Planning and Zoning Commission Meeting
Minutes
Tuesday July 18, 2017 at 6:00 p.m.
Council and Courts Building

Commissioners present: Josh Schroeder, Chair; Kevin Pitts, Vice‐Chair; Tim Bargainer, Ercel Brashear;
Alex Fuller, Secretary; John Marler; Andy Webb; and Travis Perthuis, Alternate.
Absent: Aaron Albright, Alternate;
Staff Present: Sofia Nelson, Planning Director; Juan Enriquez, Planner; Nathan Jones‐Meyer, Planner;
Chris Yanez, Assistant Planning Director; Nat Waggoner, Planning Manager and Karen Frost,
Recording Secretary.
A. Chair Schroeder called the meeting to order at 6:00 p.m. and Brashear led the Pledge of Allegiance.
Chair Schroeder stated the order of the meeting and that those who speak must turn in a speaker form
to the recording secretary before the item that they wish to address begins. Each speaker is permitted
to address the Commission once for each item, for a maximum of three (3) minutes, unless otherwise
agreed to before the meeting begins.
As of the deadline for this agenda, no persons were signed up to speak on items other than what was
posted on the agenda.
Consent Agenda
The Statutory Consent Agenda includes non‐controversial and routine items that may be acted
upon with one single vote. An item may be pulled from the Consent Agenda in order that it be
discussed and acted upon individually as part of the Regular Agenda.
Chair Schroeder notified the commission that Item C would be pulled off the consent agenda and moved to the
regular agenda, for a recusal. The items of business would then be ordered: H, G, C, and I. Motion by
Fuller, second by Pitts to reorder the agenda. Approved 7 – 0. Items were discussed in this order but
are listed below per the original agenda.
B. Consideration of the Minutes from the June 20, 2017 P&Z meeting. Karen Frost, Recording

C. Consideration and possible action on a Preliminary/Final Plat for Hidden Oaks at Berry Creek,
located on SH 185 (PP‐2016‐010) Nathan Jones‐Meyer, Planner and Sofia Nelson, Planning Director
D. Consideration and possible action on a Preliminary Plat Amendment La Conterra North, located
between FM 1460 and Maple Street (PP‐2016‐014) Nathan Jones‐Meyer, Planner and Sofia Nelson,

E. Consideration and possible action on a Combined Preliminary and Final Plat for the Davis
Subdivision, located along the south side of SH‐29 and east of Gabriel Forest (PFP‐2015‐007) Nathan

F. Consideration and possible action on a Preliminary/Final Plat for Blair‐Wilson Subdivision, located

Motion by Marler, second by Bargainer to approve the consent agenda items, minus item C.
Approved 7 – 0.
Legislative Regular Agenda
G. Public Hearing and possible action on a request for a Special Use Permit to allow an automotive
sales facility located at 6801 S. IH‐35 and within the General Commercial (C‐3) District, to be known
as Echo Park. (SUP‐2017‐004) Nathan Jones‐Meyer, Planner
Bargainer recused himself and Perthuis took a seat on the dais.
Jones‐Meyer presented the staff report. Based on the findings and the Future Land Use Plan
designations for this property, staff recommends denial of the Permit.
Karen Wunsch presented the applicant’s case.
Commissioners debated the issue and offered comments. Marler is concerned that the 2030 plan is
out of date. Jones‐Meyer responded that staff was reviewing the entire tract of land and reviewed
appropriate land uses for the entire property, feeling that permitting more auto sales in that area
would keep other uses away. Others stated they could see a dealership in this area that is so close
to the other dealerships along IH 35.
Nelson commented that the comprehensive plan supports an employment center in this area, and
looking to the guidance of the development review committee, several other uses were more
preferable than auto sales.
Brashear commented that the city once had auto sales businesses downtown and worked to move
them out to the IH 35 corridor. Looking at the surrounding uses of this tract, he supports this land
use and feels it is adaptable and reusable.
Chair opened the public hearing.
Larry Kokel spoke for the Kelley foundation, the land owners that sold property to Subaru, Ford,
Lincoln and Mazda in that area and states that those business have provided a good employment
base. He supports the Special Use Permit.
Dale Illig, President of the Kelley Foundation, spoke about the funding and grants that the
foundation has given within the community. He stated they are looking for a balance between
property rights and business rights and asks commissioners for support of the project.
Chair Schroeder closed the public hearing with no further speakers coming forth.
Motion by Marler, second by Fuller, to recommend to City Council approval of the Special Use
Permit for 6801 S. IH‐35. Approved 7 – 0.
H. Public Hearing and possible action on a Replat of a Final Plat for 0.99 acres of Osgood Subdivision
Lot 2, located at 401 W. 17th Street. (FP‐2016‐036, Osgood Subdivision) Juan Enriquez, Planner
Enriquez presented the case. The applicant is requesting to subdivide the property in to 5 lots.
There were not public comments and staff recommends approval.

Chair Schroeder opened the Public Hearing and with no speakers coming forth, closed the hearing.
Motion by Bargainer, second by Fuller to approve the replat application for 401 W. 17th Street.
Approved 7 – 0.
C. Consideration and possible action on a Preliminary/Final Plat for Hidden Oaks at Berry Creek,

Schroeder recused himself for this item. Since this was a consent agenda item, not staff report was
given.
Motion by Marler, second by Fuller to approve the preliminary plat as presented. Approved 6 –
0 (Schroeder recused.)
I. Discussion Items: (Schroeder took a seat back on the dais.)
Update on the Unified Development Code Advisory Committee (UDCAC) meetings.
Nelson reported that the committee was reviewing the land use charts, specifically for fuel
stations and the number of fuel pumps in specific zoning districts. She would also be
presenting a workshop at the next Council meeting on mobile food vendors and looking for
direction on possible changes to the UDC.
Nelson introduced the new staff for Planning: Chris Yanez is the new Assistant Director.
Nat Waggoner and Andreina Davila are the new Planning Managers. A new Housing
Coordinator and Historic Planner would be coming soon.
Update on the Georgetown Transportation Advisory Board (GTAB) meetings. Marler
reported that he was impressed by the new Public Works Director, Octavio Garza, and that
he (Marler) was learning a lot about streets and paving methods and costs.
Reminder of the next Planning and Zoning Commission meeting on August 1, 2017 at
Council Chambers located at 101 East 7th Street, starting at 6:00 pm.
Motion to adjourn by Webb, second by Fuller at 6:59 p.m.
