HomeMy WebLinkAboutMIN 05.08.1979 CC-R410 May 8, 1979 The City Council met in regular session on the above date with Mayor John Doerfler presiding. The following councilmen and officials were present: Harry Gold, Kenneth Olson, Lee Fulkes, Carl Doering, William Shell, City Manager Leo Wood, City Secretary W. L. Walden, City Inspector Tom Sams, Community Development Coordinator Jim Colbert and City Attorney Joe McMaster. Others present were: William Mol, Clarence Langernd, Bruce Jenkins, James Eichelberger, Judge Chance, Vickie Hintz, Gertrude Walker, Herb Hansen, Kirk Treibel, Roy Green, Bena Green, Shirley Green, Don Bizzell, Mr. and Mrs. Eric Bartz, William Jones, Bob McKay, Lloyd Crabb, Jim Hughes, E. L. Mattock and Douglas Hooker. Monthly Minutes Motion by Gold and seconded by Doering to approve the minutes and Reports of council meetings held on April 10, 27 and 30, 1979. Motion carried by unanimous vote. Motion by Doering and seconded by Gold to approve General Fund bills in the amount of $22,651.25 and Utility Fund bills in the amount of $163,423.75. Motion carried by unanimous vote. Smith Branch Hydrology Kirk Treible, representing Southwestern University, requested that Study no action be taken on the preliminary plats and zoning of University Hills and Meadow Park until a complete hydrology study had been done on Smith Branch and that the city participate in the cost of such a study. Motion by Doering and seconded by Shell to participate in the cost up to a maximum of $1,500.00 and to table until next council meeting the zoning and preliminary plats of University Hills and Meadow Park. Motion carried by unanimous vote. Highway #29- Jim Colbert reported on the effects of University Hills traffic Traffic Study on Highway #29. Rezoning -University Tabled until the hydrology study on Smith Branch is completed. Hills Abandonment of Tabled until the Texas Highway Department has been contacted North Main St. in regards of future needs on right-of-way for expansion of intersection. Abandonment -Alleys Motion by Fulkes and seconded by Gold to approve on first reading an ordinance vacating and abandoning an alley between Block 13 and 14 of the Southside Addition. Motion carried by unanimous vote. Motion by Fulkes and seconded by Gold to approve on firstreading an Ordinance vacating and abandoning an alley between Blocks 13 and 16 of the Southside Addition. Motion carried by unanimous vote. Preliminary Plat Motion by Fulkes and seconded by Gold to approve the Preliminary Thousand Oaks III Plat of Thousand Oaks Unit III. Motion carried by unanimous vote. Preliminary Plat- Tabled until hydrology study is completed. Meadow Park Experimental The Aircraft Club requested that the council reconsider charging 10% Aircraft Show on net receipts instead of 10% of gross receipts. Motion by Doering and seconded by Shell to charge 10% on gross receipts as in original offer. Motion carried by unanimous vote. Reassignment -Airport Motion by Doering and seconded by Shell to adopt a Resolution author - Lease -Bob Stanton izing the Mayor to reassign the airport land lease granted to Bob Stanton, dated 1/16/79, to Serenada Tennis, Inc. Motion carried by unanimous vote. (See Ordinance Book 03 - Page 0350) 4 1 1. Advertise for Bids- Motion by Gold and seconded by Olson to authorize City Manager Leo 12" Water Line Wood to advertise for bids on a 12" water line from Williams Drive to the water plant. Bids to be opened at the next regular council meeting. Motion carried by unanimous vote. Garbage Ordinance Motion by Shell and seconded Fulkes to approve on first reading an Ordinance adjusting commercial rates and commercial and residential pickup policies. Motion carried by unanimous vote. Sewer Motion by Shell and seconded by Gold to approve Ordinance on first reading an Ordinance adjusting the rates charged for commercial and residential sewer. Motion carried by unanimous vote. TCS Petition- Motion by Gold and seconded by Shell to approve a City ETJ petition from Texas Crushed Stone to include a 500 foot _ wide strip of land south of and along FM 2243 south Right - of -Way line from the northeast corner of the A. C. Weir property to the northeast.corner of the property purchased by Texas Crushed Stone from Carl B. Compton. Motion carried by unanimous vote. (See Ordinance Book #3 - Page #352) Ordinance- Motion by Gold and seconded by Olson to approve an Extend ETJ- Ordinance on first and final reading, as an emergency, TCS extending the City of Georgetown extraterritorial juris- diction to include the property described in the above petition. Motion carried by unanimous vote. (See Ordinance Book #3 - Page #353-355) MKT Land City Manager Leo Wood reported that he had not heard Acquisition from MKT on the purchase of land. Cemetery Land Mayor Doerfler requested William Shell to contact Acquisition Southwestern University to see if they had any land that the city might buy. Mayor Doerfler appointed Harry Gold and Lee Fulkes to negotitate with Mr. Mattock and report back at a later date. Mayor Doerfler announced that at this time the council would meet in Executive Session under Article 6252-17 (Section 2 (b) (3) . After the Executive Session the council again was opened to the public. Amendment- Motion by Gold and seconded by Shell to approve on Subdivision first reading an Ordinance amending Section 4.01, Ordinance Paragraphs 7 and 8 of the Subdivision Ordinance. Motion carried by unanimous vote. CG d'+ Citizen Motion by Gold and seconded by Olson to adopt a Participation Resolution amending Exhibit "A" of the Citizen Participation Plan Plan of the City of Georgetown. Motion carried by U Amendment unanimous vote.
