Called City Council Meeting
October 31, . 1974
The City Council met in special session on the above date with Mayor Joe
E. Crawford presiding. The following Councilmen and officials were present:
Harry Gold, William Eanes, Hubert Brock, J. D. Wininger, Dee Scott, City Manager
Leo Wood and City Attorney Joe B. McMaster. Others present were: Curtis Adrian -
Financial Advisor with First Southwest Company, Rodney Montgomery, Ray Henderson,
Mason Cox with Columbian Securities Corp., Jimmy Wright with Russ Securities,
Jay Sloan, Garry Hinesley, Jeff South, Jeff Benkoe and Barbara Raney.

Mayor Crawford appointed Councilman Eanes to help Mr. Adrian check out
the bids.
Rodney Montgomery- Rodney Montgomery, with the Urban Renewal Agency, presented a resolution
Urban Renewal approving the execution and dediation of certain plats of tracts of land within the
South San Gabriel Urban Renewal Project, Tex R-102. . ,
Motion by Wininger and seconded by Scott that the resolution be approved as
presented. Motion passed by unanimous vote. (See Ordinance Book #2 - Page
#424-425)
Rodney Montgomery, with the Urban Renewal Agency, presented a resolution
closing Railroad Street from the north boundary of West 17th Street to an extension
of the south boundary line of West 13th Street to through traffic. Motion by Gold
and seconded by Brock to approve the resolution as presented. Motion passed by
unanimous vote. The City Council authorized City Manager Wood to work with
Mr. Montgomery on setting up the barricades. (See Ordinance Book#2 - Page #426)
Henderson Trailer City Attorney Joe McMaster presented an agreement between the City of
Park Agreement Georgetown and Mr. Ray Henderson. This agreement concerns the electrical and
garbage pick-up services furnished to the two mobile home parks operated by
Mr. Henderson.
Motion by Gold and seconded by Wininger that the agreement be approved.
Motion carried by unanimous vote. (See Agreement File)
Resolution- On a motion by Brock and seconded by Scott the following resolution was
Asst. City unanimously passed:
Secretary Be it Resolved that Barbara Raney is appointed Assistant City Secretary and
in the absence of the City Secretary the Assistant Secretary shall perform all the
acts and duties performed by the City Secretary including but not limited to keeping
the minutes of the meetings of the City Council, attesting documents of every
character involving the City of Georgetown and such other duties performed by
the City Secretary.

Letter -Charles Mayor Crawford read a letter from Mr. Charles L. Farrow expressing his
Farrow sincere gratitude and thanks to the Georgetown Police Department for the fine
job they performed in the investigation of the recent burglary of his company.
Vacating Ease-. An Ordinance was presented vacating and abandoning an utility easement
ment-Highland lying south of 24th Street and east of Highway 81 in the Highland Park Addition.
Park Motion by Brock and seconded by Wininger that the ordinance be approved
on the second and final reading. Motion passed by unanimous vote. (See Ordinance
Book 02 - Page N 423)
Airport City Manager Leo Wood presented a report on the damage caused by the
tornado at the Georgetown Airport.
Curtis Adrian- Financial Advisor Curtis Adrian recommended that the city except the low
Bid Results and bid from Underwood, Neuhaus and Company, Inc. on the General Obligation
Bond Ordinances Bonds and the Revenue Bonds.
Councilman Gold introduced the General Obligation Bond Ordinance.
Councilman Wininger moved that the rule requiring ordinances to be read at
more than one meeting be suspended. The motion was seconded by Councilman
Eanes. Motion passed by unanimous vote.
Councilman Brock moved that the ordinance be passed. The motion was
seconded by Councilman Scott. The motion carried by unanimous vote. (See

Councilman Gold introduced the Revenue Bond Ordinance. Councilman
Scott moved that the rule requiring ordinances to be read at more than one meeting
be suspended. The motion was seconded by Councilman Brock. Motion passed
by unanimous vote.
Councilman Wininger moved that the ordinance be passed. The motion was
seconded by Councilman Eanes. The motion passed by unanimous vote. (See

There being no further business on a motion by Brock and seconded by Gold
the meeting adjourned.
