Call to Order: Meeting called to order by Chairperson Ron Bindas at 10:00am Georgetown Transportation Advisory Board may, at any time, recess the Regular Session to Convene an Executive Session at the request of the Chair, a Board Member, The City Manager, Assistant City Manager, General Manager of Utilities, City Council Member, or legal counsel for any purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551, and are subject to action in the Regular Session that follows. B. Introduction of Board Members and Visitors: All board members, visitors, and staff were introduced. C. Industry/CAMPO/TxDOT/Transit Updates: Miller gave updates. Updates included in the packet. Noble asked and Miller responded that the Lyft program ended in June and that there are funds in the budget for another rideshare project, but it has not been established which specific rideshare service will be used. Tony Estes from TxDOT gave presentation which is attached to the minutes. Wright added that the current proposed option is the best option available for traffic congestion in the area. D. Airport Monthly Update: Joseph Carney gave updates. All updates included in the packet. Brashear asked and Carney responded that there was a typo error in an article about the airport and that they have been in touch with the reporter about publishing a correction. Citizens Wishing to Address the Board: The following people with the Airport Concerned Citizens (ACC) signed up to speak to the Board on Item E: Carl Norris — 6 minutes (extra 3 minutes donated by John Milford) — Statement attached to minutes. E. June 2019 GTAB Updates - Wesley Wright, P.E. Systems Engineering Director/Michael Hallmark, CIP Manager. Wright gave updates. All updates included in the packet. Brashear asked and Wright replied that the city has full legal right of way on Rivery. Brashear asked and Wright responded that Cutler mills the edge of the roadway, then heats up pavement, mixes with virgin mix, and then replaces. Noble asked and Wright responded that once the easements for right of way are obtained, the construction will take approximately ninety days. Legislative Regular Agenda F. Consideration and possible approval of the Minutes from the May 10, 2019 Meeting - Emily Koontz - Board Liaison. MOTION by Brashear, second by Mills to approve the minutes. APPROVED 7-0-2 (Hellmann and Jonrowe - absent) G. Consideration and possible recommendation to approve a contract with Andale Construction, Inc. of Wichita, Kansas for 2019 Street Maintenance High Performance Pavement Seal Bid Package #2 (HA5) in the amount of $832,726.18 - Wesley Wright, P.E., Systems Engineering Director/Michael Hallmark, CIP Manager. Brashear asked and Wright replied that this type of maintenance is typical and that practice is to do sealant before the street has oxidized too much to prevent road loss or rebuilds. MOTION by Noble, second by Brown. APPROVED 7-0-2 (Hellmann and Jonrowe - absent) H. Consideration and possible recommendation to approve a Resolution authorizing execution of the necessary agreements with the Texas Transportation Commission and Texas Department of Transportation for the City of Georgetown to sponsor a Taxiway Edge Lighting Project - Joseph A. Carney, C.M., Airport Manager and Octavio A. Garza, P.E., C.P.M., Public Works Director. Carney stated that the project is essential for low - light visibility and is something TxDOT has had on their radar. Brashear asked and Carney replied that the budget for the project exceeds the expense in case of emergencies. MOTION by Brashear, second by Redoutey. APPROVED 7-0-2 (Hellmann and Jonrowe - absent) I. Transfer of a Public Roadway from the Texas Department of Transportation to the City of Georgetown - Old 1460 Trail - Ray Miller. MOTION by Mills, second by Brown. APPROVED 7-0-2 (Hellmann and Jonrowe - absent) Meeting was Adjourned at 11:14 AM Approved: Attested: Ronald Bindas - Chair Dan Jones — Secretary Emily Koontz — GTAB Board Liaison GTAB STATEMENT ,TUNE 14, 2019 AGENDA ITEM "H" RESOLUTION -TAXIWAY EDGE LIGHTING PROJECT Good morning Mr. Chairman, and members of the GTAB. My name is Hugh C. Norris, Jr. My residence is 4400 Luna Trail, Georgetown, Texas. I am a member of the Airport Concerned Citizens (ACC). This is the 94th presentation by ACC members to the city council and GTAB since January 14, 2014. The focus of the ACC is governmental transparency and public participation regarding federal and state taxpayer grants for the Georgetown Municipal Airport (GTU) AND relocation of its current heart -of -the -city landlocked location to a safer, superior, long-term site for its FAA designation as Central Texas reliever airport. Appropriate public participation in such taxpayer grants is COMPLIANCE by the FAA with the will of the Congress by passage of the National Environmental Policy Act (NEPA) as DEMONSTRATED by requirement for TxDOT, FAA's State Block Grant Program surrogate, for preparation of a fully scoped Environmental Impact Statement (EIS) for the new GTU Airport Master Plan's 52 project, $60 Million major federal action PROGRAM of new capital improvements. For this meeting we welcome back as a member of the board, Councilwoman Rachael Jonrowe, and welcome our new Airport Manager, Mr. Joe Carney. My comments this morning on behalf of the ACC address the staff recommended city council resolution for the Taxiway Edge Lighting Project. Without NEPA compliance by preparation of a fully scoped EIS for the PROGRAM of which this project is a SEGMENTED component, the ACC is opposed to any federal or state grant funding for the project. This project is the second project SEGMENTED from the new $60 Million PROGRAM without NEPA compliance. TxDOT provided this project a fraudulent categorical exclusion (LATEX) from the NEPA on May 12, 2015 when it was a component of the 25 project 1514GRGTN that included the unjustified 60% expanded capacity Fuel Farm. This project was deleted from the 25 project group of by TxDOT due to fiscal year funding, placed on TxDOT's ACIP for FY 2021, and now is shoved forward for funding at this time without explanation. This project was preceded by the recently completed $5 Million, "RW 18-36 Rehab" project, a fraudulent project illicitly masked by use of the name of a previous TxDOT approved planned asphalt slurry surface treatment and crack repair project of 10% cost. That asphalt slurry project was needlessly delayed allowing partial destruction of the runway by accommodated overweight aircraft and secretly increasing the runway's rehabilitated design strength and surface by use of such overweight aircraft to double its previous FAA authorized single wheel strength. The illicit masked and grant funded project was further increased in work scope, provided a fraudulent CATEX by TxDOT, and evasion of a state statute on professional services procurement. Staff justification for this project that it is required for GTU safety and compliance with FAA and TxDOT requirements is a hoax. The 52 project group of the $60 Million PROGRAM, of which this project and "RW 18-36 Rehab" are all interrelated -interconnected components, is required for FAA and TxDOT safety and accommodation requirements for the master planned EXPANDED numbers of based aircraft and flight operations. Potential public safety, health, and environmental hazards to the homes, schools, and churches of the ground dwelling public by implementation of the PROGRAM have been contemptuously ignored by the city, TxDOT and FAA. The article on the front page of the Williamson County Sun dated June 9, 2019 titled "Carney Takes Command At Airport" included a comment that GTU operations are expected to expand from 50,972 in 2016 to 541,989 in 2021. That's over 1,400 per day. That may be a misprint, but in any event we're sure that Mr. Carney will expand hazardous GTU operations as quickly as possible. We believe Mr. Carney would agree that GTU operations capacity with its current runways will be reached within this next decade and drastic political consequences for proposed extensions of both runways will be confronted by our elected leaders. A new GTU operations relocation site is required. A professional study showing how it can be done at no cost to existing taxpayers is paramount. Mr. Chairman, the ACC opposes the staff recommended resolution for this item and demands that GTAB sponsor a full scoped public hearing for the new $60 Million PROGRAM.
