Please note that a quorum of the Parks and Recreation Advisory Board may not all be present at the same physical location. Some members may instead participate in this meeting from one or more remote locations in an effort to advance the public health goal of limiting face to face meetings and to contain the spread of COVID-19. In addition, there may be occasions when the audio transmission may not be clear or may be interrupted. In those instances, the meeting will continue so long as a quorum is still present. With the Governor's Order, all City Buildings are following these procedures: • Masks are recommended • Physical distancing; 6 feet between you and anyone not in your household • Practice good hygiene and wash your hands • If any of these apply, do not visit: known close contact with COVID-19 Person, fever greater or equal to 100.0 degrees Fahrenheit, difficulty breathing or shortness of breath, cough, loss of taste or smell, sore throat, chills, headache, diarrhea or muscle pain. Katy Crossing Trail — Katy Crossing Trail is 100% complete, ADA Trail Reconstruction — Bid documents have been sent to Purchasing and Legal for review. Project will bid once all final reviews have been completed. Golden Bear Park —Documents have been submitted to planning for permitting. Construction will begin once permits have been released. Heritage Gardens (Community Garden) — Staff is researching options for restroom construction and investigating current on -site utilities. Project has been placed on hold. Grace Heritage Plaza — Pavers and planter box have been installed. Next steps are landscape and lighting installation. No change. Show Barn Demolition —Project is complete Tennis Center Pool Demo — Project is currently on hold. Wolf Crossing Trail — Project is currently on hold. San Gabriel Park Phase III — Project is currently on hold. Village PID Park Renovation — Project has bid and was approved for construction by Council on May 121h. Pre -construction meeting was held May 28th. Project is scheduled to begin June 15th. The project duration is 120 days. Parks, Recreation and Open Space Master Update — Draft master plan RFP has been completed. Project is currently on hold. Page 5 of 10 City of Georgetown, Texas Parks and Rec Advisory Board June 17, 2020 SUBJECT: Consideration and possible action to recommend approval of the Parks 5 Year Capital Improvement Plan - Kimberly Garrett, Parks and Recreation Director ITEM SUMMARY Each year the Parks and Recreation Department prepares a 5 year Capital Improvement Plan. A five year plan is prepared for planning purposes but only the first year is approved for finding. City Council approves the final plan based on the funds available and the final debt schedule. Several of our projects that were approved in the FY 2020 were put on hold due to a stagnant bond market. These projects were approved, but there was not funding available. FY2020 CIP Projects • Parks ADA improvements working towards completing the ADA Transition Plan • Develop Heritage Gardens into a true community garden - Neighborhood Park Development* • Design and construct a regional trail expansion along the South San Gabriel River* • Update the Parks Master Plan* • Design Phase 3 of San Gabriel Park improvements* • Tennis Center Pool Demo* * projects on hold FY 2021 CIP Projects • Include all projects put on hold in 2020 • Continue Parks ADA Transition Plan - trail work • Neighborhood Park Development - La Conterra/Westhaven linear park trails The Parks CIP will be presented to City Council for feedback and direction at the June 23th City Council Workshop. A Call to Order - Danelle Houck, Parks and Recreation Advisory Board Chair The meeting was called to order by Danelle Houck at 6:01 pm. B Roll Call - Danelle Houck, Parks and Recreation Advisory Board Chair All 7 members are present: Danelle Houck, Wayne Beyer, Larry Gambone, Jolene Melacon, Jack Flatau, Chad Holz, and Katherine Kainer. Staff present: Kimberly Garrett, Pete Polkinghorn C Welcome new members of the Parks and Recreation Advisory Board - Kimberly Garrett, Parks and Recreation Director Kimberly Garrett introduced herself and welcomed the new members. Each board member introduced themselves. D Discussion to set time and date for the Parks and Recreation Advisory Board tour of parks. - Kimberly Garrett, Parks and Recreation Director The board discussed setting the tour on April 22 at 3:30 pm. E Review and discussion of the Parks and Recreation Advisory Board by-laws and attendance policy for board members. - Kimberly Garrett, Parks and Recreation Director Kimberly Garrett reviewed the board by-laws. F Parks and Recreation staff member introduction and presentation - Kimberly Garrett, Parks and Recreation Director Kimberly Garrett introduced Pete Polkinghorn, Tennis Pro, at the Georgetown Tennis Center. Pete Polkinghorn gave a brief history of the facility and current programs offered. G Update from the Friends of Georgetown Parks and Recreation - Danelle Houck, Parks and Recreation Advisory Board Chair Danelle Houck stated she is the board liaison for the Friends group. She explained the Friends group role, some of their events and how their assistance program works. H Project Updates and Staff Report - Kimberly Garrett, Parks and Recreation Director Page 8 of 10 Kimberly Garrett explained that staff does a 5-year capital improvement program budget. Staff will come to the board in May with that. Kimberly Garrett gave an update on the projects. I City of Georgetown City's Secretary's Office will hold a boards and commissions appreciation on March 25th at 6 pm. - Kimberly Garrett, Parks and Recreation Director Kimberly Garrett stated the appreciation has been postponed. Approved: 7 — 0 K Consideration and possible action to elect the Vice -Chair of the Parks and Recreation Advisory Board - Kimberly Garrett, Parks and Recreation Director Motion made by Chad Holz, second by Katherine Kaine to elect Larry Gambone as the Vice - Chair of the Parks and Recreation Advisory Board. Approved: 7 — 0 L Consideration and possible action to elect the Secretary of the Parks and Recreation Advisory Board - Kimberly Garrett, Parks and Recreation Director Motion made by Larry Gambone, second by Jack Flatau to elect Katherine Kainer as the Secretary of the Parks and Recreation Advisory Board.
