Dyches survey, abstract no.171, generally located at the northeast and southeast corners of FM 2338 and Ronald Reagan Blvd, to be known as Parmer Ranch (2019-8-TIA) -- David Munk, PE, and Lua Saluone, Utility Engineering Consent Agenda Item B and Item M were pulled and moved to the Legislative Regular Agenda by Vice -Chair Bargainer. Motion by Commissioner McCord to accept the Consent Agenda as presented, except for Items B and M. Second by Alternate Commissioner Chappell. Approved (6-0) Legislative Regular Agenda B. Consideration and possible action to disapprove for the reasons set forth in the item an application for a Preliminary Plat Amendment, consisting of approximately 29.140 acres in the William Roberts Survey, Abstract No. 524, generally located at 1321 Shell Road, to be known as The Arbors at Georgetown Village (2019-15-PP) -- Chelsea Irby, Senior Planner Commissioner Newman and Vice -Chair Bargainer recused themselves from the dais at 6:18 P.M. Staff report presented by Irby. The submitted Preliminary Plat was reviewed by the applicable City departments. These applications are reviewed to ensure consistency with the development standards of the Unified Development Code (UDC) and other applicable codes. Staff has determined that the request does not comply with the ordinances, rules and regulations identified below: No Preliminary Plat shall be approved without a determination that the plat conforms to the following a) The Plat meets or exceeds the requirements of this Unified Development Code and any applicable local or State laws, b) The Plat is consistent with the City's Comprehensive Plan and any other adopted plans as they relate to: i) The City's current and future streets, sidewalks, alleys, parks, playgrounds, and public utility facilities and ii) The extension of the City of the extension, improvement or widening of its roads, taking into account access to and extension of sewer and water mains and the instrumentalities of public utilities. Any subdivision design and improvement standards adopted by the City pursuant to Texas Local Government Code § 212.002 or § 212.044, governing plats and subdivision of land within Planning & Zoning Commission Minutes Page 4 of 6 December 17, 2019 the City's jurisdiction to promote the health, safety, morals or general welfare of the City and the safe orderly, and healthful development of the City. Commissioner McCord opened and closed the Public Hearing as no one signed up to speak. Motion by Commissioner Albright to disapproved Item B (2019-15-PP) as presented. Second by Alternate Commissioner Patterson. Approved (4-0). Commissioner Newman returned to the dais at 6:21 P.M. M. Consideration and possible action to approve an application for an Amended Site Development Plan, consisting of approximately 44.245 acres being Lot 1, Holt Cat -Subdivision, generally located at 2101 Airport Road to be known as Holt Cat -Georgetown (2019-77-SDP) -- Michael Patroski, Planner Staff report presented by Patroski. The Site Development Plan for Holt Cat -Georgetown was approved on 4/30/2018 (Project SDP-2018-001). This is the first amendment to the approved Site Development Plan. The applicant is proposing a 293 square -foot Fire Pump Building. This will not affect the sites Impervious Coverage. The submitted Site Development Plan was reviewed by the applicable City departments. These applications are reviewed to ensure consistency with the development standards of the Unified Development Code (UDC) and other applicable codes. All technical review comments have been addressed by the Applicant. Staff recommended action for approval. Commissioner McCord opened and closed the Public Hearing as no one signed up to speak. Motion by Alternate Commissioner Chappell to approve Item M (2019-77-SDP) as presented. Second by Commissioner Albright. Approved (5-0). AC. Public Hearing and possible action on a request for a Zoning Map Amendment to rezone approximately 24.00 acres out of the Antonio Flores Addition Survey, Abstract No. 2356, from the Local Commercial (C-1) district to the High -Density Multi -Family (MF-2) district, for the property generally located at the northeast corner of the N Austin Ave and Stadium Drive intersection (2019-9-REZ) -- Michael Patroski, Planner Vice-Cliair Bargainer returned to the dais at 6:24 P.M. Patroski indicated that the applicant requested to move this item to the next P&Z meeting in January. Motion by Commissioner Newman to recommend Item AC (2019-9-REZ) to be moved to the next P&Z meeting. Second by Alternate Commissioner Patterson. Approved (6-0). AD. Presentation and update regarding the Implementation Plan for the 2030 Plan Update -- Nat Waggoner, PMP, AICP, Long Range Planning Manager Waggoner reviewed the purpose of the presentation with the Commission. He presented an Planning & Zoning Commission Minutes Page 5 of 6 December 17, 2019 implementation strategy for the City's 2030 goals and policies. He provided an overview of the 3 strategic initiatives and the implementation approach and tools. He also discussed the key takeaways from the last 2030 Steering Committee meeting. Additionally, Waggoner discussed the next steps to finalize the implementation plan, begin public outreach, and the next meetings (City council, P&Z Workshop, P&Z meeting) for recommendation and adoption. AE. Discussion Items: Updates and Announcements (Sofia Nelson, CNU-A, Planning Director) - Reminder of the January 7, 2020, Planning and Zoning Commission meeting in CC Chambers located at 510 W 91" St, starting at 6:00pm.
