek to diversify the density of residential uses of the property. The interim zoning designation will be evaluated independently with a future zoning application. The proposed subdivision will connect to Quiet Creek Drive to the east and extend the collector roadway to Highway 29. The subject property is located on the south side of W. SH 29, along the South Fork of the San Gabriel River, just east of Parkside Parkway and west of the Shadow Canyon subdivision (also known as Riverview). The subject property has a Future Land Use designation of Mixed Density Neighborhood and Open Space. There is no zoning designation on the subject property as it is located in the ETJ. The subject property sits on the W. SH 29 corridor which has rapidly developed over roughly the past decade. The vast majority of the development has been single-family subdivisions on the south side of the highway. Small sites are reserved for neighborhood serving commercial sites at the front of many of the large subdivisions such as Shadow Canyon (AKA Riverview), Water Oak North, and Cole Estates. A large commercial site, the Preserve at Water Oak, was recently approved at Parkside Parkway & W SH 29. The applicant, Rachel Shanks, was available to answer questions from the Commission. Motion to approve Item AR (2020-11-ANX) by Commissioner Warren. Second by Commissioner Stanley. Approved (5-0). AS. Public Hearing and possible action on a request for a Zoning Map Amendment to rezone an approximate 34.64-acre tract of land located in the Joseph P. Pulsifer Survey, Abstract 498, from Residential Single -Family (RS), Agriculture (AG) and Planned Unit Develop (PUD) with the base zoning district of General Commercial (C-3), to the Public Facility (PF) zoning district, for the property generally located at 1333 W University Ave (2021-5-REZ) -- Michael Patroski, Planner Staff report by Patroski. The applicant is requesting to rezone the 34.64-acre property to Public Facility (PF). The applicant's letter of intent states that the general intent for the proposed zoning map amendment to provide uniform zoning to facilitate the growth and expansion of the church. The subject property slopes downhill traveling north to south and has moderate tree coverage. The northern 21.71-acres of the subject property has the established First Baptist Church of Georgetown. The church owns the remaining 12.93-acres of the subject property, which is currently. undeveloped. The subject property has a Mixed Density Neighborhood Future Land Use designation and is currently zoned Residential Single -Family (RS), Agriculture (AG) and Planned Unit Development (PUD) with the base zoning district of General Commercial (C-3). The subject property is also part of the Scenic Gateway Overlay. The subject property is located' between W. University Ave and Wolf Ranch Pkwy, east of D B Woods Road. To the east, the subject property is directly adjacent to the multi -family development Bexley Wolf Ranch along Wolf Ranch Parkway and the Bluebonriet Plaza detention pond along W. University Ave. The northern portion 15.4-acres of the subject property was annexed into the city limits in 1995 (Ord 95-23), while the remaining southern portion of the subject property was annexed in 2014 (Ord 2014- 83). In 2018, an estimated 2.93-acres of the subject properties southwest corner was included in the Wolf Ranch Hillwood Planned Unit Development (PUD-2018-005) and given the base zoning district of General Commercial (C-3). The proposed zoning map amendment aims to provide one uniform zoning district to the entire 34.64-acre property. Chair Perthuis opened and closed the Public Hearing as no one signed up to speak. Public Hearing and possible action on a request for a Zoning Map Amendment to rezone 12.355 acres in the David Wright Survey, Abstract No. 13, from the Planned Unit Development (PUD) zoning district with a base district of Local Commercial (C-1) to the Industrial (IN) zoning district, for the property generally located at 5001 Airport Road (2021-7- REZ). The applicant is requesting rezoning of the subject property to the Industrial (IN) zoning district to facilitate development that may include warehouse, distribution limited or commercial uses. The property is expected to be incorporated into the industrial park development to the south of the subject property. The subject property is located east of Airport Road and north of current terminus of Velocity Drive. The property is currently undeveloped. The subject property is generally flat and devoid of significant natural features that would impact development. Based on initial review, there are no natural or unique features on the site that would significantly impact a proposed development. The Future Land Use designation of the property is Mixed Density Neighborhood (MDN) and Employment Center (EC). The subject property is currently zoned Planned Unit Development (PUD) zoning district with a base district of Local Commercial (C-1). This PUD is known as the Three Forks PUD. The general area around the intersection of Airport Road and Halmar Cove and along Velocity Drive is characterized by a variety of industrial uses. On the west side of Airport Road the Georgetown Municipal Airport includes airport operations and leasable hangar space. To the east, between Airport Road and IH- 35, some industrial development exists, but the majority of the property is zoned Industrial (IN) and is under development. Future extension Aviation Drive will connect Airport Road, IH-35, and SH 130 Toll to open up this Industrial (IN) property for further development. The property is proposed to be rezoned to Industrial (IN). The Industrial District (IN) is intended to provide a location for manufacturing and industrial activities that may generate some nuisances. Traffic generation will likely include heavy vehicles, making access to an arterial or freeway necessary. Unless separated by a major roadway, the Industrial District is not appropriate adjacent to any residential uses. The Industrial District is appropriate in areas designated on the Future Land Use Plan as Employment Center (EC).
