HomeMy WebLinkAboutMIN 09.14.1982 CC-R57 September 14, 1982 The City Council met in regular session on the above date at 7:00 PM with Mayor John C. Doerfler presiding. The following Councilmen and Officials were present. Eb C. Girvin, Carl Doering, Marvin Lackey, Bill Connor, William C. Shell, City Manager Leo Wood, City Secretary Jim Colber, Public Works Director W. L. Walden, Tax/Finance Director Barbara Raney and Planner Renee Hanson. Minutes Motion by Doering and seconded by Shell to approve the minutes of City Council meetings held August 10, 1982, August 24, 1982 and August 31, 1982, provided the minutes of the meetings held on August 10, 1982 and August 24, 1982 be corrected to show that the ordinance passed on first and second readings authorizing,. the use of signature stamps requires one original signature on all checks, vouchers and warrants. Motion carried by unanimous vote. Bills Motion by Girvin and seconded by Connor to approve payment of bills over $2,000.00. Motion carried by unanimous vote. Advertise for Bids- Motion by Doering and seconded by Lackey to authorize Airport Land Lease advertisement for bids on the lease of land at the airport. Motion carried by unanimous vote. Advertise for Bids- Motion by Connor and seconded by Shell to authorize advertisement Water Tank Mainten- for bids on maintenance work on the ground storage water tank ance at the City Plant. Motion carried by unanimous vote. Jack Davis - Motion by Lackey and seconded by Shell to requrie Mr. Davis to Electric Bill pay his electric bill in full and directing the City Manager to file charges against Mr. Davis for tampering with his electric meter. Mostion carried by unanimous vote. Community Center Motion by Doering and seconded by Connor to allow the Round Request - Round Rock Rock Cat Club to use the Community Center for a cat show Cat Club provided there are no violations of health department regulations. Motion carried by unanimous vote. Community Center Request - Shirts & No action was taken on this matter. Skirts Community Center Motion by Doering and seconded by Connor to allow the San Request - San Gabriel Gabriel Women's Club to use the Community Center one time Womens Club each year without charge. Motion carried by unanimous vote. Community Center The City Council agreed that the use of light shows in the Request - Randy ceiling of the Community Center should be approved in advance Light by the Director of Parks and Recreation. Williamson County Mr. Ralph Hilliard briefed the Council on service call Cablevision procedures, and the condition of the cablevision system. He also agreed to notify customers about the need to fine tune high bands; notification to be sent with November bill. Dr. Pierce - The City Council instructed the City Attorney to study Hospital Bills of regulation of circuses and carnivals. transients Ordinance - Lone Motion by Connor and seconded by Shell to postpone action Star Gas Rate until October 12, 1982. Increase, lst reading AN • Ordinance - No action was taken on this matter. Parades & Street Dances, 1st reading Airport Manager's The Airport Manager reported that the Airport Advisory Report Board recommended that use of a temporary building by Thunderbird Flyers be discontinued in 180 days and that Thunderbird Flyers be offered a lease site for a permanent building in a location approved by the Airport Advisory Board. No action was taken on this matter. Motion by Connor and seconded by Lackey to approve a resolution authorizing Howard Aviation to operate an Air Taxi/Charter service, aircraft sales and flight school at the Airport. Motion carried by unanimous vote. ( See Ord. Book #4, Page 342). Ordinance - Rezoning Motion by Lackey and seconded by Connor to approve on Lots 1, 4 & 5 of the second and final reading an ordinance rezoning lots Fleager Addition, RS 1, 4 & 5 of the Fleager Addition from RS to C-1. Motion to C-1, 2nd reading carried by unanimous vote. (See Ord. Book #4, Page 343). Ordinance -Rezoning Motion by Girvin and seconded by Shell to approve on lots 2, 3 & 6 in the second and final reading an ordinance rezoning lots Fleager Addition, 2, 3 and 6 of the Fleager Addition from RM -3 to C-1. RM -3 to C-1, 2nd Motion carried by unanimous vote. ( See Ord. Book #4, reading Page 344). Ordinance - Rezoning Motion by Doering and seconded by Girvin to approve on Block 68, Lost Addit- second and final reading an ordinance rezoning Block 68 ion, RS to RM -3, 2nd of the Lost Addition from RS to RM -3. Motion carried reading by unanimous vote. (See Ord. Book #4, Pages 345-346). Amend Plat Restrictions in River Hills III Preliminary Plat - Lynnwood Acres Resolution - Annexation of .Junior High School property Parking - Sections of Austin Ave. Motion by Lackey and seconded by Shell to approve amending plat restrictions on River Hills III to allow single family or duplexes. Motion carried by unanimous vote. Motion by Connor and seconded by Shell to disapprove a preliminary plat of Lynnwood Acres. Motion carried by unanimous vote. No action was taken on this matter. Motion by Connor and seconded by Shell to approve: (1) restricting parking on the west side of Austin Ave. between 6th Street and 7th Street to 15 minutes. (2) Move the curb on the ease side of Austin Ave. between 6th Street and 7th Street approximately two (2) feet to the east at City expense. (3) To restrict parking on the west side of Austin Ave. between 11th Street and University to Sunday and evenings only. Motion carried by unanimous vote. Capital Improvements No action was taken on this matter. Project Matters concerning Motion by Lackey and seconded by Girvin to set a public Industrial Revenue hearing on Industrial Revenue Bonds for 6:30 PM on Bonds October 12, 1982. Motion carried by unanimous vote. 59 Pump Repairs No action was taken on this matter. Ordinance - Motion by Connor and seconded by Girvin to approve on second Community Center, and final reading an ordinance establishing rates, operating 2nd reading hours and operating procedures for use of the Community Center. Motion carried by unanimous vote. (See Ord. Book #4, Page 347). Delinquent Taxes Motion by Doering and seconded by Connor to direct the Tax/ Finance Director to notify delinquent taxpayers that their taxes are delinquent and that if not paid will be turned over to an attorney for collection. Motion carried by unanimous vote. Executive Session At this time, Mayor Doerfler announced that the City Council would meet in executive session as provided by Artice 62652-17 V.T.C.S. Following the executive session, the meeting was again opened to the public. Adjourn There being no further business, on a motion by Shell and seconded by Connor the meeting adjourned. Q Q i e.
