The City Council met in called session on the above date with Mayor Joe E.
Crawford, presiding. The following councilmen and officials were present,
Hubert Brock, Harry Gold, J. D. Wininger, City Manager Leo Wood, City
Secretary Claud Eads and City Attorney Joe McMaster. Others present were
Virgil Carlson and Andy Welch. Absent were Dee W. Scott and William Eanes.
Resolution Auth- Mayor Crawford presented a resolution authorizing the execution of an
orizing Annual Annual Arrangements Letter of Agreement.
Arrangements Motion by Brock and seconded by Wininger that the Resolution be passed
Letter and adopted and that the letter of agreement be made a part of these minutes.
Motion carried by unanimous vote. (See Ordinance Book 02 - Page 317)

Dear Mayor Crawford:
This joint understanding covers Fiscal Year 1974 (starting July 1, 1973) and
represents a continuing endeavor on your part to upgrade conditions, facilities
and services for residents of your community. Also, this agreement is a pro-
gressive step toward decentralization which, in this case, transfers respons-
ibility to local government in the belief that the government closest to the
people is the most effective form of administration. Accordingly, we acknow-
ledge your priorities as listed in your Community Development Statement, and
we will attempt to combineour presently undefined resources, when made avail-
able to this office, with those of your community to bring about the accomplish-
ment of your development plans. It is understood that the City`s commitments
under this arrangement are also subject to the availability of local funds and
personnel.
I n the I as t few months a series of meetings have been held between represent-
atives of the City of Georgetown, and the Department of Housing and Urban
Development to determine how best to utilize the resources of both the City
and the Federal Government on an Annual Arrangement basis. These meetings
have resulted in a working understanding by which the Department will provide
an early earmark of HUD funds to further the implementation of local community
development strategies based on local needs and priorities and reflecting National
Goa Is.
Funding of these requests is contingent upon the applications filed fulfilling
the respective statutory requirements and regulations governing the use of HUD
assistance, the availability of any required local matching funds, the availa-
bility of appropriated funds, the submission of required documentation and app-
lications in accordance with the time element indicated for each program, and,
where required, the approval of HUD's Headquarters in Washington, D. C.
It is the recommendation of the San Antonio Area Office that this Annual
Arrangement Letter be published in the local newspaper in order to provide the
citizens with an understanding of the city administration's priorities and concerns.
This publication should not be made until after congressional notice has been
received for the funding of the Model Cities and other HUD programs referred
to in this agreement.

gained in the preparation and review of your overall community development
strategies is invaluable in preparation for special revenue sharing under the
contemplated Better Communities Act.

In consideration of HUD's assurance to favorably entertain and support the above
requests, the City herby agrees to pursue the following Federal interests and spec-
ific concerns.
BROAD FEDERAL INTERESTS
Planning_ and Implementation
1. The City will continue to maintain a city-wide comprehensive development
plan.
2. The City will pursue recertification of its Workable Program for Community
Improvements, providing evidence of progress in all areas.
Environmental Protection and Preservation
1. The City and its relevant agencies and organizations agree to carry out its
projects and programs in a manner consistent with environmental preservation and
improvement, to include solid waste disposal, noise abatement, waste water treat-
ment and clean air.
2. In order to provide for the protection of life and property, as well as the pru-
dent use of Federal funds, the city will apply to the U. S. Corps of Engineers to
identify and delineate on a map of appropriate scale, flood -prone areas of 50 -
and 100- year frequency and adopt, within the limitations of applicable law, an
appropriate flood zoning ordinance which would retrict land uses in such areas to
parks, playgrounds, golf courses, agricultural, etc., and prohibit dwelling or
business structures.
Equal Availability of Housing to All Citizens
1. The City agrees to continue with its efforts to develop, adopt, and implement
a Fair Housing Ordinance that complies with the provisions of Title VIII of the
Civil Rights Act of 1968.
Equal Employment Opportunities
1. The City agrees to execute an assurance that it will comply with Title VI of
the Civil Rights Act of 1964.
2. The City agrees to upgrade its Affirmative Action Program for the city govern-
ment pursuant to Presidential Executive Order 011246.
3. We recommend that the City appoint an individual to be designated as the
Equal Opportunity Officer for the City.
Citizen Participation
1. The City and its relevant agencies and organizations shall continue to effect-
ively utilize and improve their citizen participation vehicles which include a broad
cross section of the residents of the city in the community development process.
Relocation Reauirements
1. The City, to the extent needed, will establish a centralized relocation service
with adequate staff to aid all individuals, families, and businesses displaced by
governmental action.
2. The City and its relevant agencies and organizations agree to provide relocation
services, when necessary, as required by the Uniform Relocation Assistance and
Real Property Acquisition Policies Act of 1970.
Provision of Low and Moderate Income Housing
1. Subject to market demand, the City agrees to encourage and expedite the
development of standard single family dwellings for owner occupancy and multi-
family rental units in a decent and suitable enviornment for persons of low and
moderate incomes.

2. The City shall continue to promote and stimulate, wherever possible, the devel-
opment of locations and sites that meet HUD criteria and assure a choice of re-
sidential locations to all of its citizens.
SPECIFIC CONCERNS
1. With the possibility of the contemplated Better Communities Act becoming a
reality, the City shall determine whether renewal type activities will continue in
areas other than those covered by conventional Urban Renewal Project Tex -R-102
as a part of its special revenue sharing plan.
2. The City Wil continue the implementation of a policy to prevent the occupancy
of vacant dilapidated structures, and tostimulate their demolition.
3. The City shall continue in its efforts to develop a long range plan for Parks and
Recreation which identifies tentative park site locations and includes, through
possible use of code,, ordinances, and regulations, a method of implementing the
plan, such as required dedication or monetary deposit in connection with proposed
subdivisions or zoning changes and joint use of school/park playgrounds as a
means of assuring economical use of land.

4. The City shall develop and submit to the Area Office by January 9, 1974 a
CCD plan to be followed in connection with inspection of homes being built for families
being displaced as a result of any program which receives federal financial assis-
t/ tance. The plan should, amoung otherthings, provide for the following:
(a) Identification of the Agency, Department or individual which will be respon-
sible for making inspections.
(b) Delineation of the sets of plans and specifications to be submitted by the
developer at the time the building permit is issued.
(c) A definition of the procedures to be used in coordinating inspection responsi-
bilities.

5. The City agrees to make efforts to continually improve its coordination of
HUD programs and local administrative capacity.
6. The City shall, by January 9, 1974, prepare and submit a plan for future
annexation of area adjacent to its present boundaries. Such plan shall delineate
areas proposed to be annexed and provide an anticipated time schedule for such
annexation.
7. The City agrees to continue the encouragement and promotion of broad economic
development, with emphases on industrial and commercial expansion.
MONITORING AND EVALUATION
1. The City agrees to collect data and inform HUD in a timely manner of its
efforts, program accomplishments and failures in the carrying out of this Annual
Arrangement Agreement.
2. Within 90 days after the execution of this Agreement, the City agrees to provide
to this Area Office of HUD a quarterly report which will include:
(a) Results being obtained from the Annual Arrangements;
(b) Technical assistance needed from HUD or any other Federal agency;
(c) Any local problems or impediments in the carrying out of this agreement.
(d) In return, the San Antonio Area Office will provide quarterly reports to
the city evaluating the status of activities being carried on by HUD in response to
the funding of HUD activities within the city.
3. The City, through the Mayor or appropriate office, will assure proper monitoring
and essential procurement and compilation of data mutually beneficial to the City
and HUD area office to implement and coordinate HUD programs during the Annual
Arrangement year.

The San Antonio Area Office will make every effort to assist the city in negotiations
with other Federal agencies and the state, in connection with the city's effort to
realize the goals and objectives referred to in this agreement.
The signers hereto agree and understand that funding of Annual Arrangement activi-
ties is contingent upon availability of appropriated funds, and the pending application
fulfillirg the respective statutory requirements and regulations governing the use of
HUD assistance, and where required, the approval of HUD's Headquarters in
Washington, D. C.

The approval of this Agreement was authorized by Resolution duly adopted on
May 29, 1973 at a properly convened meeting.
Executed on behalf of the City of Georgetown, Texas on this 29th day of May,
