HomeMy WebLinkAboutMinutes_ARTAB_07.21.2020Minutes of the Meeting of the Arts and Culture Board City of Georgetown, Texas July 21, 2020 The Arts and Culture Board met on Tuesday, July 21, 2020 at 4:30 p.m. in the Friends Room of the Georgetown Public Library, 402 W. 8th Street. PRESENT: Jane Estes, Sonya Robinson, Susie Flatau, Marissa Palmer, and Sharon Snuffer. Jessica Meurer-Sobhani joined the meeting during Item G. ABSENT: Gaby Shultz STAFF PRESENT: Amanda Still — Arts and Culture Coordinator and Eric P. Lashley — Library Director. MEMBERS OF THE PUBLIC: None Chair Estes called the meeting to order at 4:30 P.M. Regular Agenda A. Citizens wishinq to address the Board. — Jane Estes, Chair. As of the deadline, no persons were signed up to speak on items other than what was posted on the agenda. No action required. B. Announcements regarding arts and culture. — Jane Estes, Chair. Flatau announced the Critters exhibit had ended at Georgetown Art Center and the new exhibit being installed is called Ingrained. She announced Georgetown Art Works has postponed board elections due to the pandemic and their finances are strong with a balance of $48,000. Palmer announced an installation by artists at the San Gabriel Fellowship Unitarian Church. The exhibit is an anti -racist memorial to individuals who lost their lives to police brutality. Estes announced a partnership with Georgetown Public Library for an anti -racism program entitled Confronting Racism: A Community Conversation. The program will feature three books: How to Be an Antiracist by Ibram X. Kendi, The Hate U Give by Angie Thomas, and New Kid by Jerry Craft. There will be a virtual panel discussion on August 31 at 7 p.m. facilitated by Tiffanie Harrison, an equity leader and marketing educator in Round Rock ISD. No action required. C. Consideration and possible to approve draft language for the new operating agreement between the City of Georgetown and Georgetown Art Works for the management of the Georgetown Art Center. — Eric Lashley, Library Director. Lashley noted the agreement with Georgetown Art Works to operate the Georgetown Art Center will expire at the end of August. Lashley explained Georgetown Art Works had operated the Art Center since October 2013 and has done a good job. Lashley hoped to have the completed draft back from the City's Legal department, but the draft was not completed prior to the meeting. Lashley noted the agreement was very similar to past agreements. New reporting requirements will be added to the agreement, but no major changes are proposed. Motion by Robinson, second by Snuffer to recommend City Council approve an updated operating agreement with Georgetown Art Works to operate the Georgetown Art Center. Approved 5-0 (Shultz and Meurer- Sobhani absent). D. Consideration and possible action to approve the final draft of the Georgetown Commercial Mural Guidelines. — Amanda Still, Arts and Culture Coordinator. Still asked if board members had any questions or comments concerning the proposed guidelines. Flatau complimented Still for her work and noted she had incorporated the suggestions given by board members in the past. Motion by Robinson, second by Snuffer to approve the Commercial Mural Guidelines. Approved 5-0 (Shultz and Meurer-Sobhani absent). E. Consideration and possible action to approve the Call to Artists for Design Proposals for the Wag Heaven mural at 205 West 6th St. that will be installed in November as part of the Healing Arts for Veterans Program. — Amanda Still, Arts and Culture Coordinator. Still reviewed the mural project which will be coordinated with the Healing Arts Veterans Program and the Field of Honor in November. Due to the COVID pandemic many events previously scheduled in November have been scaled back. The mural design will feature our K-9 service heroes and the first canine Purple Heart recipient, Nemo A534. The mural will be located at the new Wag Heaven store next to Lark and Owl Booksellers and the Monument Cafe. Board members were very excited about the project. Motion by Robinson, second by Flatau to approve the Call to Artists for Design Proposals for the Wag Heaven mural project. Approved 5-0 (Shultz and Meurer-Sobhani absent). F. Consideration and possible action to approve the grant budget for the Texas Commission on the Arts and National Endowment for the Arts grant funding for the Healing Arts for Veterans Program. — Amanda Still, Arts and Culture Coordinator. Still reported the need for changes in her original grant proposals to TCA and NEA due to the COVID pandemic. She reviewed changes made to the proposed budget and asked the board to approve them in case TCA, NEA, or the City needs documentation proving that changes were reviewed and approved by the Board. Motion by Palmer, second by Snuffer to approve the new grant budget for the TCA and NEA grants for the Healing Arts for Veterans Program. Approved 5-0 (Shultz and Meurer-Sobhani absent). G. Consideration and possible action to approve a process for determining Arts and Culture 2020 Round II grant awards if August board meetings are cancelled due to COVID. — Eric Lashley, Library Director. Still announced the August board meeting will be held virtually and therefore, the board did not need to discuss an alternate process for determining Arts and Culture grants for 2020 Round II. No action taken. H. Consideration of Arts and Culture Coordinator report. — Amanda Still, Arts and Culture Coordinator. Still discussed the City's public art programs, professional development and grants, and future meeting timeline (see attached report). No action required. I. Consideration and possible action regarding future meeting dates. — Jane Estes, Board Chair. The next meeting will be held as regularly scheduled on August 18, 2020 at 4:30 p.m. This will be a virtual meeting.
