HomeMy WebLinkAboutMinutes_P&Z_08.07.2018City of Georgetown, Texas Planning and Zoning Commission Meeting Minutes Tuesday, August 7, 2018 at 6:00 p.m. Public Library, located at 402 W. 81h Street Georgetown, TX 78626 Commissioners present: Tim Bargainer, Vice -Chair; Ercel Brashear; Roger Chappell, Alternate; John Marler; Kayla McCord; Josh Schroeder, Chair; and Ben Stewart Absent: Travis Perthuis, Alternate; and Gary Newman Staff Present: Andreina Davila-Quinterro, Current Planning Manager; Robyn Miga, Planner; Nat Waggoner, Long Range Planning Manager, Jordan Feldman, Planner and Karen Frost, Recording Secretary. Chair Schroeder called the meeting to order at 6:00 p.m. Marler led the pledge of allegiance. Chair Schroeder stated the order of the meeting. Regular Session (This Regular Session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. Consideration and possible action of the minutes of July 17, 2018. Karen Frost, Recording Secretary Motion by Marler, second by Bargainer to approve the minutes. Approved 6 — 0 — 0. (Brashear abstained since he was not in attendance at that meeting.) B. Public Hearing and possible action on a Final Plat for a replat of Whitetail Section H, Lot 44A, located at 425 Doe Run, to be known as the Whitetail Section U, Lot 44A Resubdivision (FP -2017- 064). Jordan Feldman, Planner Feldman presented the staff report. Brashear asked about the well in the middle of the access easement of the flag lot. Feldman and Davila explained that the engineers have reviewed this and they are working with the owners to address the issue. The applicant explained that the driveways are 25 feet wide and the driveways are 15 feet apart with the well in the middle, the well is 10 feet away from both driveways. He said there will not be any driving over the enclosed well. Chair Schroeder opened the public hearing and with no speakers coming forth, closed the hearing. Motion by Bargainer, second by McCord to approve the plat. Brashear is voting against it because of the layout of the driveways around the well. Vote — 5 — 2. (Brashear and Chappell opposed.) C. Public Hearing and possible action on a request for a Special Use Permit (SUP) for a Commercial Daycare specific use within the Mixed -Use Downtown (MU -DT) zoning district on the property located at 1009 Rock Street, bearing the legal description of 0.16 acre out of Block 64, Lost Addition Resubdivision (SUP -2018-004). Jordan Feldman, Planner Feldman presented the staff report. This is a proposed commercial day care facility with an off-site parking plan. Staff recommends approval. McCord asks the applicant the maximum number of children allowed. The applicant states she is Planning & Zoning Commission Minutes Page 1 of 4 August 7, 2018 allowed 34 for this location but states she will not meet that level. Brashear asks how long this SUP will be in effect. Davila explains that the SUP, as long as the proper permits are acquired and fulfilled, will last in perpetuity. Brashear is concerned that if the adjacent facility is sold or closes, the parking for this facility is gone. It was discussed that this could be a condition placed on the SUP. Chair Schroeder opened the public hearing and with no speakers coming forth closed the hearing. Motion by Brashear to recommend to council approval of the SUP with the condition that parking be available at all times, if second use goes away the parking is fulfilled in another way, or this use is not allowed. Second by Marler. Approved 7 — 0. D. Public Hearing and possible action on a request for initial zoning upon annexation of an approximate 537.941 -acre tract of land out of the B. Manlove Survey, Abstract No. 420, Milton Hicks Survey, Abstract No. 287, P. Weathersby Survey, Abstract No. 680, A.M. Brown Survey, Abstract No. 85, J. C. Thaxton Survey, Abstract No. 756, I. Sauls Survey, Abstract No. 595, and I. & G. N. R. R. Survey, Abstract No. 741, generally located along FM 2243, east of CR 286 and west of Escalera Ranch Parkway, of Public Facility (PF) zoning district designation, to be known as Garey Park (ANX-2018-005). Robyn Miga, Planner Miga presented the staff report and explained that the code allows this concurrent zoning with annexation, eliminating some time in the process. Commissioners asked questions about the adjacent areas and uie annexation of the ROW. The land is being rezoned to PF —Public Facility, not parkland. Chair Schroeder opened the public hearing and with no speakers coming forth closed the hearing. Motion by Marler to recommend to council acceptance of the initial zoning request as presented. Second by Chappell. Approved 7 — 0. E. Public Hearing and possible action on a request to rezone approximately 0.165 acre out of Block 69, Lost Addition, located at 310 W University Ave, from Residential Single Family (RS) to Office (OF) zoning district (REZ-2018-004). Jordan Feldman, Planner Feldman presented the staff report. This is in the Old Town Historic District and is located next door to an Office use. She explained there will be a buffer requirement between this property and the single-family residential property to the east. Chair Schroeder opened the public hearing and with no speakers coming forth closed the hearing. Motion by Brashear to recommend to council the approval of the rezoning as presented to OF. Second by Marler. Approved 7 — 0. F. Public Hearing and possible action on a request to rezone approximately 19.4894 acres out of the Ephraim Evans Survey, Abstract No. 212, generally located east of the intersection of Page Whitney Pkwy and John Hamilton Way, from the General Commercial (C-3) to the Planned Unit Development (PUD) zoning district to be known as Whitney Crossing (REZ-2017-026). Andreina Davila -Quintero, AICP, Current Planning Manager Davila presented the staff report. * This is a proposed mixed use, horizontal development. The buildings are proposed to be located closer to the Parkway, creating a more urban feel, with a 10 foot front setback instead of the standard 25 feet. The hotel would be allowed to build up to 80 feet Planning & Zoning Commission Minutes Page 2 of 4 August 7, 2018 instead of the standard 60 feet. The buildings have more flexibility in design than through straight zoning. Other standards were presented. This project is consistent with the Future Land Use Plan and is compatible with adjacent uses. This project complies with approval criteria of a PUD. Brashear expresses concern about the shared parking, or not enough parking. He asked what the city is getting. Davila explains that this is a dense, mixed-use development with higher design standards and additional amenities within the development. The applicant, Michele Housman, represents the applicant, made her own presentation. Chair Schroeder opened the public hearing and with no speakers coming forth, closed the hearing. Motion by Brasher to recommend to the Council approval of the rezoning to PUD of the 19.4894 acre parcel as presented. Second by Chappell. Approved 6 —1. (Stewart opposed.) G. Presentation and discussion of the Draft Airport Master Plan — Russ Volk, Airport Manager Waggoner introduced Volk and explained that the FAA recommends an update every 7 to 10 years, or as necessary to address local changes at the airport. This plan allows analysis of the surrounding area and uses and helps project what development is compatible. Volk presented the plan and appreciated Brashear for serving on the steering committee. He explained that this is an update of the existing plan. The FAA has funded the update and has strict requirements. This plan includes a 20 year prioritized list of capital projects. There is also an approved Airport Layout Plan which is required for grant funding. Commissioners discussed concerns about zoning in the vicinity of the airport. Volk discussed development zones within the airport and the runway protection zone. The proposal is to shrink the runway protection zone. By doing this, the 47 homes in the protection zone will be reduced to one home in the zone. This would be accomplished by reducing the size of the planes allowed at the airport to B II size. Volk presented the proposed B -II concept plan. There is a large demand for airport use in this area with the growth of the population. This airport is a backup to ABIA, along with the airport in San Marcos. Volk reviewed the proposed Capital Improvement Program. This is funded by the FAA and A; -ort Grant programs. The city must agree through the public hearing process to fund any of those projects. H. Updates and Announcements. Andreina Davila -Quintero, AICP, Current Planning Manager. Davila reported that Planner, Jordan Feldman was leaving the city to pursue other interests. Her last day will be Tuesday, August 21. Public Wishing to Address the Board As of the deadline, no persons were signed up to speak on items other than those posted on the agenda.
