HomeMy WebLinkAboutMinutes_HARC_03.22.2018City of Georgetown, Texas Historic and Architectural Review Commission Minutes Thursday, March 22, 2018 at 5:30 p.m. Council and Courts Building 101 E. 7'h Street Georgetown, TX 78625 Members present: Terri Asendorf-PIyde; Lee Bain; Art Browner; Chair; Shawn Hood, Vice -Chair; Karl Meixsell; Catherine Morales; Amanda Parr (alternate); Kevin Roberts (Alternate) and Lawrence Romero. Absent: none Staff present: Sofia Nelson, Planning Director; Nat Waggoner, Long Range Planning Manager; Madison Thomas, Historic and Downtown Planner; and Karen Frost, Recording Secretary. Call to Order by Chair Browner at 5:36 p.m. with the reading of the meeting procedures. Regular Session A. Consideration of the Minutes from the February 22, 201.8 HARC meeting. Karen Frost, Recording Secretary Motion by Bain, second by Asendorf-Hyde to approve the minutes. Approved 7 — 0. B. Nomination and election of Vice -chair and Secretary for the 2018 Commission. Karen Frost, Recording Secretary Bain nominates Hood for Vine -chair. Second by Asendorf-Hyde. Approved 7 — 0. Hood nominates Romero for Secretary. Second by Bain. Approved 7 — 0. C. Consideration and appointment of Demolition Subcommittee. Karen Frost, Recording Secretary Hood and Romero were selected for the Demolition Subcommittee. Approved 7 — 0. D. Consideration and review of by-laws, including attendance policy. Karen Frost, Recording Secretary Frost reviewed the bylaws. No recommended changes. E. Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for the demolition of an approximate 340-sq.ft. addition at U -se rear of the residential structure for the property located at 7.227 Church Street, bearing the legal description of 0.2 ac. Cody Addition, Block 1, Lot 16 Page T of 80 (COA-2018-003). Madison Thomas, AICD, Historic & Downtown Planner Thomas presented the case. The Demolition Subcommittee recommended approval of the demolition request. Chair Browner opened the Public Hearing. Joseph Kahlen, 1225 S. Church Street, stated the statement from staff about no public comments was incorrect because he and other neighbors sent in comments and were assured they would be sent to the commission. TI -Lomas explained that the comments were received but were for the addition application for this same house, not the demolition that was being discussed at this Historir and Architectural Review Commission Page I of 3 Meeting: March 22, 2019 meeting. Chair browner Closed the Public Hearing with no other speakers coning forth. Motion by Romero to approve COA-2018-003 as submitted for demolition of the structure including the recommendations of staff. Second by Meixsell. Approved 7 -- 0. F. Consideration and possible action to amend COA-2018-002 for reconstruction, alterations and changes to the existing building located at 1102 S. Austin Street to remove conditions pertaining to installation of a mural on the south/street facing fagade and authorize staff to work with the applicant to select an alternative consistent with the design guidelines. Nat Waggoner, AICP, Long Range Planning Manager Waggoner explained the proposed changes to the original approval. Motion by Romero to amend Certificate of Appropriateness issued 2/22/2018 to allow for alternative architectural features which meet Downtown and Old Town Design Guidelines, as presented. Second by Hood. Approved 7 - 0. G. Presentation and discussion on the 2016 Historic Resources Survey Report and demolition process. Sofia Nelson, Planning Director Nelson explains the Council has asked .for HARC's input on the Survey and recommendations to change the definition of high, medium, and low priority structures being contributing structures to only high and medium structures being contributing structures. The survey reviewed significance and integrity of resources and the level of contribution affects the review of that resource by either staff or the commission, based on the current code. There will be a discussion of proposed changes to that review level, including review of demolition applications. The proposal is to consider having all low priority resource demolition applications only be reviewed by staff. With the new proposal, high priority structures outside the district are the only odes outside the district that would come before HARC. Medium resources outside the district are reviewed by staff and low priority outside the district would not have required review. Karl requested an annual review of this process. Nelson says yes. Nelson will send the presentation to the commissioners to read and prepare for a deeper discussion at the special meeting on April 12t". Hood asked for percentage and numbers of citizen inquiries and interest from the HITS public notices. No action was taken. H. Introduction of resources and materials to the Historic and Architectural Review Commission. Resources include: Unified Development Code, Downtown and Old Town Overlay Design Guidelines, Historic Resources Survey, and the Downtown Master Plan. Madison Thomas, AICP, Historic & Downtown Planner Item H was discussed before Item E. Thomas presented each commissioner with a bound Design Guidelines document. She explained the different documents and the use of those. She asked the commissioners if they would agree to future training sessions and the response was unanimously agreed upon. Madison will bring a training plan back to the commission at the next meeting.
