Planning and Zoning Commission Meeting
Minutes
Tuesday, February 21, 2017 at 6:00 p.m.
Council and Courts Building

Commissioners present: Josh Schroeder, Chair; Aaron Albright, Tim Bargainer, Alex Fuller, John
Marler, and Kevin Pitts, Vice‐Chair;
Commissioner(s) Absent: Andy Webb

Staff Present: Sofia Nelson, Planning Director; Jordan Maddox, Principal Planner; Juan Enriquez,
Planner; Matt Synatschk, Planner; Andreina Davila, Project Coordinator; Nat Waggoner,
Transportation Analyst, and Karen Frost, Recording Secretary.
A. Chair Schroeder called the meeting to order at 6:00 p.m. and Pitts led the Pledge of Allegiance.
Chair Schroeder stated the order of the meeting and that those who speak must turn in a speaker form
to the recording secretary before the item that they wish to address begins. Each speaker is permitted
to address the Commission once for each item, for a maximum of three (3) minutes, unless otherwise
agreed to before the meeting begins.
As of the deadline for this agenda, no persons were signed up to speak on items other than what was
posted on the agenda.
Consent Agenda
A. Consideration of the Minutes from the February 7, 2017 P&Z meeting. Karen Frost, Recording
Secretary
B. Consideration and possible action on a Preliminary Final Plat for 59.25 acres of the Barney Low
Survey, located at 1400 Westinghouse Road known as Mansions of Georgetown (PFP‐2016‐006)
Juan Enriquez
Motion by Commissioner Bargainer to approve the consent agenda items. Second by
Commissioner Fuller. Approved 5 – 0 – 2 (Marler and Webb absent).
Legislative Regular Agenda
C. Public Hearing and possible action on a request to Rezone Georgetown Retirement Residence,
Block A, Lot 2, 2.208 acres, located at 3700 Williams Drive, from the Agricultural (AG) District to
the Local Commercial (C‐1) District. (REZ‐2016‐038) Matt Synatschk, Historic Planner
(Marler came in.) Synatschk presented the staff report. This property was just discussed at the
Zoning Board of Adjustment and received a Special Exception with conditions for waiving required
site improvements.
Chair Schroeder opened the Public Hearing and with no speakers coming forth, closed the hearing.

Motion by Fuller to approve the rezoning application as submitted, second by Marler.
Approved 6 ‐ 0 ‐1 (Webb absent).
D. Public Hearing and possible action on a request to Rezone approximately 340.5 acres in the David
Wright Survey Abstract No. 13, the William Roberts Survey Abstract No. 524, and the John Berry
Survey Abstract No. 51 located at 6025 Airport Road from Single Family Residential (RS), Multi‐
family 1 (MF‐1), and Planned Unit Development (PUD) District to Planned Unit Development
(PUD) District. (REZ‐20116‐022, Homestead at Berry Creek) Sofia Nelson, Planning Director.
Tim Bargainer recused himself for conflict of interest. An affidavit was filed with the Recording
Secretary.
Sofia Nelson presented the staff report. This project is also going concurrently before City Council
for a MUD and Development Agreement. Gary Newman, developer/applicant, provided
information on proposed timing of the project. He stated they hoped to begin construction in the
first or second quarter of 2018. The off‐site waste water line will take additional time to construct.
Chair Schroeder opened the public hearing.
Bill Holland, 101 Halmar Cove, representing Woodgate Properties that is to the south of the
development and in between this property and the new Holt Caterpillar project, has trepidation
about timing and the effect of all the development along Airport Road occuring all at once. He
asked the Commissioners to consider his property when approving the developments.
John Drummond, 140 Spanish Oak Drive, asked the commission to find an alternate route for the
off‐site wastewater line. He is concerned about it running through Berry Springs Preserve, stating
the digging would contaminate the pristine spring.
Gail Price, 301 Oak Crest Ln, also asked the commission to find an alternate route for the off‐site
wastewater line and is concerned about the preserve.
Bill Schroeder, 6022 Tonkawa Trail, read a letter to the Commission asking them to prohibit the
disturbance of the Berry Creek Park and Preserve. He stated the wastewater line will have a
permanent impact on trees, springs, birds and wildlife. If this happens he suggested taking the
name of Preserve out of the name of the Park.
Chair Schroeder closed the public hearing with no other speakers coming forth.
Motion by Fuller to approve the rezoning application. Second by Pitts. Sofia Nelson confirmed
that this action only applies to the uses and standards in the zoning district. The pipeline location
will be addressed with the MUD application and Development Agreements. Motion approved 5 –
1 ‐1, (Bargainer recused, Webb absent).
E. Presentation and discussion of the CAMPO/City of Georgetown Williams Drive Study – Jordan
Maddox, AICP, Principal Planner; Andreina Davila‐Quintero, Project Coordinator; and Nathaniel
Waggoner, AICP, PMP, Transportation Analyst.
Jordan Maddox presented the information. The public meetings were well attended and the
consultants are working on a draft plan, to be submitted to the city within the next 30 days. Once
the city staff has reviewed the plan it will be presented to the public through public meetings.

considered on this agenda.
Reminder of the next Planning and Zoning Commission meeting on March 7, 2017 at
Council Chambers located at 101 East 7th Street, starting at 6:00 p.m.
Everyone thanked Jordan Maddox for his service to the city. This was his last meeting.
Motion to Adjourn by Fuller, second by Pitts at 6:35 p.m.
