November 8, 1977
The City Council met on the above date with Mayor John Doerfler
presiding. The following councilmen and officials were present: Harry
Gold, William Shell, D. W. Scott, Carl Doering, Kenneth Olson, City
Manager Leo Wood, City Secretary W. L. Walden, City Inspector Tom
Sams, Community Development Coordinator Jim Colbert and City Attorney
Joe McMaster. Others present were: Wilbur Calloway, Melissa Carroll,
Mr. and Mrs. Oran Davis, Charlie Farrow, Hank Carver, Mike Riddell,
Jack Webernick and Tom Guyton.
Monthly Minutes Motion by Gold and seconded by Shell to approve the minutes of
and Reports council meetings held on October 11, 1977 and October 26, 1977 with
additions to the October 26, 1977 meeting pertaining to the bid accept-
ance of the construction of Maple Street. Motion carried by unanimous
vote.
Motion by Gold and seconded by Doering to approve General Fund
bills in the amount of $11,048.72 and Utility Fund bills in the amount of
$223,043.84. Motion carried by unanimous vote.
Building Line Variance- Tom Sams reported that the canvass of the neighborhood on this matter
Oran Davis revealed that the residents in the area did not object to this variance.
Motion by Doering and seconded by Shell to approve a side lot building
line variance of 6'3" for a utility.,building. Council stated that this in no
way set a standard for other variances and that each variance would be
considered on its own merits. Motion carried by unanimous vote.
Rezoning Ordinance- Motion by Gold and seconded by Doering to approve on first reading
Thousand Oaks an Ordinance rezoning the property in Thousand Oaks Subdivision at the
intersection of RM 2243 and IH 35 from RS - Residential to C2B-Commercial
Second Height. Motion carried by unanimous vote.
Appointment -Citizens Mayor Doerfler, with the consent of the council, appointed Mrs. Lucy
Advisory Board Lozano to the Citizens Advisory Board to fill the vacancy left by August
Bosshard.
Miscellaneous Fees Leo Wood reported on the fees charged for dumping at the sanitary
landfi 11. 1 t was decided to i ncrease the Ci ty of Round Rock dumpi ng fee
from $70.00 per day to $100.00 per day to become effective February 1,
1978.
Mayor Doerfler appointed Kenneth Olson, William Shell and Leo
Wood to study the other dumping fees at the landfill and report back at the
next regular council meeting.
Clearview Addition- Jack Webernick reported on the status of Round Rock selling water to
Water Supply the City of Georgetown for Clearview Addition. Carl Doering suggested
that the City of Georgetown allow Round Rock to sell the water directly
to the residents of Clearview. Mayor Doerfler said that he and Leo Wood
would check into this.
Fuel Adjustment Charge- Charlie Farrow asked the Council to consider charging for fuel
Charlie Farrow adjustment by the kwh instead of the percentage method. Mr. Farrow
stated that the City is in violation on the Public Utility Commission rules
by charging outside of the city customers fuel adjustment based on percentage.
Mayor Doerfler asked City Attorney Joe McMaster to study the matter
and report back at a special council meeting to be held at 4:15 p.m. on the
21st. of November 1977.
New Zoning Ordinance The council was asked if there was any changes in the new zoning
ordinance. City Secretary Walden was asked to outline the major changes
between the old zoning ordinance, the new ordinance, and a list of suggested
changes.
Electrical Fuel Motion by Gold and seconded by Olson to approve a 115% electrical fuel
Adjustment adjustment on the November billing. Motion carried by unanimous vote.
There being no further business on a motion by Shell and seconded by Scott
the meeting adjourned.
